. REGARDING TIlE USE OF STUDENT DRIVERS FOR COLLEGE SPONSORED ACTLVInFS

I. Policy Statement

The Board of Trustees authorizes the use of approved student drivers for College sponsored activities and further directs the administration to draft administrative rellulations lIoverning the select1.on and "pprnval process.

II. Administrative Regulations

A. Each student considered for student drivinll purnoses shall be recom­mended by the chairperson of the department intending to URe the particular student. The recommendation shall be submitted in writin~ and directed to the Dean of Business Services.

B. Upon receipt of the recommendation, the Dean of Business Services shall provid~ the student with a form designed to obtain info~ation concerning the student driver's record. Particular attention shall be given to number and recency of citations together with the reaROn for such citations.

C. The student shall complete the driver information form and following completion make an appointment with the Director of Maintenance and Operation or a person designated by him for the purpose of an interview. The Director shall review the student's driving record and at the same time convey College regulations to the prospective student driver.

D. If the department intends to have the student drive one of the College maxi-wagons, the Director of Maintenance and Operation shall take steps to have the s·tudent obtain a Class II license. Appointments for the phYSical shall be arranged by the School Nurse and the cost of such physical together with the cost of the Class II license shall be borne by the College. The Director of Msintenance and Operation shall exercise particular care in approving any student who will he assigned to one of the College maxi-wagons.

E. Other than review of license expiration dates, the approval of a student for driving purposes shall be effective for one academic vear. Subsequent renewal shall be contingent upon a careful review of t'le. student driver's record.

IVHEREAS, Governor Edmund G. Brown, Jr., has eliminated funds for operation of the Colorado River Board of California from his budget and proposed to submerge this agency of California into a State depart­ment, and

WHEREAS, the Colorado River Board since 1937 when it was created by the legislature has given responsive and diligent leadership to solving the intricate and diverse problems of the Colorado River, and

WHEREAS, Coachella Valley is dependent upon the Colorado River and use of its resources in an economy that produced more than $72,000,000 in farm income, provided industry, commerce and recreation of more than $100,000,000, and .

IVHEREAS, the Colorado River Board best ought to be retained in its present status with representatives of the various agencies that actually use and distribute the Colorado River water, now, therefore,

BE IT RESOLVED, by the Board of Trustees of the Coachella Valley Community COllege District that this board go on record as opposing the proposal by the Governor and urge that he reconsider his actions regarding the Colorado River Board, and that a copy of this resolution adopted this 19th day of February, 1976, be sent to Governor Bro'<ll and that further, copies also be sent to Assemblyman Tom Suitt and Senator John Stull urging their opposition to the proposal to downgrade the efforts of the Colorado River Board.

Detachment of administrative salaries from the faculty salary schedule as a base makes good sense. The problem arises in attempting to determine a price to pay for each position. This approach is further complicated because administrators work. more days than teaching faculty and department chairpersons. Perhaps the first year (1976-77) will not be so difficult because each administrator including department chairpersons currently have a salary established by a rationale which is fairly defensible. One primary problem may arise when an administrator makes advancement both vertically and horizontally on the salary schedule. In such a

I case, a person conceivably could be penalized: Assume a person on an .08 R-factor is presently at Clasa V, step 9 and gains sufficient credits to advance to Class VI while at the same time automatically advances to step 10. Assuming no change in salary schedule, if that person were a teacher, his increase in salary would be $1,732. If we have no provision for recognizing professional and step advancement for administrators, you can see that there would be little or no incentive to as­sume the headaches and extra long hours required of administrators.

Enclosed herewith is a copy of Policy #4144 regarding Fringe Benefit Expenditures. You will recall that both faculty and staff proposed that the district provide health and major medical insurance coverage for all employees and their dependents as the only fringe benefit, and the difference in cost be applied to the salary schedules, which you did July I, 1975. Therefore, I propose deletion of the present policy and replace with the statement appended thereto. This amounts to a formalization of what we are doing at the present time.

the instructor, and provided the work experience has been within a ten-year period preceding assignment. Such work experience shall be certified by the employing agencies and such certificates shall delineate the duties and re­sponsibilities of the applicant.

2. Advancement. Each year of satisfactory professional service at College of the Desert renders the individual eligible for a one-step advancement on the vertical scale; however, yearly increments are not automatic, but are made annually on the specific recommendation of the President and the app~oval of the Governing Board.

3. Academic units employed for classification advancement from column to col­umn .. shall be of a type that may be credited toward the master's or doctor's degree in the institution where earned, or shall be a part of an advanced study program arranged jointly by the instructor and the College. All applicants for classification advancement should fUe an "Advance Study Plan" with the Dean of Instruction for approval.

4. The Board may, on recommendation of the President of the College, place or advance any teacher either vertically or horizontally or both on the basis of merit beyond the minimum academic and experience requirements for placement on or beyond the schedule.

5. An instructor with an encumbered credential shall not advance more than three steps beyond his entering step.

6. The schedule is established for a price index for the calendar year 1960. The schedule shall automatically be adjusted up 0, down annually there­after on July 1st in keeping with changes in the bureau of Labor Statistics Price Index of the preceding December.

7. Instructors initially assigned at the beginning of the 2nd semester may be considered for step advancement in July of the same year. If not advanced, they will be conSidered for step advancement for July of the following year. Normally step advancements will not be considered at mid-year. Column ad­vancement will be made .. only on a Semester Basis.

8. Units completed in the semester in which the bache"lor's or master's degree is completed, and in excess of the requirements for such degrees. may be in­cluded in the next increment of units required for a higher classification.

** 9. Academic units employed for classification advancement from column to column shall be of a type that may be credited toward the master's or doctor's de­gree in the institution where earned, or shall be a part of an advanced study program arranged jointly by the instructor and the college. All applicants for classification advancement should file an "Advanced Study Plan" with the Dean of Instruction for approval. 2. DeSCriptiOl~ of Schedule. The schedule shall consist of five length of oervice increments (horizontal steps) and twenty-five pay ranges (vertical ste'ps). Each service increment and pay range shall be separated by 5%.

3. .£!!!! of Living Adjustment. The salary schedule shall be adjusted esch July lst to accommodate increases or decreases in the cost of living. The adjustment shall be related to the Bureau of Labor Statistics' Consumer's Price index. as of the preceding December. All price index adjustments shall be computed to the nearest 1/10 of 1%.

4. Advancement on Schedule. All classified personnsl employed by the Dlstrictlfor-ehe first time shall begin on the first step of the, salary schedule unless otherwise specified. a. OVertime is defined to include any time required·to be worked in excess of eight hours in anyone day and in excess of forty hours in any calendar week.

C. Overtime shall be compensated at the rate of one and one-half times the regular rate of pay of the employee.

FRINGE BENEFIT EXPENDITURES (Policy)

COLLEGE OF THE DESERT

The purpose of the current Fringe Benefit allowance is primarily

to provide health and life insurance coverage to enhance the econ­omic security of employees and their dependents, In recognition that the needs of employees and their dependents vary widely, and in the interest of equitable treatment of all employees, reasonable freedom of choice is provided, including the opportunity for spec­ified investments allowable under applicable Code Sections, so that protection can be selected annually in keeping with changing needs of the employee and his dependents,

In keeping with the foregoing statement of principle, the admini­stration is charged with constant review of the status of employee coverage in relation to the ostensible needs of each, and to insure that no fringe benefit funds are spent for other than health and life insurance for any employee until reasonable minimum standards of protection have been provided, or at least until the employee is formally advised and a letter expressing that judgment placed in his file,

WHEREAS, Senate Bill 160 (Rodda) has been enacted into law, and

will. govern public educational employer-employee relations in California,

and

WHEREAS, Article 1, Section 3540.1 (g) of S. B. 160 defines

management employees and mandates that management positions be designated

by the public school employer, and

WHEREAS, Article 4, Section 3543.4 excludes management employees

from meeting and negotiating with the public school employer,

THEREFORE BE IT RESOLVED that the Coachella Valley Community College

District Board of Trustees, in compliance with this law, designates the

following as management positions, and further, declares that, effective

April 1, 1976, all individuals serving in these positions shall be manage­

ment employees:

Superintendent/President Dean of Instruction Dean of Business Services Dean of Students Coordinator of Continuing Education Coordinator of Occupational Education Coordinator of Community Services Coordinator of Hi Desert Campus

These designations are made solely for implementation of

College of the Desert is a public community college. The District was organized in 1958, and the College received its first class of students in the fall of 1962. Current enrollment is approximately 10,000 students, including day and evening. A small annual increase is anticipated for an indefinite number of years.
