An Introduction• In recent years traditional formats for

information, such as books and microfilm,have increasingly been supplemented byinformation which is accessible electronicallythrough the use of computer technology.

• This means then that the existing collectiondevelopment policy for a library mustinclude selection criteria and collectionparameters covering these new mediaformats (i.e. e-resources).

Understanding Electronic Resources• E-resources: refer to those materials that

require computer access, whether through apersonal computer, mainframe, or handheldmobile devices (Johnson et. al., 2012).

• They may either be accessed remotely via theinternet or locally.

• Example: E-journal, E-books, E-images, numericand statistical databases, etc.

• While traditional collection developmentcriteria, such as subject, level, and targetaudience apply to the selection of most e-resources, the management of the electronicformat is more complex and, as such, it is agood practice to develop a supplementarypolicy which addresses specific format relatedissues.

• Such a policy should be used in conjunctionwith the more traditional collectiondevelopment policy and not in isolation.

• E-resources present a number of hurdles notencountered with traditional librarymaterials.

• To ensure consistency of approach, it is goodpractice to establish clear guidelines andprocesses for the selection of e-resources.

• Initially e-resources need to be reviewedand evaluated for selection from a contentperspective against the same policies,guidelines and criteria that apply to printresources.

• Once the main selection criteria have beenmet, then a number of additional contentcriteria, unique to e-resources, need to beconsidered.

Evaluation should be in consultation with theappropriate technical staff and should includeconsideration of the following:• Method of Access – What methods of access are

available (e.g., stand-alone, remote via Web, localWeb mount or hosting)?

• Access to remote hosts via Web is often preferablebecause it provides additional benefits such asfaster updating, optimum access, reduced burden interms of storage, preservation and maintenance.

• Authentication – What methods ofauthentication are available (e.g., IPfiltering, login and password)?

• Access via IP filtering is often preferable because it typicallyprovides simultaneous access for multiple users.

• IP-address recognition can be used to provide access toauthorized library users to access content from outside thephysical confines of the library.

• Compatibility – The resource should becompatible across a range of platforms and,where local installation and maintenance arerequired, should be compatible with existinghardware and software supported by the library.

• The selector should also determine if the e-resource requires any special hardware, software,multimedia, and/or audio capabilities.

• Where this is the case, consideration needs to begiven to the additional cost of acquiring, installingand supporting the appropriate software ormultimedia components.

• Interface – The e-resource interface should beuser-friendly, easy to navigate and intuitive.

• User-friendly resources often include suchfeatures as:online tutorials, introductory screens,

navigation aids and context-sensitive help andpersonalization options such as subscribing tofeeds/e-mail alerts, save search history etc.

• Multi-lingual interfaces are desirable for librarieswith a multi-lingual community.

Trials are particularly useful in supportingthe evaluation process of a product in terms of technicalissues and functionality and reliability.

ACQUISITION & LICENSING OF E-RESOURCES

• When it comes to e-resources, especially inthis digital era, acquisition is much more anissues of obtaining license to use databasesof e-books or e-journals – for example,rather than obtaining a physical or tangiblematerial.

• In this regard, the subsequent sectionfocuses on some pertinent issues toconsider when obtaining the license(acquiring an e-resource).

• Unlike print publications, e-resources are notpurchased outright and usually require a licenseagreement to be in place.

• Prior to purchase, the license must be reviewedand negotiated to inform and support theevaluation process, and to ensure that it reflectsthe selector's expectation.

• It is preferable to obtain, where possible, astandard model license agreement that describesthe rights of the library in easy-to-understandand explicit language.

• It is recommended practice that thefollowing points governing access by alibrary’s patrons must be included in anylicensing agreement which a library, itsgoverning institution, or its consortium signs:

Authorized users are all persons with a current,authenticated affiliation with the subscribinginstitution(s).• This could include full- and part-time students

and employees (faculty, staff, affiliated andvisiting researchers and independentcontractors).

• Visitors who have permission to use theinstitution’s publicly available computers shouldhave access to the licensed resource. This iscommonly known as „walk-in use.

REVIEW AND RENEWAL PROCESS

• Given the rapidly changing nature oftechnology, the emergence of new offeringsfrom information providers in terms of thepricing and packaging of content, andcontinued pressure on library budgets, it isessential that libraries regularly review theire-resources to ensure they continue to berelevant and provide demonstrable value formoney.

Review and renewal process• Like other continuing resources, e-resources will

not always have a uniform renewal date, assubscriptions or leases may run for one or moreyears from any particular date on the calendar.

• The library should ensure that as part of the licenseagreement, the vendor is required to providesufficient advance notification in relation torenewals to allow for sufficient lead time toundertake an effective review of the resource.

• This is particularly important if the library has alarge number of significant renewals due on oraround the same time.

Review of usage data: When making decisions concerningrenewals, the usage statistic should be helpful indetermining:

• If the resource continues to be relevant to lib. users.• Usage trends in specific areas – Is usage increasing or

decreasing as compared to previous years or in comparisonto other products in a similar area.

• How the resource compares to other resources in terms ofcost per use.

• If other options for access might be more cost effective (e.g.,pay per view, selected content vs. package deal).

• Despite the disadvantages that may beassociated to the print media in the face ofe-resources, it has some advantages over itselectronic counterpart.

• This may depend on who the targetedaudience is and what message is beingconveyed, among other things.

Advantages of the Print Media

• No Technology is Required:Older citizens are less technologically savvythan younger generations. Print media is stillthe preferred media source for manyindividuals who cannot or do not want towork with current technology or do not haveaccess to technological items.

• Some health implications that may come

• Low Initial Cost:While you will save money over time using thesetechnologies, the initial cost of print media itemstends to be much lower.

• Printed Materials are not as fragile as with e-resources:the items are not so desirable to thieves. If youleave your book behind on an airplane seat,you're out less than $20 versus $200 for your e-reader and all the books you had downloadedonto it.
