INTRODUCTION

Welcome to CESBA’s 2013 Spring Conference, taking place May 1-3, 2013 (May 1st is the pre-conference) at the Courtyard Marriott Downtown Toronto. This program provides an overview of the conference. Session rooms, a hotel map and more information will be provided in a printed program at the conference. This program is subject to change without notice.

Please note that even if you are a presenter and only attending the day you are presenting, you must still register for the conference for attendee tracking and meal purposes. Different registration rates apply - please choose accordingly.

MINISTER OF EDUCATION

Hon. Liz Sandals, Minister of Education

Liz Sandals represents the riding of Guelph. She was first elected to the Ontario legislature in 2003, and was appointed Minister of Education in February 2013.

Sandals has served as the Parliamentary Assistant to the Ministers of Health and Long-Term Care, Transportation, Education, Government Services, and Community Safety and Correctional Services. She led the government’s Safe Schools Action Team and served on the Standing Committee on Public Accounts, the Select Committee on Mental Health and Addictions and Treasury Board/Management Board of Cabinet.

Sandals first became involved in politics with education issues. She was elected to the local public school board in 1988 and was re-elected four times. She served as chair of the board and was elected as president of the Ontario Public School Boards’ Association (OPSBA) from 1998 to 2002. She also sat on the board of directors of the Canadian School Boards Association. To read more on Hon. This session highlights the MCI-funded research and innovation project, Fast Track: A Model for Accelerated Learning. Participants will learn about this initiative to develop training and instructional resources that will allow school boards to better serve the range of learners in their non-credit ESL programs.

In this session, TVDSB Adult & Continuing Education leaders will demonstrate how collaboration with community partners (OW, CAS, Oneida of the Thames) and integrated credit/non-credit (ESL SLT, LBS PSW prep) programming enhance learning and employability of new immigrants, adult learners needing literacy/numeracy skill building to advance to credit programs, youth in crown wardship,

and learners in financial difficulty. Participants will learn how to develop community partners and how to get Ontario Works ‘on board’, directing clients to Level 1 Apprenticeship Tech programs and why and how the TVDSB, in partnership with the Children’s Aid Society, is providing special night school programs dedicated to serving the education and life needs of adolescent crown wards. Participants will also learn how the PSW Prep program helps more adult learners prepare for the rigor of successful completion of the PSW program, why communities come to the TVDSB with requests for tailored PSW programs, and much more.

SESSION 104PLAR for Mature Students and Pathway Planning in A&CE Credit ProgramsKaren Sklash, Consultant & Lucie Cayouette, ConsultantAudience: Teachers, Guidance Staff, Principals and School Administrators

This session will focus on recently developed resources designed to assist with the delivery of prior learning assessment and recognition (PLAR) for mature students and pathway planning for students in A&CE credit programs. Information on completing PLAR for mature students’ senior equivalencies for students from Quebec and out of country will be presented, as well as are view of the new Grade 9 and 10 individual assessments and student samples from the recent moderated marking activity. The session will cover resources designed to assist guidance and administrative staff working with students who are transitioning to the workplace, apprenticeships, college and university, and will also feature discussion on successful delivery of PLAR for mature students, use of Grade 9/10 assessments for pathway planning and the student transitions process.

Mediator, System Social Worker - Safe Schools & Garth Bell, Youth Worker, John Howard Society and several studentsAudience: Those interested in enhancing their professional communication skills and relationship building skills with the the clients they serve

This session will provide participants with the critical elements of the Hamilton-Wentworth District School Board’s GATEWAY Program that supports at-risk, challenging and expelled youth. The program focuses on the integrated use of restorative practices where the social, emotional and academic needs of youth share equal importance and are recognized as being interdependent. Relevant data, key skills and strategies, lessons learned and next steps in this project will be shared. Hear from the youth themselves as they talk about their barriers, how they have overcome them, and learn from their experiences what it takes for them to be successful.

SESSION 107MCI Adult Learner Survey: Making the Most of Your Learner Survey DataAskin Taner, Senior Program Advisor, Ontario Ministry of Citizenship and ImmigrationAudience: All

This session will review the annual survey, conducted by MCI, of learners attending Ontario’s Adult Non-Credit ESL, FSL, and Citizenship and Language (CL) training program. The survey provides MCI and participating school boards with rich data which can be used to monitor learner trends, and help inform program planning, administration, in class training, and the development of new curriculum resources. The session will begin with an analysis from MCI’s Language Training Unit of learner responses from the 2010, 2011 and 2012 surveys, before engaging participants in an interactive discussion on how they can make the most of the survey findings.

In this session, participants will learn about the the Programme for the International Assessment of Adult Competencies (PIAAC), a new international study of adult literacy, numeracy and problem-solving skills that the OECD will release findings from in October. While previous OECD surveys assessed conventional literacy and numeracy skills, PIAAC is far more comprehensive in addressing the necessary problem solving skills for operating in Technology-Rich Environments (TREs) and will also provide further investigation into how workers’ skills and educational attainment levels are matched and utilized in their workplaces. In this session, participants will get ideas about how LBS programs can start thinking about what these workforce changes mean and get ideas about how they can better assist learners in developing the skills that will help them succeed in obtaining and progressing in the workplace.
