CCSRP CONSIDERATIONS SINCE JANUARY 16, 2018 LAVON BRIEFING:
OUTER LOOP
– City Council expressed the following concerns regarding the SH 78 – Outer Loop realignment option:
a. Alignment as shown may affect future commercial development potential at the SH 78/FM 6 intersection
b. As shown, SH 78/FM 6 reconfiguration may impact noise/access at existing residential neighborhood to the west
c. Possible right-of-way effects to existing Mallard Park and historic cemetery north of FM 6
d. What would be the width of the Outer Loop? Could the Outer Loop contain frontage roads?
e. What would be the sentiments of communities near the originally-planned Outer Loop corridor (e.g. Nevada, Josephine)?
EAST-WEST ARTERIALS
– Future SH 78 concerns due to prohibition of freeways per December 2017 Wylie Resolution:
a. Could SH 78 remaining as a 6-lane thoroughfare accommodate future traffic projections?
b. Would Hensley/Alanis/John King Connector (with new Lake Ray Hubbard bridge) act as a suitable alternate route to SH 78?

ISSUES ADDRESSED WITH REVISED SH 78 – OUTER LOOP ALIGNMENT IN LAVON:

– SH 78/FM 6 Intersection:
a. Existing location/configuration of intersection remains
b. Allows development to proceed as currently planned south of intersection
c. SH 78 proceeds north of FM 6 in existing corridor; becomes frontage roads for realigned Outer Loop south of CR 543
– Eastward shift of Outer Loop:
a. Avoids historic cemetery on east side of SH 78 south of CR 543; avoids Mallard Park on west side of SH 78 north of FM 6
b. New George Creek crossing east of SH 78 will require US Army Corps of Engineers coordination (Lake Lavon Master Plan)
c. Approaches FM 6 to run adjacent to the north-south utility corridor on the west side prior to crossing NETEX corridor
– Added interchange/access opportunities for Lavon:
a. In addition to previously-discussed interchange at CR 541-Watkins Road (a.k.a. FM 2755-FM 2642-FM 35 Connector), concept identifies opportunity for interchange with proposed FM 3549 extension (north of FM 2755)
b. FM 3549 extension enables “back-door” access to/from both Lavon & Nevada, as well as alternate route to/from IH 30; new interchange would open potential for large-scale development of properties on each side of NETEX corridor
c. Combined with CR 483 extension to connect FM 2755/FM 3549 with SH 205, concept provides alternate route to/from Wylie with greater access to/from the proposed Hensley/Alanis/John King Connector (new Lake Ray Hubbard bridge)
d. If desired, concept allows for frontage roads between FM 6 and CR 541-Watkins Road

RIGHT-OF-WAY NEEDS FOR SH 78 – OUTER LOOP COMBINATION:

– Since inception, Collin County Outer Loop has been planned with a typical section width of 500 feet:
a. Width may accommodate as many as 5 general purpose lanes in each direction
b. Median contains “future rail envelope”
– In Dallas/Ellis County, Loop 9 is being planned with a typical section width of 350 feet
– For greater flexibility/efficiency, Loop 9 may be a more appropriate model for the SH 78 – Outer Loop Combination option between SH 121 and IH 30

1. Outer Loop Freeway (US 380 – FM 1138 north of FM 2755) on new location eliminated.
2. Outer Loop Freeway (SH 121 – US 380) relocated to new location South of Blue Ridge Alignment and SH 78 corridor w/ western Farmersville Bypass.
3. Retain original Lake Corridor alignment in general, but as a 4/6-lane thoroughfare from SH 121/FM 455 to FM 982 south of Princeton.
4. Add FM 2756/FM 2194/FM 547 Farmersville Loop (4-lane divided thoroughfare).

FREEWAY PROJECTS
1. Regional Outer Loop (SH 121 to IH 30) –
a. Continue to identify previously-planned corridor for staged development
b. Evaluate new SH 78 – Outer Loop Combination Alternative as a potential replacement option (Illustrative Map)
ARTERIAL PROJECTS
1. West Corridor Operational Improvements (FM 1378/Woodbridge Parkway/Merritt Road)
2. SH 78/SH 205/John King Boulevard –
a. SH 78 – same as Mobility 2040; future changes dependent on SH 78 – Outer Loop Combination option analysis
b. SH 205/John King Boulevard – consistency w/ SH 205 Feasibility Study recommendations
3. Lake Corridor (thoroughfare only; no new Lake Lavon bridge based on public input) – Corridor #1 and #5
4. East-West Thoroughfare Option #4A (corridor placement awaiting final design results) –
a. Maximize capacity per local thoroughfare plans (SE Collin/NE Dallas/Rockwall County) – Corridor #2, #4, and #6
b. New/expanded thoroughfare facilities – Corridor #3 (McCreary Road to SH 205/John King Boulevard), #7, #8, and #9
5. Add FM 3549 and CR 483 extensions (to address Lavon/Collin County concerns w/future SH 78 traffic between lakes)
