Summary of Application

1. STA/RAJ/HQ/RD/2013/HINDI

Applicant had an ancestral house, constructed 50 years ago. His family

tried to get legal document for land ownership, for which they had

approached gram panchayat of Mahua and District Collector of

Bhilwara. According to the applicant the legal documents were not

provided because his family was accused of land encroachment, by

gram panchayat. via RTI application to the Secretary of Rural

Development department, he has asked for i) the rule under which he

can get the legal ownership documents, ii) why corruption and political

protection pose hindrance in the procedure of obtaining the

documents, iii) whether state government can help him to get the

mentioned documents from gram panchayat? iv) Why Panchayat did

not provide the documents to him? v) Applicant also claims that on 4th

February 2013, Panchayat has issued some illegal land ownership

documents. He has asked whether he can inspect the same or not?

2. CEN/MHA-IS-I-II/ 2013/ENG

Applicant had appeared for Amateur Radio licensing exam conducted

by Ministry of Communications and Information Technology (MoC&IT)

and the results for the same were declared in January 2013. As no

further notification/circular was issued by MoC&IT, applicant filed an

RTI to WPC (wireless planning commission), for which the reply

received stated that the particulars have been forwarded to MHA for

inter-ministerial clearance. Applicant has now filed an RTI to MHA and

has asked whether the clearance has been granted and submitted back

to WPC or not and the current status of the process to grant clearance.

Applicant has mentioned that the response of RTI received from WPC is

annexed, but no annexure found.


Applicant had applied for the passport and it was communicated by the

MoEA that decision of MHA is awaited for granting a passport to him.

He has now filed an RTI application to MHA seeking : i) The query put

forward by MoEA ii) matter on which decision is awaited, iii) copy of all

4. STA/RAJ/HQ/RD/2013/ENGLISH

Applicant had applied for the post of Assistant Programme Officer,

MGNREGA for which the essential qualification was PG Diploma in Rural

Management. He received an appointment letter and was also called

for the document verification and after which he was told that the date

of joining will be informed telephonically. After waiting for one month,

he contacted the concerned office and got to know that his

appointment was cancelled because his qualification was PG Diploma in

Rural Development which is different from Rural Management. Thus

the applicant has complained against District Collector and CEO, Zila

Parishad of Karauli through an email. Not an RTI application.


Applicant has asked for a list of books banned by the Govt. of India,

name of the respective authors, origin and reasons for the ban.

6. CEN/MHA-IS-I-II/2013/ENG

Applicant has asked for the copies of: i) representations received from

minorities (Muslims) regarding their illegal detention, ii) Letter from

union home minister (Mr Shinde) to CM of the states of India regarding

alleged detention of the minority community and iii) letter sent by

union home minister to CM of Jammu and Kashmir between 1990 to

2013 regarding atrocities done on Kashmiri pandits.


Applicant has asked for the findings of criminal investigation done by

Yahoo (no specific year or name of project etc. is mentioned). In this

context he has also asked for the number of letters/mails received, sent

and how many were related to criminal investigation.


Applicant has asked for the preparedness of security forces during an

event of terrorist attack and for civilian security and safety.


Applicant has mentioned an incident which took place on 2/9/2009,

when the helicopter in which former CM of Andhra Pradesh was

travelling with his secretary and other administrators, crashed. Via RTI

application he has asked for the 'Black Box' report of the crashed

helicopter.


Applicant has mentioned the reference number of her application to

obtain micro-light security clearance from DGCA. She has asked for the

status of her application and time frame to grant the clearance.


Applicant has stated that a Remote Explosive detector was designed by

him and with the cooperation of EX Maharashtra DGP, it was installed

at Churchgate suburban railway station. The detector, which had the

range of 650mtr front and was designed for public safety, was

uninstalled and air balloon was fitted in the same railway station.

Further he has stated that the balloon is unsafe because it could either

burst suddenly or could be shot by any depraved person which will

create disturbance/stampede. He was told by SHO and the Railways

that the balloon is safe because it was imported from France and

internal security wing has also given the clearance. Via RTI he has asked

for the copy of clearance granted by internal security wing of Home

Ministry to Railways and whether the railways or railway stations are

free to ignore directions given by MHA for public safety.


Applicant suspected that his phone calls were being tapped. In RTI

application he has asked for units of unauthorized logs in the system of

tapping and number of calls which were illegally made available to

unauthorised persons. He has also asked for the guidance from Central

Home Ministry on how to reinforce the security measures for his

personal communication number.


Applicant via RTI application has asked for difference between

communal and secular groups, details of communal and secular political

parties in India, basis on which parties are declared so and a copy of

order for the same, difference between INC and BJP and whether both

the parties are communal or secular. He has also asked for the state

wise details about the measures taken by the govt. to free the tribal

15. CEN/MEA/2013/ENG Asks for a copy of an MEA letter (number mentioned) of 1971, granting

permission to a named individual to immigrate to India. Also asks for

copies of similar letters granting immigration to any other persons from

Assistant Secretary of Rajasthan Legislative Assembly (RLA) has filed an

RTI application to Chief Secretary regarding the 'Review report' on the

enlisted recommendations in the 78th report by Public Accounts

23. CEN/MRD/MNREGA /2013/HIN

Complains that the BPL-people of his village have not once benefited

from MNREGA even though they have repeatedly approached the

pradhan and secretary of the gram panchayat, and says that together

they have swindled away the panchayat funds. Adds that their appeal

to the block development officer also went unanswered and the

programme officer (named) also refused to accept their written

application. He now humbly pleads, through this RTI, that the BPL card

holders be given work under NREGA.

The application is rambling and not very clear, but the applicant, a

government servant, has several complaints against the offices he was

in and wants to now know what sort of medical treatment they thought

he needed; why his complaints about not getting a salary for 8 months

were ignored by the collector and RDO; whether the collector gave a

posting order after the applicant was certified insane; status of his

various complaints; who is stalking him and why; whether there was an

attempt to poison him with medicines, etc. Says the matter should be

sorted by the CM since he is "the head of RTI", and by the Chief

addiction centres of the country, and seeks the following information:

whether the Delhi government is considering closing down such

centres; whether the Delhi government or the central government is

considering formulating new laws/rules to bring discipline to these

centres.

The applicant complains that a named lady employed with the

department has illicit relations with her husband and asks for the

following: action taken in response to the applicant's complaint against

the named person; whether a lady living in such a relationship can claim

government employment on compassionate grounds, without

character verification; whether any action has been taken against her

for the same, and against officers who with dubious intent have been

delaying action against her.


The applicant complains that as per a given department

letter/notification of 1991, the name of the temple priest or other

officials is not to be there alongside the name of the god/goddess of

the temple in the rental or other documents of the temple or the

treasury. He now asks whether in keeping with this directive, the names

of such functionaries have been removed from these documents or not.

The applicant complains that she has not been paid for work done

under MNREGA in Jankipur gram panchayat, and an application for

intervention to the district office on "tehsil divas" has yielded

unsatisfactory results as the officials have told her that as per their

records she has been paid. Further complains that the rural

development official(s) gave her a cheque, which was later returned

from the bank as invalid, worth half the amount due to her, and got her

to sign receipt of full payment on the muster roll. As a result she has

received no payment for work done, and investigating personnel now

tell her that they will forge her signature and send the investigation

report of her having received the money. Using this RTI application as

her last hope of getting justice, she requests help in getting her dues.

The applicant complains that the state government has unlawfully

allotted 132 bighas (unit for measuring land area) of grazing land and

catchment area in the village of Khend to a private cement firm. He

The applicant details several futile attempts to get the patta (area) of

his land, on which he converted his "kachha" house into a "pucca" one.

Chronicles applications for the same from 2001 to 2012, including an

application submitted at the Gaon Ke Sang program on 06 January

2011, one given to the collector at a "jan-sunvayee" (public hearing) in

April 2011, and a complaint lodged in 2012 via a state government

helpline, have yielded no result. Adds that despite being educated and

now a senior citizen at 63 years, not only has he received no help, but

has also been at the receiving end of insults and bad behaviour, and

wonders what the illiterate go through when educated people are

treated in this manner.

society, but have received no information till date. She pleas the

addressee to be informed about the above as soon as possible.

The applicant is a chargeman working with the government Mint in

Kolkata, and is aggrieved that though the chargeman's post is at the

same level as the engineer's, the former is required to submit his/her

gate pass when exiting the gate in the middle of the working day, the

engineer is allowed out without doing so. He now asks how and why, in

the same organisation there are two different rules for employees at

the same level.


The applicant is a private investigator who has been hired by an

insurance company to investigate into the insurance claims in a death

due to accident case in April 2010. He takes the RTI route to verify the

claims. Information sought: date, time and place of the accident; names

of injured/dead persons; GD entry extract copy and a copy of the

subsequent general extract; MVI report; seizure list, vehicle documents

of the involved vehicle.


The applicant is an advocate at the Guwahati High Court and files this

RTI application on behalf of a person who is the legal heir of a named

person whose wakf estate is to be transferred in his name. For this

several RTI and non-RTI applications were filed with various authorities,

declaring that an explosive magazine unit is required to be at a distance

of 1.5 km from the outer boundary of a village, whereas the Explosives

Rules 2008 state that such distance would depend on the kg weight of

the explosives. Now asks for the basis of the department notification

that violates the Explosives Rules 2008.


The applicant refers to an application for a "police character certificate"

for a female family member, for which they applied in September 2013.

He then complains that the head constable of the area has been

harassing the said lady by calling her to the police station on some

The applicant refers to an earlier application that he had sent by fax and

that he will now get a response about action to be taken with regard to

road construction due to which part of the applicant's land has been

affected/illegally occupied (not clear). Since several complaints to
