I. PURPOSE

Farewell call on the President. LTC Muratti, Major Kline and Commander Elkins are departing the White House for new assignments with their respective services.

II. BACKGROUND

LTC Muratti and Major Kline have served as military aides since May 1979 and September 1980 respectively. CDR Elkins has served the White House since May 1979 as the Snecial Projects Officei.

V. SEQUENCE OF EVENTS

Commander Elkins and his family will enter the Oval Office for their farewell call (no award will be presented) . Major Kline and his family will enter the Oval Off ice for their farewell call and the awarding of the Legion of Merit by the ~resident, followed by LTC Muratti and his family. LTC Muratti will also by awarded the Legion of Merit by the President. The citation for each award will be read bv Commander Schmidt. I will be in the Oval Off ice for e~ch farewell call ceremony.

Senator Pressler has written to former Secretary Haig and Secretary Block urging that the Administration negotiate a long term grain agreement with the Soviet Union. He would like to personally present to the President a letter on this subject, and have a photo taken of the event.

Jay Van Andel is Chairman of the Board for the Amway Corp. He resides with his wife Betty and four (4) children in Grand Rapids, Michigan. The first time you met Mr. Van Andel was in California before your nomination in 1980. You met him again last September when the Ford Library was dedicated in Michigan as you stayed in the Grand Plaza Hotel which is owned by Amway. Mr. Van Andel greeted you at the Hotel upon your a~rival there. Al~o, he attended the State Dinner held in Queen Beatrix's of the Netherlands honor because he is Chairman of the Netherlands American Bicentennial Commission.

Jay Van Andel's memberships in Republican organizations in-clu1e: the Eagles, the 3enatorial Trust, and the Presidential Inaugural Trust. He was the second largest independent/private expenditure for you during the campaign.
