1.0 INTRODUCTION

STS Consultants Ltd STS has prepared this report on behalf of Fort James Corporation

FJC to document the collection and analysis of six sediment cores from the Lower Fox

River The objective of the study was to provide additional geotechnical data to support

dredging design in sediment management unit SMU 56/57 SMU 56/57 is located on the

western shoreline of the Fox River near the FJCs Green Bay West Mill The scope of work for

the project was prepared based upon discussions with Hart/Crowser FJCs consultant on the

dredging project and information provided to STS in the document entitled Supplemental

Geotechruical Exploration Scope of Work Sediment Management Unit 56/57 Fox River

Green Bay Wisconsin May 12 2000 SOW

2.0 SAMPLE COLLECTION AND ANALYSES

2.1 Surveying

The field phase of the project was initiated on May 22 2000 survey crew initially marked

the approximate locations of all six of the core sites based upon the target locations

provided by FJC on Figure On May 24 after completion the coring phase the survey crew

returned and determined the final core locations Both the initial and final locations were

determined utilizingstandard survey techniques from shoreline survey monuments The

locations were referenced to the state plane coordinate system utilizing monument

information from FJCs water intake and local U.S Army Corps of Engineers USACEmonument The final core locations are provided in Table

Mudline elevations were established by measuring water depth to the nearest 0.1 foot prior to

the collection of each sediment core These values were referenced to MSL NGVD 29

utilizing measurement recorded on the staff gauge at the FJC water intake at 12pm on May

24 Table presents mudline elevations for the Fox River sediment cores

2.2 Sample Collection

STS utilized skid-mounted drill mounted on barge to collect six sediment cores from

the Fox River at the locations indicated on Table Field activities started on the morning of

May 22 2000 Most of the morning was spent locating/surveying the individual core

locations and preparing for collection activities Actual sample collection was initiated in the

early afternoon of May 22 at location HC-1 Initially split-spoon sampling ASTM D1587 was

used as requested in the original SOW Early results indicated that this technique would not

provide adequate samples because the weight of the split-spoon and rod was too great for the

soft sediments weight of rod caused over- sampling The soft sediment conditions also

precluded the acquisition of standard blow count information

The potential for alternate sampling techniques and sequential list for implementation was

discussed with FJC and Hart/Crowser prior to the initiation of the field phase of the project

STS sought and received pre-approval from FJC and Hart/Crowser to switch to piston

sampling technique if the split-spoon sampling technique proved to be inadequate Based on

the early results and those discussions STS switched to piston-coring device for collection of

the sediment cores Sample collection was completed at both HC-1 and HC-2 during the

afternoon of May 22

STS started sample collection activities at approximately 730am at HC-3 on May 23 The

remaining cores were collected sequentially with the collection of HC-6 completed at about

1230pm As requested by FJC the remainder of May 23 and significant portion of May 24

were spent assisting potential contractors involved with their sampling efforts for bid

preparation

2.3 Coring Technique

STS utilized an Osterberg piston sampler that is specifically designed for soft soil and

sediments STS selected this methodology because of its ability to collect representative

samples in soft sediments The basic procedure utilized for collection of the cores was as

follows

thin-walled three inch diameter Shelby tube approximately 30 inches was inserted

into the Osterberg sampler and secured The piston was pushed to the bottom of the

tube and the entire coring device lowered to justabove the sediment-water interface

While the piston was secured by drill rod the coring device and Shelby tube were

pushed with slow continuous motion into the sediments The secured piston aids

the sampling process by creating vacuum above the sediment within the Shelby

tube

When the maximum depth length of the Shelby tube was achieved the Osterberg

sampler was withdrawn from the sediments Once on the barge the Shelby tubes

containing the sample was removed from the coring device The recovery of sample

was checked the core capped labeled and readied for transfer to the laboratory for

extrusion and sampling

The remaining core sections from each site were collected in essentially an identical

manner The only change was that after placing new Shelby tube within the coring

device it was pushed into the sediments to the maximum depth of the last core i.e

start of the second core section Sediment was prevented from entering the Shelby

tube while the coring device was being pushed to the appropriate depth by holding

the piston at the bottom of the Shelby tube Once at the desired depth the piston was

secured to maintain it at that elevation and the sampler arid Shelby tube were again

pushed downward into the sediments This procedure was repeated until the desired

length of core was recovered for each site

Unlike split-spoons that are routinely opened and containerized in the field the Shelby tubes

arid recovered sediments were removed and transferred to the laboratory for testing

Therefore the sample descriptions pocket penetrometer and torvane measurements were

conducted at the laboratory instead of in the field Additionally the original sampling

protocol called for retaining the collected samples on ice The change in sampling technique

and the associated length of the cores precluded placing the samples in coolers The core

tubes samples were instead transported to the laboratory in an upright position STS does

not believe that there would have been any appreciable change in test results because of the

short time between collection and analysis

2.4 Sample Analysis

The recovered cores were transferred to the laboratory to be extruded from the core tubes

photographed and visually classified utilizing the Unified Soil Classification System In the

laboratory an attempt was made to test at one-foot intervals for pocket penetrometer and or

torvane readings

Analyses for water moisture content ASTM D2216 Atterberg limits ASTM D4318-84

specific gravity ASTM D854-91 grain size distribution sieve and hydrometer ASTMD422 organic carbon content ASTM D2974 and Unified Soil Classification System label

ASTM D2487 were performed on composite samples collected over approximately one-foot

intervals Although layering could be visually distinguished within the one-foot intervals the

layers were composited per the instructions of Hart/Crowser All analyses were completed

in general accordance with ASTM methods

3.0 RESULTS

The core locations in state plane coordinates are presented in Table This table also includes

the elevation of the mudline referenced to Mean Sea Level NGVD 29 via the on-site

reference located at FJCs water intake structure

summary of selected parameters for the samples is presented in Table With the

exception of pocket penetrometer and torvane measurements the results are based on

analyses of composite samples An attempt was made to test the cores at one-foot intervals

for pocket penetrometer and torvane readings Although torvane results were obtained for

most of the samples the recovered sediments were generally too soft for determination of

pocket penetrometer readings

Final logs for the six boigs are included in Appendix The descriptions of materials on

the boring logs were based -n visual classification As requested by FJC and Hart/Crowser

the geotechnical testing was conducted on composite samples collected over intervals

approximately one-foot srithout regard to stratigraphy Therefore slight differences

between the visual classffi tions and the geotechnical results are likely attributable to the

protocol utilized for sampli the cores i.e compositing

Laboratory sheets for the gain size analyses are included in Appendix Photographs of the

cores are provided in Appendix The photographs are orientated such that depth increases

from left to right i.e top each core section is on the left

4.0 OUALIFICATIONS

This report presents test su1ts as generally specified in FJCs SOW 5/12/00 and selectively

modified during the fielcwork and report preparation The field sampling procedures and

laboratory test methods are generally described for reference and were conducted at the time

and under the conditions described

Field logs were prepare for each sediment core Final logs were prepared from these field

logs and our interpretat ons of the laboratory test results The transition between sediment

types and the strata char ge contacts may be gradual

Survey information for each core location was referenced to existing on shore survey

monuments Elevations were referenced to the Fox River water level that was referenced to

an on-site monument lo ated at FJCs water intake structure

Arty use or thterpretatkn by third parties of the test data presented in this report for the

purposes of designing .idding or implementing sediment removal program was outside of

the scope of the STS se vices as described in the SOW No warranty is expressed or implied

by the data report
