Inspectors/Investigators may assist other agencies/private companies in locating and identifying buried fuel lines, fuel tanks, and gas lines when the product may endanger the public, firefighters, PD, EMS, environment, or property.

OPS/004.4   ASSISTING WITH TRAINING Inspector/Investigators and Fire Protection Engineer Specialist may be temporarily assigned to assist in training

exercises conducted by other city agencies, state/federal agencies, other fire departments, and other divisions of OCFD.

20-5  FIRE MARSHAL AND INSPECTORS Fire Marshall and all appointed officers enforce fire prevention ordinances and assist Public Works in

inspection/correction of fire hazards.20-6  FIRE STATION DISTRICTS; INSPECTIONS; REPORTS

Boundaries of fire station districts are determined by Fire Marshal. Buildings in each district are inspected by their associated Fire Marshall designated officer.

20-7  EX OFFICIO FIRE MARSHAL; DESIGNATED DUTIES Chief Officers/Station Officers may be assigned to the Fire Marshall to perform duties.

20-41  GENERALLY Administration and enforcement of Article 20 and issuance of code-related documents (i.e.-permits, certificates) are

the responsibility of the Fire Marshall. Qualifications for assistants to Fire Marshal are based on merit by reason of education, experience, technical

competence, or examination. Inspectors may arrest or issue a citation to any person violating provisions of Article 20. Fire Marshall and Fire Investigators are deemed peace officers.

20-81  SPREADING FIRES Persons may NOT permit fire to spread so as to endanger life/property OR use a device as an ignition source unless

proper removal of flammable material around the operation is accomplished.20-82  REPORTING FIRES TO FIRE DEPARTMENT

Unfriendly fires must be reported, by all owner/occupants, to the fire department, whether extinguished or not. No information will be issued that delays reporting of a fire (i.e.-regulation, order, posting).

20-83  REPORTING HAZARDOUS CONDITION Any person discovering evidence of spontaneous/abnormal heating or uncontrolled hazardous material leaks shall

immediately notify the fire department.

No person shall knowingly maintain a fire hazard.20-85  FIRE CONTROL MEASURES

Fire hose should not be run over without consent of the fire official in command. Persons may not touch any fire equipment (i.e.-rig, switches, horns) without authorization from the fire official in

charge. Persons may not damage/injure or conspire to damage/injure any fire department equipment/personnel.

20-86  NOTIFICATION OF FIRE DEPARTMENT OF INOPERATIVE FIRE SAFETY EQUIPMENT Persons owning fixed fire extinguishing equipment, fire warning systems, or standpipe system must notify the fire

department when items are out of service.20-87  DISPOSAL OF HOT AND GLOWING MATERIALS

Noncombustible receptacles must be used to store hot ashes, cinders, or smoldering coals, and must also be on a noncombustible stand at least 2 feet laterally away from any combustible material, structure, or window opening.

20-88  BARRICADING VACANT BUILDINGS Vacant buildings must be ridded of combustibles and locked to deny entry.

20-89  REQUIRED ACCESS FOR FIRE APPARATUS; EXCEPTION Fire lanes must be provided if building set back more than 150 feet from public road OR exceed 30 feet in height and

are 50 feet or more from public road. Fire lanes should be 20 feet or more in width and at least 10 feet from building. Dead-end roads must provide a turnaround of at least 90 feet in diameter. Exceptions may be made regarding fire lanes if buildings contain combinations of fire resistive roofs, fire separation

walls, space separation, and automatic fire extinguishing systems.20-90  FIRE LANES ON PUBLIC AND PRIVATE PROPERTY

Fire lanes are designated by painted curbs (red), signs, stripes, or combination thereof. Fire lane curbs on non-existent property must contain a red painted strip, 12 inches in width, on the hard surface. White stenciled letters "No Parking, Fire Lane" must be painted on red curbs or red stripes at each end of lane at

intervals of not less than 30 feet through the length of the lane. Fire lane signs, if used, must be posted at each end of fire lane at intervals no more than 40 feet through length of lane. Fire lane signs (dimensions not less than 12x18 inches) must contain a white background with red lettering (2 inch

letters) stating "No Parking, Fire Lane". Fire Lane signs must be permanently posted > 3 feet and < 8 feet above ground (measured from bottom of sign) and

visible from all directions of travel. Fire marshal approves fire lanes on private properties devoted to public use. Person in charge of construction will maintain fire lanes for any structure totaling more than 4,000 square feet as

shown on approved site plans. Fire lanes shall be constructed of concrete or asphalt. Fire lanes must have a vertical clearance of 14 feet. Fire lanes must be in place before any above-ground construction/storage of combustible materials is on site.

20-91  FIRE DOORS All fire doors, except those with properly maintained and installed automatic hold-open devices, must remain closed

at all times.20-92  INTERFERENCE WITH FIRE PROTECTION EQUIPMENT

Persons may not render protection equipment inaccessible or inoperable except in emergencies/drills.20-93  EGRESS AND RELATED MATTERS

Manager or person in charge/control of facilities is responsible for overcrowding. All passageway which leads to an exit/entrance must be unblocked. Special security devices that affect exiting are subject to Fire Marshal approval. Fire exits shall not be blocked during hours the building is open to the public. Violation of Egress provision is guilty upon conviction of a class "b" offense against the City.

Fire protection equipment must be maintained if installed and may not be removed if reduction on fire safety and protection is affected.

Automatic detection, extinguishing, and fire protective systems shall be tagged at least annually or as required by NFPA standards.

Green inspection tags are installed on properly installed, fully operable certified fire equipment (no alterations/exceptions will be noted on tag), meets NFPA Fire Prevention Code.

Red inspection tags are installed on fire equipment not meeting NFPA Fire Prevention Code and will have deficiencies noted on the tag.

Yellow inspection tags indicate a partially code compliant sprinkler/suppression system or non-required/non-compliant detection system.

Colors of paper stock used for inspection tags should be similar to traffic light colors. Fire protection system contractors must submit any Red tagged equipment (inspection report) to Fire Marshal's office

within 14 days of inspection.20-95  REQUIREMENT OF EMERGENCY RAPID ACCESS FOR GATED COMMUNITIES OR GATED COMMERCIAL PROPERTIES

Gated communities/commercial properties are defined as those with limited access electronic gates. Emergency rapid access is defined as key boxes, switch control devices, and security padlocks (must be UL certified). Switch control devices or rapid access key boxes must be installed and visible at primary entrance. Key boxes, switch control devices, or padlocks are acceptable at secondary entrances/exits. Gated communities must be compliant with Article 20 provisions prior to occupancy.

20-111  GENERALLY Prior to construction of buildings with combustible materials, fire hydrants must be available (where water mains are

accessible). When water mains are not accessible, prior to start of construction with combustible materials, a fire protection plan

will be submitted/approved by Fire Marshal. Hydrants are installed according to City of OKC standards. No portion of an occupied building will be > 300 feet from a hydrant. Hydrants will be located at least 20 feet from buildings and accessible from paved drives. Access for fire hydrants is not required for sites < 4,000 square feet unless declared a high-hazard occupancy. Only licensed utility/sprinkler contractor with permit from Fire Marshal may perform a flow test.

20-113  WATER SUPPLY TO FIRE HYDRANTS AND FIRE LANE VIA PUBLIC OR PRIVATE PROPERTY Proper size water mains (at least 6 inches in diameter) shall be approved by City Engineer for public occupancies of >

4,000 square feet (i.e.-hotels, educational, mobile-home parks, etc.). Water mains must be able to support fire sprinkler systems/standpipes (calculated hydraulically).

(Updated through 8/7/04)OPS/001   FIRE SCENE PROCEDURES

Compliance with the Tyler-vs.-Michigan ruling should be ensured before collecting evidence. A search warrant or waiver is required if the Fire Department has left the scene. Evidence is booked into the evidence locker until tested in laboratory.

OPS/013   DEATH SCENE-GENERAL Bodies may not be removed from scene without approval from the Medical Examiner unless needed to preserve body

from further damage. Moving a body will be accompanied by a report stating the reason for moving and who authorized it.

OPS/013.1  FIRE/POLICE DEPARTMENT HOMICIDE OR DEATH INVESTIGATIONS Fire death scenes are no different than any other death investigation when dealing with the preservation of evidence. All Fire scenes where suspicious Human Death is discovered will be investigated conjointly by Fire Department

Arson Squad and OCPD Homicide Unit. OPS/013.2  CRIME SCENE SECURITY [UNEXPLAINED DEATH(S)]

A firefighter will be assigned, or the first police officer to arrive, will secure the scene and maintain scene security The officer/firefighter shall establish a crime scene perimeter and shall use barrier tape when possible.

OPS/013.3  CRIME SCENE LOG (ALL DEATHS) The first firefighter/police officer assigned to security will be responsible for the Crime Scene Log and will turn the

security and scene Log over to the first police officer to arrive. OPS/013.4  ASSIGNED OFFICERS' DUTIES

Duties of police officers and firefighters include notification of the Homicide supervisor and technical Investigation Units through the Dispatch with unexplained deaths.

After the scene is turned over to investigators, officers and firefighters will be given new assignments through the Homicide Supervisor and Incident Commander.

OPS/013.5  FIELD SUPERVISOR'S DUTIES The Incident Commander, on fire scenes, should do a preliminary cause determination prior to calling an Investigator. A skeleton crew of firefighters for hot spots and security of the scene should be provided until the investigator(s)

arrive. Fire deaths, multiple alarms and burn injuries that could result in fatalities are automatic response for Investigators. Fire injury incidents are called by the Incident Commander.

OPS/013.6  MEDICAL PERSONNEL AT CRIME SCENE If conclusive signs of death are evident and medical personnel have not entered the crime scene, police officers and

firefighters assigned security duties will not allow the medical personnel in the scene. One (1) Medical Technician will be allowed to enter to determine if a victim is alive or not and will be accompanied

by a police officer or firefighter. OPS/013.7  EMSA PROCEDURES AT FIRE OR CRIME SCENE

EMSA units assigned to scenes where there are injuries or fatalities will provide assistance according to the EMSA Policy Manual.

OPS/013.8  EMSA PATIENT CARE PROTOCOL During fire injury and fatality incidents, follow routine procedure.

OPS/013.9  USE OF CARDIAC MONITOR TO DETERMINE DEATH See Investigators Guide Book and OCPD Procedures Manual.

OPS/013.10  SUICIDE INVESTIGATION Handled the same as FIRE DEATH AND HOMICIDE INVESTIGATION PROCEDURES in Investigators Guide

book and OCPD Procedures Manual. OPS/013.11  SUICIDE NOTES

Notes should not be handled and shall be turned over to Investigator or OCPD Technical Investigator. OPS/013.12  NATURAL DEATH INVESTIGATIONS

OCPD officer handles incident. If death is not fire related, further activities are terminated unless officer needs assistance.

OPS/013.13  CONTACTING THE MEDICAL EXAMINER If death was not attended by physician, Investigator notifies Medical Examiner and prepares to present Medical

Examiner with all available information. If Medical Examiner authorizes release of body to family, Investigator obtains name of funeral home the family

requests and instructs Dispatch to notify the funeral home. When no family is present, and investigators are unable to locate any family, Medical examiner sends someone to pick

up the body If Medical Examiner decides to have body transported to his/her office, assigned officer will remain at scene until

transporting personnel arrive.

Review Investigators Guide Book OPS/014  JUVENILE PROCEDURES

A child is defined as any married or unmarried person under 18 years of age who is charged with law violation. OPS/014.1  PURPOSE OF PROCEDURES

To secure each juvenile, subject to police contact, such care and guidance as will best serve his/her welfare and best interests of the State.

OPS/014.2  FIRE DEPARTMENT PROCEDURES With juvenile suspects, fire personnel call Investigator to scene to determine disposition Incident Command, or assigned personnel, detain juvenile, their parents or guardians and witnesses until

investigator(s) arrive. OPS/014.3  TAKING A CHILD INTO CUSTODY

PD has authority to take a child into custody under same circumstances and in same manner as if the child was an adult.

OPS/014.4  DELINQUENCY If in officer's opinion the child need not be detained, child may be released to the parents, legal guardian or court.

OPS/014.5  INTERROGATION AND INTERVIEW OF JUVENILES All juvenile suspects in custody are given the Miranda Warning prior to being interviewed. Miranda Warning is given in presence of parents, guardian or attorney. (must be present during all questioning)

OPS/014.6  DETENTION OF JUVENILES OCPD will accept and hold persons 16 and 17 years of age who have been arrested on 1 or more Class 1 Crimes. Persons under 16 years old charged with Class 1 Crimes will be detained at Oklahoma Juvenile Detention Center

(JDC). OPS/014.7  SICK - INJURED- INTOXICATED ARRESTEE

Any arrested juvenile who is sick, injured or under the influence goes to hospital PRIOR to transporting to detention facility.

UNDER NO CIRCUMSTANCES will a juvenile be placed in DETOX. OPS/014.8  JUVENILE OFFENDERS RELEASED TO THE OKLAHOMA COUNTY JDC

Juveniles arrested for Class One Crimes, who have previous criminal history, or are combative, will be placed in JDC. OPS/014.9  RELEASE TO YOUTH SERVICES OF OKLAHOMA COUNTY

A juvenile arrested for a misdemeanor or non-violent felony without prior criminal history can be placed in Youth Services of Oklahoma County.

OPS/014.10  JUVENILE ADJUDICATION Juvenile adjudication, for incarceration, interrogation and/or detention, is a formal deposition by a juvenile court

where a child under 18 violates Federal or State law or Municipal ordinances (excluding traffic ordinances unless habitual).

OPS/014.11  FINGERPRINTING AND PHOTOGRAPHING JUVENILES Juveniles arrested for felony crimes are fingerprinted and photographed prior to detention in Oklahoma County JDC,

released to Youth Services facilities or to parents. OPS/014.12  RUNAWAY JUVENILES

Runaway juveniles will be handled according to OCPD Procedures Manual and Investigators Guide Book. OPS/014.13  BOOKING PROCEDURES

Arrested juveniles will be booked into Oklahoma City Detention facility same as adults until disposition is established.

OPS/014.14  GUARDING OF PRISONERS Officers are responsible for guarding prisoners admitted to hospitals.

OPS/014.15  OPERATION FIRESAFE Operation FireSAFE is for children who set fires. According to State Statutes, children under age 7 are not held accountable for their actions. and are referred to

Operation FireSAFE. Juveniles over age 7 are handled with charges and disposition determined by Juvenile District Attorney's Office.

OPS/014.16  FIRE SUPPRESSION ROLE On fires where Juveniles are suspected, call for an Investigator who will be responsible for handling the case

disposition. If more than one person handles evidence, a report will be made by those involved.

(Updated through 8/7/04)OPS/002   REQUESTS FROM THE FIRE DEPARTMENT

Request from the fire department will be responded to within 3 calendar regular work days. OPS/004   ONGOING PUBLIC EDUCATION PROGRAMS

Preschool Fire Safety Education teaches children under 5 basic fire safety and knowledge. Fire personnel at the station level are involved in certain lessons and graduation ceremonies of Preschool Fire Safety

Education at daycares in their district. Operation FireSAFE is used by 19 fire departments in the metro. Operation FireSAFE teaches the dangers of fire, fire prevention, and escape methods. The Emergency Planning & Preparedness Program assists the business community in developing emergency

management programs. The Emergency Planning & Preparedness program deals with the impact, preparation, response, and recovery of a

disaster. The Wildland Fire Prevention & Safety Program was designed for people who live in rural/grasslands to prevent grass

fires and how to protect their homes. The Save-a-Life Smoke Detector Program provides free smoke detectors to those in need. The Save-a-Life program involves OCFD, OK County Red Cross, KWTV Channel 9, and other local organizations. Public requests for smoke detectors from this program are directed to the OK County Red Cross. When giving out a smoke detector, a form must be signed with one copy sent to Red Cross via Fire Administration

and the original left with the occupant. OPS/006   VIDEO & FILM LIBRARY

Video & film libraries kept by the Pub Ed work section are available for check out by ALL fire department personnel (must be done in person at 1245 N.W. 2nd).

OPS/007   DISTRIBUTION OF MATERIALS All fire safety materials are distributed through the Public Education office.

OPS/008   MEDIA ACTIVITIES Requests from media for fire safety information/appearances are given top priority and should be approved by the Fire

Marshall prior to presentation. The Fire Marshall will include any media presentations in the Media Affairs Statistical Report.

OPS/009   FIRE SAFETY TRAILER The Fire Safety Trailer is scheduled by calling the Public Education office. Public Education officer will fill out a Request for Service form from the information supplied by the requesting

station. The Fire Safety Trailer is booked every Tuesday and Thursday for the special 3rd grader program. Station personnel will assist with set up, operation, and closing the trailer at the site and will go out of service if

possible. The Fire Safety Trailer will be shut down if company has to make a ride and reopen upon return.

The Maintenance Chief enforces regulation and guidelines for Fleet Maintenance Operating Procedures. For matters not covered by Bargaining Agreements or Department Policies, the City Personnel Policy will be

enforced. Every Fleet Maintenance employee must: NOT abuse City property, minimize waste, detect/report fraud, and ensure

City property is used to benefit the City.ADN/002  PERSONAL CONDUCT AND INTEGRITY

Immediate supervisor must be made aware of taking prescription medications that may affect work. Incoming calls should be answered with work section and name. Break times of 15 minutes maximum will be scheduled by supervisor. To transfer an incoming call to another department, give the caller the number being transferred to, push "Recall" and

4 digit extension, and when answered give name and work section and tell them you have a call to be transferred. Employees will not make personal calls during work hours (only at lunchtime). If a personal phone call is received for employee during work hours, secretary will take message and deliver on breaks

and lunchtime. Fire department facilities/equipment may not be used at any time for private use without Fire Chief approval. Employee vehicles may not be stored on fire department premises without Fire Chief approval. Fleet Maintenance employees can NOT use FD vehicles for personal use during break or lunchtime. Employees may stop in city vehicles for regularly scheduled breaks. The on-call duty mechanic responds on all 3rd alarms until released by IC.

ADN/003  SAFETY POLICYNo Notes. Be safe.OPS/001   HOURS

The Equipment Maintenance Division are straight day personnel that work a 40 hour week, Monday through Friday, from 7am to 4pm.

Normal lunch hour for Equipment Maintenance Division is 11am to 12pm (noon). The duty mechanic is on duty at all times including lunchtime.

Duty Mechanic Responsibility Duty mechanic stands call from Monday 7am to the following Monday 7am. Duty mechanics may trade call weeks if Battalion Chief approves it Vacations and exchange time will be planned around assigned call week. The duty mechanic coming off call on Monday will be given time to clean the vehicle. Duty mechanics should report to Station Officer when arriving at station to be logged in log book. If duty mechanic needs assistance, they will notify Maintenance Chief. Duty mechanic reports to IC on incidents.

OPS/002   AFTER HOURS REPAIRS From 4pm Monday to 7am the following Monday, the Duty Mechanic drives a shop vehicle to and from their

residence. Duty mechanics on call may remain at their residence unless called for emergency repairs. If repairs cannot be made within 2 hours, the duty mechanic will determine if rig should be traded out. The District Officer should be notified of any after hours repairs. 1 headlight or 1 or 2 warning lights out does not constitute an emergency repair. Station personnel, including District Officer shall not call duty mechanic at home. Duty mechanic will be contacted by phone from Dispatch of emergency repairs. The official notification time the duty mechanic was contacted is taken from the time on the Dispatch voice recorder. When duty mechanic starts their truck, Dispatch should be notified of enroute status (time recorded on voice recorder

in Dispatch). On arrival at location, duty mechanic will radio dispatch of arrival, and if at fire facility, notify Officer-In-Charge to

log time of arrival (same for departure). On return home, duty mechanic notifies Dispatch of arrival. Tracking duty mechanic call time helps evaluate need and level of compensation.

Call Time Communications and Equipment Maintenance work sections both have uniformed and non-uniformed employees

working 24 hours "on call" duty on a rotating basis. Radio call week begins Wednesday 7am until the following Wednesday. Duty mechanic receives 32 hours comp time for the call week (taken immediately after call week). If holiday falls during call week or during following week, duty mechanic receives 1 additional day. Hours worked over 21 hours during call week results in time-and-a-half accrual of comp time in addition to 32 hours

comp time. Employees not "on call" which are called in after hours get time-and-a-half comp time. If problems are resolved by Duty Mechanic over the phone, compensation is evaluated on a case-by-case basis.

OPS/003   DAY EMERGENCY REPAIRS Day emergency repairs are determined by the Station Officer to be necessary for day-to-day operations and is reported

by calling Maintenance Services (info needed-CID#, mileage, problem description). Upon receipt of a day emergency problem, the Field Operations Supervisor or designee inputs the info into the M-4

System to generate a work request.OPS/004   MAINTENANCE OR REPAIRS TO EQUIPMENT NOT OF AN EMERGENCY NATURE

Repairs not of an emergency nature will be reported by Work Requests on Fireweb. Equipment brought to Maintenance Services is only brought in on orders of the supervisor (park outside and contact

supervisor). If repair will take longer than 2 hours, supervisor may reschedule work or assign a reserve apparatus. Firefighters should leave shop floor during repairs and driver remain available for consultation or to assist the

mechanic. Do not call mechanics at Maintenance Services to report problems (leave name with secretary). Repairs other than apparatus repairs such as SCBA should be put on a separate work order.

Submitting Work Requests 3 status bars are available on Fleet Maintenance page of FireWeb (Work Request Entry Form, Status of Work Request,

and Work Request Query). A work request form can NOT be submitted without City Unit Number (CID#) Fire Department Unit Number is the unit number (ie-E5) Submit only 1 repair per work request. If a unit needs immediate attention (ie-Safety), call Maintenance Services. Only apparatus repairs are accepted on Fleet Maintenance work request. Submit requests for repair of nozzles, small engines, hose, etc. to Operations Warehouse.

Status & Query of Work Requests Work requests can be checked by clicking on Status of Work Request or Work Request Query. Status of Work Requests will show all work requests by all stations (pending, approved, or rejected). Click request

number to view shop job notes. Work Request Query can find work requests by Request Number, Unit Number, FD Unit ID, or Station #.

OPS/005   TIRE PRESSURES IN ALL VEHICLE TIRES Correct tire pressure can be found on the side wall of a tire and should be checked regularly.

OPS/006   APPARATUS DAILY CHECK AND STARTING PROCEDURES   The apparatus operator is responsible for ensuring the apparatus is in working order before relieving the previous

shift's operator at 0700. An adequate number of overhead doors must be opened before starting combustion engines in rig room. Apparatus will not operate in the rig room except to enter and leave. Maintenance repairs may not require the apparatus to be out of the rig room if an adequate number of overhead doors

are open. After daily check, the engine should be idled up to 1,000 to 1,200 rpm for 5 minutes to allow batteries to charge. Items for the daily check include:  Fluids, Booster Tank Water, Pump/Aerial Operation, Primer motors, EPU Aerial

Device, Tire Pressure, Lights, Sirens/Horns, Drain Valves, Intakes, Discharges, Relief Valves, Fuel, Radio, MDT, and Inventory.

All lights and accessories should be turned off before backing into rig room. Do not start apparatus with all emergency lights on.

OPS/007   SELF CONTAINED BREATHING APPARATUS AND RESUSCITATOR REPAIRS Work orders for SCBA/Resuscitators should include serial numbers and complete unit and mask should be sent to the

Breathing Air Shop. Pressures in Oxygen Cascade Systems should be checked every Monday and Thursday with readings entered into the

FD website. If FireWeb is down, Oxygen Cascade readings can be called into the Parts Room Supervisor.

OPS/008   INSTALLATION AND MAINTENANCE OF TIRE CHAINS Chains should be laid out in front or rear of tires and be free of kinks with hooks facing outward prior to installation

(curved portion of hook faces away from tire sidewall). Driving on chains with twisted links causes the majority of prematurely broken cross links. Connect the side chain end hooks to the link of the side chain that provides the tightest fit and always connect the

inside speed hook 1st. Do not exceed 30 mph when driving with tire chains (auto or manual chains). Retighten tire chains after each ride (loose chains cause cross chain breakage). Arrangements for repairs of tire chains should be made with the District Officer who will bring them to the

Maintenance Center or call Maintenance Center at 297-1300 to make arrangements for shop foreman to pick up and repair.

Automatic tire chains work best when engaged while moving (before slippage) and can be disengaged at any time. When approaching icy grade without automatic tire chains engaged, slow to 25 mph and engage the. Maintain minimum speed of 5 mph with automatic tire chains for maximum efficiency. Engage auto tire chains between 5 and 25 mph From a standstill spin tires 5 mph before engaging automatic tire chains (prevents tangling). When using automatic tire chains in reverse, the chains work best above 7-10 mph. Automatic tire chains are not as effective when snow exceeds 6" - 8" deep.

OPS/009   TOWING OF FIRE DEPARTMENT VEHICLES Fire Department wreckers are the ONLY vehicles allowed to tow other FD vehicles unless vehicle is in danger of

further damage (in emergency any vehicle can tow on orders from District/Company Officer). Privately-owned wreckers require authorization from the Fire Chief, Asst. Chiefs, and Maintenance Chief. Notification of disabled vehicles is made through dispatch, who notifies the duty mechanic. The District Officer or Maintenance Chief will be notified by the wrecker operator or Company officer if problems

arise during towing. Ask for a 4 wheel drive wrecker if apparatus is more than 100 feet off a hard surface.

OPS/009.1   DISABLED VEHICLE PROCEDURES Notify IC of stuck vehicle, location, and condition so IC can determine if Brush Pumper will be used to assist the

stuck vehicle. Only attempt pulling vehicle lightly stuck (don't pull if up to axles). Brush Pumpers may only assist other stuck Brush Pumpers. 1 person should spot vehicles during pulling (only person to give instructions). If no fire danger present, empty water tank by running fill hose away from vehicle and drain or pump tank dry with

booster line or 1 3/4" hose. Pull in a straight line (not from side) and in a forward direction when possible. Hook chain to front tow hooks or trailer hitch of stuck vehicle and to trailer hitch of pulling vehicle. Take up slack and place both vehicles in Low 4WD before pulling. Driver of stuck vehicle should steer with the ruts. If both vehicles become stuck, call for wrecker (don't use another BP).

OPS/010   LIGHTING ON FIRE DEPARTMENT VEHICLES Addition of lighting/electrical equipment requires approval from Maintenance Chief. Quartz floodlights mounted on the roof of auxiliary apparatus (squads) do NOT swivel, they only go up and down.  

Swiveling light can cause high voltage supply cable to be damaged and may energize the chassis.OPS/011   TOUCH-UP PAINTING ON FIRE APPARATUS

Touch-up painting is for FD vehicles other than automobiles, pickups, and 3/4 ton vans. Apparatus with dual rear wheels shall have wheels painted RED with the bead painted ALUMINUM (lug bolts/nuts-

aluminum). Paint can be obtained from the FD Operations Warehouse (supply room foreman ensures right colors).

OPS/013   PREVENTATIVE MAINTENANCE As of July 2, 2001, PMs will be performed on mileage OR yearly basis. FD vehicles will be serviced every 5,000 miles OR yearly, whichever comes first. The PM sticker is located in the upper left corner of the windshield and should contain the vehicle number, date

serviced, mileage, oil type, and next inspection date/mileage. When maintenance is due, the assigned operator is responsible for notifying Fleet Maintenance Services by filling out

a work request via FireWeb. Once Fleet Maintenance Services is notified of need for service, the Field Operations Supervisor will notify you of the

date for service. Annual vehicle inspection stickers must be kept current in spite of current laws (submit request via FireWeb when

due).OPS/014   EMERGENCY ONE EQUIPMENT

Emergency One (E-One) apparatus (RL, Platforms, Engines, Telebooms, Squads, and HazMat) will use 10W-40 motor oil in the power steering reservoir.

OPS/015   A.C. GENERATORS INSTALLED ON NEW E-ONE AUXILIARY APPARATUS AND RESCUE LADDERS All circuit breakers must be off prior to starting AC generators on new E-One auxiliary apparatus (squads).  Flip

breakers on one at a time so that the diodes do not heat up and burn out.  Reverse order before stopping generator. On new E-One rescue ladders, hold preheat button for 60 seconds prior to starting AC generator.  If it fails to start,

press preheat for 30 seconds, then start (repeat step if necessary).  Breakers should be off before starting.  Flip breakers on one at a time so that the diodes do not heat up and burn out.  Reverse order before stopping generator.

Communication Maintenance(Updated through 8/7/04)

OPS/001   HOURS Communications Maintenance Section personnel are considered straight day personnel who work 40 hours per week

Monday through Friday, from 7am to 4pm. Lunch hours are scheduled from 11:30am to 1:30pm. The maintenance facility is closed Saturday, Sunday, and holidays. A radio call person is on call at all times.

OPS/002   AFTER HOURS REPAIRS From 5pm Wednesday to 8am the following Wednesday, the Radio Call Person drives a shop vehicle to and from

their residence to perform emergency repairs. *DISCREPANCY-OPS/001 states 4pm end of normal hours The company officer should notify the District Officer for repair approval. After approval, company officer notifies dispatch of repairs needed.

OPS/003   DAY EMERGENCY REPAIRS Rig radio failure/difficulties, MDT difficulties, intercom system failures, electrical problems relating to

communications systems, fire station audio, and failure of station telephones can be reported by the company officer by calling the Communications shop.

OPS/004   MAINTENANCE OR REPAIRS TO EQUIPMENT NOT OF AN EMERGENCY NATURE Includes portable and redundant items such as hand-held radios/battery chargers and rechargeable flashlights/chargers. Redundant/portable items should be brought to the Communications Shop for repairs.

OPS/005   DAILY OPERATIONS Scheduling/assigning of work for Communication Maintenance is done by the shop supervisor. Communications Maintenance technicians must keep change-out records, shop repair forms, and maintenance cards. Purchase requests for Communications Maintenance are made to the Asst. Communications Officer for approval. The moving of communications equipment from one fixed location to another requires approval of the Asst.

Communications Officer to ensure proper licensing and records. Communications Maintenance technicians shall keep individual monthly reports that are transferred to a monthly

report to the Asst. Communications Officer and will include parts, labor (in hours), and total cost by department (completed by the 10th working day each month).

Supervisor role in Communication Maintenance is to plan, assign duties, check performance, order parts/supplies, do paperwork necessary for proper records, and assist technicians.

Facilities Maintenance(Updated through 8/7/04)

ADN/001   HOURS The Building Management Division is open 8am to 4:30pm, Monday through Friday. The Fire Department Facilities Manager's hours are 8am to 5pm, Monday through Friday. Correspondence to Fire Department Facilities Manager other than work order requests should be made by email.

ADN/002   PRIORITIES Priority 1 are situations that endanger safety, health, or welfare of the public (sewer backups, overhead doors, natural

gas leaks).  Usually repaired within 24 hours. Priority 2 conditions are necessary, but not required (plumbing, wiring, roof problems).  Items that may cause further

damage without repair.  Usually repaired within 3 working days. Priority 3 items improve productivity (light bulbs, broken interior doors/appliances).  Usually repaired within 10

working days. Priority 4 items are desirable items (painting, replacing ceiling tiles, remodeling).  Done as time permits. The 3 page WOR is to be used for enhancements only.

ADN/003   GENERAL STATEMENTS Receipts, invoices, statements, etc. received by facilities should be forwarded through the District Officer or by

interoffice mail to Fire Administration. Any deviation from approved purchase orders can only be approved by Department's designee who is responsible for

the purchase order.OPS/001   BUILDING REPAIRS NOT OF AN EMERGENCY NATURE

Building repairs (non-emergency) are to be reported by means of a WOR form forwarded to the Facilities Manager. The pink copy of the WOR is retained by the station for the maintenance file.

OPS/002   FACILITY REPAIRS DURING NORMAL BUSINESS HOURS Essential repairs to FD facilities includes repairs determined by the station officer to be necessary for day-to-day

operations, usually included in the first 3 priorities. Support work divisions will call Facilities Manger directly to report a WOR and keep their own division's

maintenance file. The facility work section supervisor will call person in charge of work orders at your District Officer's station. The name of the person the WOR was reported to, the problem, location, date, time, and necessary form information

should be logged in the station log book or facility maintenance file. Document reason for, time of arrival, and time of departure of building maintenance personnel who visit station. Inform District Chief station's authorized person when WOR has been completed, log it in the log book, and document

it in the maintenance file. The designated person at the district chief's station will record information on WORs in the district maintenance file. An email will be sent by the designated person at the district chief station to the facilities manager of WORs

completed.OPS/003   EMERGENCY REPAIRS AFTER NORMAL BUSINESS HOURS  (UPDATED 7/04)

All repairs of Fire Department Facilities should be conducted during normal business hours, 0800 – 1630, Monday through Friday, if at all possible.

After-hours repairs are conducted from 4:30 p.m. to 8:00 a.m. Monday through Thursday, from 4:30 p.m. Friday to 8:00 a.m. Monday, and City holidays.

Station officer or work section supervisor will notify their respective District Officer, who will then notify the acting Deputy Chief of Operations who will decide if the repair can wait until normal business hours or must be handled immediately.

If a repair is deemed an emergency by the acting Deputy Chief or Operations, he will contact the appropriate vendor and email the Facilities Manager and Deputy Chief of Operations.

Support work sections notify the acting Deputy Chief of Operations for after hour repairs. The vendor list has purchase order numbers, vendor phone numbers, and possible contacts for emergency repairs.

OPS/001   COMMUNICATIONS CENTER MAINTENANCE Daily cleanup of communications center includes: sweep/mop, dust, empty trash (wash if needed), clean bathrooms,

clean/vacuum bedrooms. Clean out refrigerators in communications center at end of each tour.

OPS/002   NOTIFICATIONS Situations that require the "Notification List" are made by phone call or pager (one time page). Pager notifications will include: incident type, location, time began, and description of what has happened.

OPS/003   AUDIO TESTS Audio test conducted daily at 0700 and 1900 hours. Radio test conducted daily at 0705 hours. Circuit test is conducted daily at 0600 hours to serve as wake up call and to ensure operation of circuit. Station printer and hot printer tests are conducted daily between 0645 and 0700 hours.

OPS/004  DAILY OPERATIONS The Shift Supervisor or Lead Dispatcher changes recorder tapes as needed and tapes are kept indefinitely. The dispatch Shift Supervisor maintains the Log Book, FMIS FIRLOG., and cycle sheets for each employee. Fuel readings are reported to the Maintenance Shop through the Intranet every Wednesday and the 1st day of each

month by 0900 hours. If the Intranet is down, fuel readings are called into dispatch and faxed to Maintenance Shop by 0900 hours. Oxygen Cascade readings are reported to Maintenance Shop through the Intranet every Monday & Thursday morning

by 0900. If Intranet is down, high, medium, and low oxygen cascade readings are phoned into Dispatch, who faxes readings to

Maintenance Shop by 0900. OPS/005  EMERGENCY COMMUNICATIONS

Dispatcher uses a direct line to Police Department when company requests them (must include nature of call). The direct line from the water department to dispatch is used to give dispatchers info on water line breaks, hydrants

out, etc. ONG is notified by direct line from dispatch AFTER a company has been dispatched on a gas leak or CO detector

check. Dispatch uses direct line to OG&E when company requests them. If MDTs are changed out, dispatch will reassign the MDT to their company.

OPS/006  EMERGENCY GENERATOR If emergency generator does not kick on during power outage, generator must be manually switched on (this will

cause delay of a few minutes in which NO form of communications will be possible).

OPS/001   COMPUTER OPERATIONS MANUAL The Fire Management Information System (FMIS) Computer Operations Manual explains entry of incident, premise,

daily staffing, future staffing, and fire hydrant reports. Information of use of email, Mobile Data Terminal, and Report Review are also contained in the manual. Questions regarding the operating procedures or corrections in the manual will be directed to your District/Shift FMIS

Computer Coordinator. OPS/002   INTEGRITY OF INCIDENT REPORTING

Incidents must be entered using the user ID of the person entering data. Only the Incident Commander or Officer in charge of an incident may lock and verify an incident.

OPS/003   FIRE INCIDENT REPORT DATA ENTRY PROBLEMS If a field is not applicable, leave it blank. The general information section always enters the format of last name, first name when entering an individuals name. Always replace intersections with the actual street address. If OCFD is on scene first on an EMS call (incident type 32), Casualty/EMS entry, Patient Information, Add/Update

detail, and Local Data fields are required. Local Data fields do not have to be completed on load or lift patient (incident type 31) calls. Incident times such as Date of Alarm, Dispatched, On Scene, Under Control, and Incident Closed times must be

completed. Incident times can be found in the DSP: field of the hot printer report. Vehicle/Equipment Entry should be completed any time there are vehicles/equipment involved in an incident.

OPS/001   TEST SECURITY The Human Resources Officer is responsible for security of written/practical exam material and assessment center

material. At the end of each day, examination/assessment material must be locked in the safe. Material pertaining to hiring/promotions is NOT public record.

OPS/001.1   PROMOTIONAL TEST QUESTION CONSTRUCTION GUIDELINES(UPDATED 7/04)

Subject matter for tests should be derived from study material on that specific subject. Subject matter in OCFD Standard Operating Procedures manual has precedence over other material covering the same

subject matter. Efforts will be made to eliminate distracters that are incorrect simply because they come from another source of

information (correct answer will be from stated material in question). Questions on test should be limited to terminology and procedures that would encompass job description. Certified study material will be published once a year (in Human Resources SOP) on the first working day of July. The Fire Chief or designee determines if new SOPs or IFSTA manuals are added to certified study material for the

following year. Updates to existing SOPs that are necessary to correct spelling and grammar or that do not change the intent or

specific procedures contained in the document shall be testable. If the intent or specific procedures are changed in an SOP, the changed/added material will NOT be testable for the

remainder of the study list year. Promotional exams given within 90 days of the release of new certified material (in July) will require that the "old"

certified material be used for tests The S.O.P. Committee shall meet prior to the month of July to review the certified study lists for possible revisions

(revisions approved by Fire Chief). Certified Study Material Committee may be appointed as Fire Chief designee to approve revisions. Study Material Committee is made of 3 from Administration (chosen by Fire Chief) and 3 from Union (chosen by

union President). Fire Chief decides Study Material Committee chairperson.

OPS/001.2   CERTIFIED STUDY MATERIALCertified Study Material Lists - No notes OPS/002   PROTEST AND GRADE REVIEW PERIOD

Candidate must sign out a copy of the examination for review during the protest period. The protest period for written exams will be 1pm to 5pm the day of the test and 8am to 12pm (noon) the following

business day. Protests must be submitted in writing to the Deputy Chief of Support Services or designee. At the close of the protest period, candidates may review adjustments made by the Deputy Chief or designee. The adjustment review period will be 1pm to 5pm the day the protest period closes and 8am to 12pm (noon) the next

business day. After the closing of the adjustment review period, test content may NOT be protested and  answers may ONLY be

reviewed for accuracy of grading. During the grade review period, the candidate will receive their graded answer sheet and the grading key (on

transparency). Test scores may ONLY be given in person with a photo ID. A small check mark is placed on the right hand corner of the answer sheet to indicate the test score has been given out. The grading review period will be 1pm to 5pm the day the adjustment review period closes and 8am to 12pm (noon)

the next business day. After all review periods have closed, the list of academy or assessment center candidates will be published. Review period times are subject to change.

OPS/003   PROMOTIONAL TEST ORIENTATION Items the Human Resource Officer designated to administer a written exam include:  Stop watch, answer sheets,

pencils, sign-in sheets, scratch paper, and master answer sheet. If testing room is crowded, overflow may be put in a different room. Prior to the test, all personnel will sign in and check seniority points. The number of candidates, if known, to be promoted will be announced prior to the test. Candidates will remain in the room for the 1 1/2 hour test period unless a unanimous vote is taken for individuals to

leave the room after completion of the test (option to leave is NOT available if exam consists of multiple sessions). Questions pertaining to the content of tests will be limited to typographical errors. Time remaining will be posted every 5 minutes until the last 5 minutes at which time will be posted every minute. Based on number stated in Bargaining Agreements, top scoring candidates will proceed to the assessment/academy. Always choose the MOST correct answer. Reference to study material found in a question is NOT part of the question.

OPS/005   RETIREMENTS Retirement packets are processed by the Human Resource work section. Retirement worksheets/checklists are available from the receptionist at Fire Admin. An appointment should be made with Human Resources about 5 weeks prior to the effective retirement date.

OPS/006   INCENTIVE PAY Incentive pay forms, along with appropriate documentation, are required to stop/start incentive pays. Employees who no longer meet incentive requirements are required to fill out an Incentive Pay form to STOP pay.

OPS/007   FIREFIGHTER RECRUITMENT Human Resources work section continues to recruit firefighters who exhibit intellectual, emotional, and physical

attributes necessary to enhance OCFD's level of service. OPS/008   VACANCY ANNOUNCEMENTS

New vacancy announcements are produced by Human Resources at the request of the Fire Chief and/or Deputy Chief of the respective division where the vacancy exists.

OPS/011   SUGGESTION POLICY Suggestions may be made by Suggestion form, email, and memos. A separate Suggestion form should be used for each suggestion. Suggestion forms should be routed to the appropriate department. Interoffice mail may be used for suggestion forms/memos. Suggestion forms are sent through Battalion Chief to Human Resources, who copies the suggestion and forwards it to

the appropriate work section chief. The Human Resources Major will be notified of evaluation time frames, implementation of suggestion, and

recognition of individual.
