Colchester’s Children (C3) (Enclosure) The Board will recognize Cindy Praisner, Coordinator of the Collaborative for Colchesters’ Children (C3) for the programming, training, and preschool opportunities provided to Colchester children, families and early childhood education providers during the 2016-2017 school year.

8.1 Superintendent’s Reports 8.1.1 *Digital Conversion Team Report (Enclosure)
Dr. Charles Hewes and members of the Digital Conversion Team (DCT) will briefly highlight the importance of the team’s proposed technology goals for the district and related implications. The DCT is comprised of teachers, administrators and parent volunteers who have worked collaboratively for the past year to develop goals that will drive technology action plans at each of our schools. In order to allow ample time for Board member discussion of this topic, the DCT will not be presenting the details of the plan. The proposed plan is therefore included in the packet to provide the Board with the opportunity to review it prior to the meeting. The DCT and Interim Superintendent Goodwin strongly recommend the Board’s approval of the proposed goals.
8.1.2 School Refusal Program Update
Background: Dr. Kelly McNamara will provide an informal update on the first seven weeks of the School Refusal Pilot program directed by Assistant Director of Pupil Services and Special Education Josh Vinoski and Jack Jackter Intermediate School social worker Carissa Capozzi.

Background: Chairman Goldstein will provide an update on the status of the WJJMS Building project.

9.2 Superintendent Search Update Background: Chairman Goldstein will update the Board and community on the superintendent search process. 9.3 Status of the State Budget and Impact on the District (Handout) Background: Interim Superintendent Goodwin will update the Board on the overall impact of the budget freeze and the administrative team’s framework for budgetary decision making. 9.4 *Update on Consolidation Committee (Handout) Background: Brad Bernier, Board vice chairman and Renie Besaw will discuss their work on Consolidation meeting with a CABE representative and next steps in the committee development. They will recommend to the Board the establishment of an Ad Hoc Committee and committee membership.
10. New Business 10.1 *Proposed 2018 Board Meeting Dates (Enclosure) Recommendation:
To approve the proposed 2018 Board of Education meeting schedule and meeting locations for 2018.
Background: Board meetings for the remainder of the 2017-18 school year would continue to be held at the Bacon Academy Media Center. July and August meetings would be held in the Town Hall as the schools are closed on evenings during those months. The regular Board meetings scheduled for September through December 2018 would be held at William J. Johnston Middle School.
10.2 *Transfer of Historical Board of Education Books (Enclosure) Recommendation:
To approve the transfer of the historical Board of Education documents to the Colchester Historical Society. Background: Town Clerk Gayle Furman has located important historical records dated from April, 1799 through March, 1954 in the town vault. Records include meeting books, ledgers, registry and the first school society book.
10.3 Series 1000 Visitors to the Schools Administrative Regulations (First Reading- Enclosure) Background:
The school principals have had input regarding this proposed regulation which was approved by the Policy Committee on September 18, 2017 for a first reading.
10.4 Series 3000 Food Service Charging Policy (First Reading-Enclosures) Background: This revised policy is mandated by the State Department of Education and the Federal Child Nutritional program. Cafeteria supervisor Sharon Floyd worked with Interim Superintendent Goodwin to develop a first draft that was discussed, revised and approved by the Policy Committee for a first reading.

10.5 *Approval of Job Description of Level 2 Technician (Enclosure) Background: This position description is a more accurate reflection of the responsibilities required in the Information Technology Department. The position is being posted due to the resignation of the third member of a department that currently has two members. Recommendation: To accept the new description of Level 2 Technician in the Information Technology (IT) department that accompanies the responsibilities of the position as recommended by the Personnel Committee.
10.6 *Approval of Collaborative for Colchesters’ Children (C3) Job Descriptions (Enclosures) Background: Interim Superintendent Goodwin worked with Coordinator Cindy Praisner to revise the Early Childhood Coordinator and Assistant to the Early Childhood Coordinator’s position descriptions and related performance evaluation documents. Principal Bennett commended Tracy Butterick, social studies teacher, and Cindy Riordan, science teacher, (WJJMS, Omega team, grade 6) who were chosen to attend the National Geographic Inquiry Summer Institute as representatives for the state of Connecticut. Only two teachers were chosen from each state! The conference was held June 24th & 25th in Washington DC. They now hold the title of CT State Coordinator for National Geographic's new initiative that focuses on inquiry, technology, story-telling, and personalized learning. Tracy has already presented at a conference at Central Connecticut State University and both Tracy and Cindy will be presenting in the future.

Principal Peel celebrated that Bacon Academy student and Board of Education Student Member Jenaea Duddie has been appointed to the 2017-18 State Student Advisory Council on Education (SSACE). "The Council gives CT students a voice in education planning and enables the State Board of Education, the commissioner of education, State Department of Education personnel, the governor, and state legislators to become familiar with high school students' perspectives on key issues."

Jenaea was also invited to attend the Mount Holyoke College Focus on Diversity program. In addition, Jenaea will be attending an inclusion group at George Washington University at the end of September. Chairman Goldstein presented Jenaea with a Certificate of Recognition. 9. 9.1 Unfinished Business
Chairman Goldstein provided an update on the status of WJJMS Building WJJMS Building Project Update
project. The project is on schedule and under budget. WJJMS teachers were given a tour and Principal Bennett invited the Board members to tour the site.

Chairman Goldstein updated the Board and community on the superintendent Superintendent Search Update
search process. With upcoming elections in November and with so much still unknown about the state budget and its impact, the Personnel Search Committee has decided to wait before starting interviews. The committee will continue to accept applications and will review them and then start interviews in the fall/early winter. As Interim Superintendent Goodwin will be leaving at the end of the
calendar year, the Committee decided to look for an interim superintendent to begin January 1, 2018. 9.3
The personnel search committee interviewed Dr. Conway who is a highly respected retired district leader and was a member of the CT Center for School Change-Harvard University Superintendents’ Network.

2017-18 Amendment to the Colchester Professional Growth and
This amendment is a result of the Administrative Team’s action plan for Evaluation Plan
the implementation of Personalized Learning. It has the support of the CT State Department of Education and has been approved by the District’s Teacher Evaluation and Professional Growth Committee and shared with the Colchester Federation of Teachers. The amendment provides a “protected” environment in which teachers can implement innovative research-based strategies without concern for a negative impact on their formal evaluation rating.

Over the summer I contracted with Gary J. Albanese & Sons, Inc. to replace the sidewalk behind the gym at Bacon Academy. While on-site doing the work Head Custodian Ray Watson asked Gary Albanese to give him a quote to pour a foundation and reset the Erin Pinney memorial that had been donated by the Class of 1998 to honor a classmate who had passed away. The memorial had been placed on the lawn in front of the school, but was not set on a foundation and due to frost heaves had lifted and falling over. Upon hearing the history of the memorial Mr. Albanese offered to pour the foundation and reset the memorial at no cost to the Colchester Public Schools. The services for the excavation, setting the forms and pouring the concrete are valued at $800.00. I respectfully request that the Colchester Board of Education accept the donated services and extend its appreciation to Mr. Albanese. Gary J. Bacon Academy Commended Students
Bacon Academy seniors Audra Kingsley and Joan Tremblay Bacon Academy Principal Matthew Peel announced the names of two Bacon Academy seniors that have been named Commended Students in the 2018 National Merit Scholarship Program. The students being recognized for their exceptional academic promise are Audra Kingsley and Joan Tremblay.
The Commended Students placed among the top five percent of more than 1.6 million students who entered the 2018 competition by taking the 2016 Preliminary SAT.
"The young men and women being named Commended Students have demonstrated outstanding potential for academic success," commented an NMSC spokesperson. "These students represent a valuable national resource; recognizing their accomplishments, as well as the key role their schools play in their academic development, is vital to the advancement of educational excellence in our nation. We hope that this recognition will help broaden their educational opportunities and encourage them as they continue their pursuit of academic success."

VISITORS TO THE SCHOOLS ADMINISTRATIVE REGULATIONS 1. Any person wishing to visit a school building, and/or observe any student program, must
obtain prior approval from the Principal or responsible administrator of the respective school building or program unless they are attending a specific event to which parents/guardians have been invited.
2. A visitor to any school building or program must be able to articulate a legitimate reason for his/her proposed visit and/or observation. Where the visitation involves direct contact with district students, or observation of an identified student or student program, the visitor must have a sufficient educational nexus with the district, its educational programs or the student to support such request.
3. All visits must be reasonable in length and conducted in a manner designed to minimize disruption to the district’s educational programs.
4. When determining whether to approve a request to visit and/or observe student programs, the building Principal or responsible administrator shall consider the following factors:
a. the frequency of visits; b. the duration of the visit; c. the number of visitors involved; d. the effect of the visit on a particular class or activity; e. the age of the students; f. the nature of the class or program; g. the potential for disclosure of confidential personally identifiable student
information; h. whether the visitor/observer has a legitimate educational interest in visiting the
school; i. whether the visitor/observer has professional ethical obligations not to disclose
any personally identifiable student information; and j. any safety risk to students and school staff.

5. The building Principal or responsible administrator has the discretion to limit, or refuse,
requests for visits and/or observations of student programs in light of the above criteria. 6. Videotaping, filming, audiotaping, and/or photographing by visitors to the schools, by
means of any device is prohibited in classrooms. Members of the media, however, may videotape, film, audiotape, and/or photograph as permitted by policy and as approved in advance by the Superintendent in consultation with the school administrator(s).
7. If a building Principal or responsible administrator approves a request to visit a school
building and/or observe a student program, arrangements must be made 24 hours in advance to ensure that the visit will not disrupt educational programs. The length and scope of any visit shall be determined by the building Principal or responsible administrator in accordance with these regulations and accompanying Board policy.
8. Upon arrival, all visitors must comply with any and all applicable building security
procedures, including but not limited to utilizing security buzzers for access, complying with requests for photo identification, reporting directly to and signing in and out at the visitors’ reception area of the school office, prominently displaying visitors’ badges or other identification required for visitors to the school buildings, limiting access to those areas of the buildings and grounds for which the visitors have authorized access, and complying with directives of school officials at all times.
9. A refusal to comply with any of the Board’s policy provisions and/or regulation
concerning visitors shall constitute grounds for denial of the visitor’s privileges, as determined appropriate by the building Principal or designee. Such refusal may also result in a referral to law enforcement personnel, as determined appropriate by the building Principal or designee.

FOOD SERVICE CHARGING POLICY
The Board of Education has an agreement with the Connecticut State Department of Education to
participate in the school-based Child Nutrition Program. The Board accepts full responsibility for
adhering to the federal and state guidelines and regulations pertaining thereto. Program meals are
planned to meet the specified nutrient standards for children as specified by the United States
Department of Agriculture in accordance with their age or grade group.
Although not required by law, but due to its participation in the Child Nutrition Program, the Board
approves the establishment of a system to permit students to charge a meal in certain situations.
The Board realizes that funds from the non-profit School Food Service Account, according to federal
regulations, cannot be used to cover the cost of charged meals that have not been paid.
Federal funds are intended to subsidize the meals of children, and these funds may not be used to
subsidize meals for teachers, staff or visitors. Therefore, adults are not permitted to charge meals.
Families are able to pre-pay for meals to help ensure children have consistent access to healthy
meals.
Charging is not encouraged by the Board, but on those occasions that a student does not have lunch
money, s/he will be permitted to charge a reimbursable meal or be offered an alternate meal. An
alternate meal is any meal that differs from the day’s advertised, reimbursable meal. An alternate meal
is a cheese sandwich and milk

FOOD SERVICE CHARGING REGULATION
The Board’s regulations regarding meal charging are as follows.
1. The student who charges a meal will be given the same reimbursable meal that other children
are provided. Allowable number of charged lunches are:
a. K-2: five
b. 3-5: three
c. 6-12: one
2. The School Food Service program will inform secondary level students verbally when they have a
low account balance, or when they have charged a lunch. Ala carte menu items cannot be
charged.
3. Parents of elementary school students who charge will be notified by a letter given to the
student by her/his classroom teacher or by telephone that their child has received charged
meals. Middle and high school students’ parents will receive notification by U.S. mail, email,
and/or phone.
4. After a student has reached the allowable number of charged lunches, the School Food Service
will provide an alternate meal.
5. Alternate meals will be provided until all charged amounts, including the costs for alternate
meals, are paid.
6. In the event of hardship situations, parents/guardians will be encouraged to contact the Board’s
Cafeteria Supervisor or school social worker to discuss application for free or reduced price
meals.
School administrators and cafeteria managers are expected to ensure that no student is exposed to
distress as a result of not having adequate funds to pay for a meal. Actions such as publicizing the
names of children with unpaid meal charges or any other form of identifying a child who has charged a
meal are strictly prohibited.
All correspondence and communication related to unpaid meal charges will be addressed with the
student’s parents or guardians. School personnel should not attempt to resolve unpaid charges directly
with children.
When a child leaves the district or graduates, the Cafeteria Supervisor must attempt to contact the
child’s parent or guardian in writing to return any funds remaining in the student’s account. Families
who are not approved for free and reduced lunch may donate the funds to cover unpaid meal charges
that were not collectible. If the parent/guardian does not respond to the written notice within 30 days
the funds will be donated to cover unpaid meal charges.

Delinquent Debt
Unpaid meal charges, like any other money owed to the nonprofit school food service account (NSFSA),
are considered “delinquent debt” when payment is overdue, as defined by state or local policies.
Effective with school year 2017-2018, the Connecticut State Department of Education requires that the
parent;/guardian pay all delinquent student debts no later than June 30th to ensure that students’
accounts have a zero balance for the start of the next school year.
Any delinquent debts that have not been recovered by June 30th will be considered “bad debt.” Records
relating to those charges must be maintained in accordance with the records retention requirements in
7 CFR 210.9(b)(17) and 7 CFR 210.15(b).
The Chief Financial Officer shall be notified annually in June by the cafeteria supervisor of delinquent
debt associated with the nonprofit school food service account (NSFSA)
This regulation shall be placed on the District’s website and the website of each school, and will be
published at the beginning of each school year at the time information is distributed regarding free and
reduced price meals.

5. Financial Reports FY2016-2017 Year End
CFO Cosgrove provided an update on the status of the FY 16/17 fiscal year expenditures, indicating that invoices are still being processed for payment.
Monthly Budget Reports CFO Cosgrove presented the FY 17/18 report as of July 31, 2017.
Budget Transfers None.
Health Insurance Reserve CFO Cosgrove presented the report for June 2017. CFO Cosgrove also reported that representatives from each Board and the CFO will be meeting with Lockton on August 10, 2017 to discuss the funding policy for the Self Insurance Fund.
Special Education Excess Cost Report None.
6. Old Business
Cafeteria Fund After discussions with CFO Cosgrove and Director of Facilities and Educational Operations Ken Jackson regarding the financial status of the Cafeteria Fund, Interim Superintendent Goodwin informed the Committee that she will be recommending an independent review of the District food service operations be conducted.
Norwich Tuition (discussion occurred after New Business topics when BA Principal Matt Peel arrived at 9:45) BA Principal Peel presented information on the use of tuition funds received by the District, including the tuition funds received from Norwich students in FY 16/17, and the current available balance from the prior year funds. Principal Peel explained the details of the balance remaining from FY 16/17 tuition funds, noting that furniture with an approximate value of $25,000 was obtained through a private sector company donation. This furniture was picked up and delivered to BA by Principal Peel and Head Custodian Ray Watson. Principal Peel discussed the purchases associated with the World language lab that were included in the FY 17/18 BOE budget, noting that significant savings have been negotiated with vendors if the project moves forward prior to the start of the school year. Principal Peel requested that the World language lab be completed with the tuition funds remaining from the FY 16/17 school year, along with some additional technology needs.
Motion by: Renie Besaw To endorse the purchase of the World language lab and the additional technology at BA from the balance remaining from Norwich tuition funds at the end of FY 16/17, with the continuing understanding that funds included in the FY 17/18 budget for tuition funded purchases are held pending resolution of the State budget.

7. New Business
Consolidation (sharing of resources between Districts) Discussion was held regarding the direction of the BOE research and discussion related to possible consolidation of services and development of additional revenue sources. BOE will determine the charge and the membership representation of the Committee established to research this issue at its August 8th meeting.
Athletic Trainer services Interim Superintendent Goodwin explained the request for a bid waiver for Athletic Trainer services for a 3 year contract proposal (notice emailed to BOE members on 8/3/17). Committee members requested additional information concerning the contract language for the proposed vendor, including whether the proposed fees would be reduced if any sports were eliminated due to budget constraints. Interim Superintendent Goodwin will follow-up and provide responses to the Board prior to finalizing the contract.

7. Substitute Pay Rates Supt. Mathieu spoke to the committee about the increase in the minimum wage and how it will affect some of our substitutes (office professionals). We currently pay people who sub as teachers $85 a day and para/office professional subs $70 a day. As of January 1st, minimum wage goes up to $10.10/hour. With the rate increase it was decided that if any of the schools utilize a substitute office professional they will only work a 6.75 hour day (a student day schedule). Mrs. Shorts gave to the committee results of a state wide survey she did inquiring about pay rates. Of the 24 districts that responded, 10 pay the same as us, 8 pay lower and 6 pay $90 per day. The committee asked Mrs. Shorts to contact the districts around us (if they didn’t already participate in the survey) to see what they pay.
