Welcome to CESBA’s 2013 Spring Conference, taking place May 1-3, 2013 (May 1st is the pre-conference) at the Courtyard Marriott Downtown Toronto. This program provides an overview of the conference. Session rooms, a hotel map and more information will be provided in a printed program at the conference. This program is subject to change without notice.

Please note that even if you are a presenter and only attending the day you are presenting, you must still register for the conference for attendee tracking and meal purposes. Different registration rates apply - please choose accordingly.

Hon. Liz Sandals, Minister of Education

Liz Sandals represents the riding of Guelph. She was first elected to the Ontario legislature in 2003, and was appointed Minister of Education in February 2013.

Sandals has served as the Parliamentary Assistant to the Ministers of Health and Long-Term Care, Transportation, Education, Government Services, and Community Safety and Correctional Services. She led the government’s Safe Schools Action Team and served on the Standing Committee on Public Accounts, the Select Committee on Mental Health and Addictions and Treasury Board/Management Board of Cabinet.

Sandals first became involved in politics with education issues. She was elected to the local public school board in 1988 and was re-elected four times. She served as chair of the board and was elected as president of the Ontario Public School Boards’ Association (OPSBA) from 1998 to 2002. In this session, TVDSB Adult & Continuing Education leaders will demonstrate how collaboration with community partners (OW, CAS, Oneida of the Thames) and integrated credit/non-credit (ESL SLT, LBS PSW prep) programming enhance learning and employability of new immigrants, adult learners needing literacy/numeracy skill building to advance to credit programs, youth in crown wardship,



and learners in financial difficulty. Participants will learn how to develop community partners and how to get Ontario Works ‘on board’, directing clients to Level 1 Apprenticeship Tech programs and why and how the TVDSB, in partnership with the Children’s Aid Society, is providing special night school programs dedicated to serving the education and life needs of adolescent crown wards. Participants will also learn how the PSW Prep program helps more adult learners prepare for the rigor of successful completion of the PSW program, why communities come to the TVDSB with requests for tailored PSW programs, and much more.

This session will focus on recently developed resources designed to assist with the delivery of prior learning assessment and recognition (PLAR) for mature students and pathway planning for students in A&CE credit programs. Information on completing PLAR for mature students’ senior equivalencies for students from Quebec and out of country will be presented, as well as are view of the new Grade 9 and 10 individual assessments and student samples from the recent moderated marking activity. The session will cover resources designed to assist guidance and administrative staff working with students who are transitioning to the workplace, apprenticeships, college and university, and will also feature discussion on successful delivery of PLAR for mature students, use of Grade 9/10 assessments for pathway planning and the student transitions process.

This session will provide participants with the critical elements of the Hamilton-Wentworth District School Board’s GATEWAY Program that supports at-risk, challenging and expelled youth. The program focuses on the integrated use of restorative practices where the social, emotional and academic needs of youth share equal importance and are recognized as being interdependent. Relevant data, key skills and strategies, lessons learned and next steps in this project will be shared. Hear from the youth themselves as they talk about their barriers, how they have overcome them, and learn from their experiences what it takes for them to be successful.

This session will review the annual survey, conducted by MCI, of learners attending Ontario’s Adult Non-Credit ESL, FSL, and Citizenship and Language (CL) training program. The survey provides MCI and participating school boards with rich data which can be used to monitor learner trends, and help inform program planning, administration, in class training, and the development of new curriculum resources. The session will begin with an analysis from MCI’s Language Training Unit of learner responses from the 2010, 2011 and 2012 surveys, before engaging participants in an interactive discussion on how they can make the most of the survey findings.

The first part of this double session focuses on four specific action research topics: best practices for intake and guidance; student profiles to support needs analysis for improved instructional delivery; reporting retention, credit accumulation and graduation rate; and transitions to the workplace, postsecondary education, and training. Part 1 of the workshop will consist of a poster presentation.

In this session, participants will be taken on a tour of the “refreshed” Ontario Skills Passport website, designed with pathways for learners, teachers, job seekers, literacy practitioners, employment counselors and employers. Participants will be introduced to the free, bilingual practical tools, resources and learning activities that learners and job seekers can use to assess, build, document and track their Essential Skills and work habits and transfer them to further education, training, the workplace and everyday life. This information will help learners develop their Individual Pathways




Plan as they answer criticlal questions. Job seekers will find this information valuable in their career planning and employment search, including creating a résumé and preparing for interviews.

SESSION 206Continuing Education Funding Update and Overview (Part 1)Namita Aggarwal, TDSB & Rene Bourget, UCDSBAudience: Credit, ESL

The first of two sessions, participants will be provided an update and overview of Continuing Education funding in the recently released 2013/2014 Grants for Student Needs funding regulation and provide an open forum for discussion. The flow of board continuing education funding data from the registers into relevant EFIS (Education Finance Information System) statements will also be reviewed. All participants in this activity will be given an updated CESBA grant summary that reflects 2013-14 grant.

In this session, CESBA Executive Director Bernadette Beaupre will facilitate a discussion on the broad areas that CESBA will be developing position papers on. This session is interactive - participants will be asked for ideas on these areas, as well as suggestions for a process to establish a working group to develop the papers.

In this session participants will use change talk and readiness rulers to promote autonomy, collaboration and evocation to improve student success. Participants will also learn how to listen to understand their clients so they can empower them to want to learn.

SESSION 302 Preparing for PIAAC: Problem Solving in Technology-Rich Environments and the Survey of Skills Used at WorkRon Samson, Research Assistant, Essential Skills OntarioAudience: All

In this session, participants will learn about the the Programme for the International Assessment of Adult Competencies (PIAAC), a new international study of adult literacy, numeracy and problem-solving skills that the OECD will release findings from in October. While previous OECD surveys assessed conventional literacy and numeracy skills, PIAAC is far more comprehensive in addressing the necessary problem solving skills for operating in Technology-Rich Environments (TREs) and will also provide further investigation into how workers’ skills and educational attainment levels are matched and utilized in their workplaces. In this session, participants will get ideas about how LBS programs can start thinking about what these workforce changes mean and get ideas about how they can better assist learners in developing the skills that will help them succeed in obtaining and progressing in the workplace.

This session takes a close look at inter-agency collaboration that can help improve learner outcomes – particularly collaboration that enhances information-sharing and helps clarify learner pathways and key transition points for adults. Key findings from MTML’s MTCU-funded Exploring Learner Pathways project (Phases 1 & 2) will be shared with participants, who will also be provided a brief overview of and lessons learned from the Visualizing the Learning Journey toolkit, developed with the collaborative efforts of cross-program work group (LBS, adult credit, college, ESL and LINC) and an inter-ministerial /cross-program advisory committee (MTCU, MCI, EDU).

In this session, participants will learn how to offer a Chef Training program at their adult and continuing education centre. Offering a one year Chef Training program which combines secondary school credits along with labour market skills needed in the hospitality industry, St. Charles Adult and Continuing Education Centre in Hamilton will set participants up with the basic skills and knowledge they need to offer their own viable program.

In this session, participants will learn about three sector specific LBS classes from the Ottawa-Carleton District School Board: Home Helper, Personal Support Worker/ Health Care Preparation and Childcare Assistant. How do you identify workplace specific training with the LBS mandate and what about the OALCF? Particpants will be taken from discovery through development and implementation and on-going evaluation to learner success. The outcomes will demonstrate the fit to the OALCF and the session will close with lessons learned and next steps going forward.

In this session participants will learn how one A&CE organization struck a partnership with its Board of Education to develop an online customer service program for board staff. With the boundaries of adult & continuing education (A&CE) expanding and changing in a challenging environment with time constraints, and doing more with less, online training is often a preferred option. The results of the process and program will be shared, as well as plans for further partnership endeavours.

This session will allow participants to share the process and learning as a model for other communities, groups and networks to adopt or pursue.

This session talks about supported education programs at George Brown College in Toronto, which serve over 200 adults who have had serious mental illness and have strong partnerships with a major hospital and many community agencies. The presentation will explore the roles of supported education, self-efficacy, client self-determination, and skill development can play for consumers who want to further their education or transition to employment. Participants will be able to transfer practices and findings to other settings.

This session will focus on leadership practices related to school improvement planning in A&CE credit programs. Results of the survey conducted in January on leadership, school improvement planning and the professional development needs of administrators, as well as a developed Self-Assessment Tool for School Improvement Activities will be presented. Superintendents will participate in a panel discussion on the school improvement planning process followed by a discussion period.
