    1 King Edward Memorial Park Foreshore

    1.1 General

    1.1.1 All works covered within this document are to be managed and performedto the culture within the Thames Tideway Tunnel vision of Zero Incidents,Zero Harm, Zero Compromise.

    1.1.2 The Code of Construction Practice(CoCP) comprises two parts:

    a. Part A: General requirements. These measures are applicableproject-wide.

    b. Part B: Site-specific requirements. These are site-specific measures,where there are deviations from the general requirements indicated inPart A.

    1.1.3 This document comprises the CoCPPart B for the Thames TidewayTunnel project works at King Edward Memorial Park Foreshore site andidentifies the detailed site-specific measures including working hours, siteset up and servicing arrangements, taking into account the environmentalissues and consultations with the London Borough of Tower Hamlets andother stakeholders.

    1.1.4 For ease of reference the CoCPPart B mirrors the headings in Part A.The CoCPPart B sets out site-specific issues and deviations from Part Aso where there are no site-specific measures reference should be made tothe measures set out in Part A.

    1.1.5 A plan showing the location of the site is shown inFigure 1.1 below.

    2 General requirements

    2.1.1 As per text in CoCPPart A.

    3 Communications and community/stakeholderliaison

    3.1.1 As per text in CoCPPart A The Contractor shall convene a working groupwith representatives made up from residents, park user groups, localcouncillors, the Employer and officers from the London Borough of TowerHamletsLBTHofficers..

    a. standard

    b. extended standard.

    Extended working hours are required at this site toallow for major concrete pours for shaft constructionincluding diaphragm wall panels, base slab, roof slaband other large elements. The exact timing of anyextended hours working are to be consulted andnotified to the London Borough of Tower Hamlets inadvance through S61 process.

    When other types of working hours (CoCPPart A,Table 4.1) are required, these willshallbe subject toagreement with the local authority through the S61process.

    Site layout The site arrangements utilise areas of the park andforeshore.

    The existing childrens playground is to be relocated,and the multi-purpose sports pitch reconfigured andsurfaced, in advance of the access road works.

    The use and duration of the areas within the park areto be minimised and reduced as appropriate betweenthe construction phases. This includes reducing thearea used in the existing football pitch and parkmaintenance area prior to and after shaftconstruction.

    Site security / hoardingrequirements

    The hoarding is to be as defined in CoCPPart Apara. 4.3.4c, 2.4m high planted hoarding on publicfacing sections.

    The site vehicle access route between the relocatedjunior play area and the Rotherhithe TunnelVentilation Shaft is to have secure, 2.4m high greenpainted steel open mesh fencing to allow viewsthrough to the river to be maintained. Outside ofapproved working hours and within park opening

    hours the steel mesh fencing on the access route,between the relocated junior play area and theRotherhithe Tunnel Ventilation shaft, shall beremoved to allow for open access through the park tothe river frontage.

    The areas around the shaft construction site and themulti sport/park maintenance site are to have fullstandard 2.4m hoarding.

    The site vehicle access route is to have secure,green painted steel open mesh fencing to allow views

    through to the river to be maintained.Outside of approved working hours and within park

    opening hours the steel mesh fencing on the accessroute, between the relocated childrens play area andthe Rotherhithe Tunnel Ventilation shaft, will be

    removed to allow for open access through the park tothe river frontage.

    A gated crossing willshallbe provided to enable therealigned Thames Path to cross the access road.The gates willshallonly be closed to pedestrians andcyclists during vehicle movements. A traffic marshalwillshallbe deployed to ensure the safe movement ofvehicles and public crossing.

    Hoardings to be increased from 2.4m to 3.6m aroundthe main shaft working areas.

    River works As per text in CoCPPart A.

    Other items Landscape plans to show retention of both tenniscourts and a reduced multi sport pitches size.

    A site-specific lighting plan is required. The lightingwillshalladdress the impact on terrestrial and aquaticecology and include the use of low level directionallighting where possible whilst meeting safe workrequirements. The Lighting Plan is to be submittedand agreed with the London Borough of TowerHamlets.

    Site cabins and welfare facilities to be dark greencolor to tie in with the planted hoardings.

    Site office and welfare facilities shall not be locatedon the sports pitches.

    5 Public access, highway and river transport

    Site access and gates The site access is to be only via Glamis Road fromthe Highway. Access to the site willshallbe from thenorth with left turn in to the site and right turn out.

    The security barrier willshallbe positioned to allow astandard rigid tipper vehicle to be wholly off the roadwhilst awaiting barrier operation.

    The new site access road to the east of the existingplayground between the Football Pitch/maintenancearea and the foreshore willshallbe a single lane onlywith appropriate traffic control.

    Traffic management Areas of parking suspension to be confirmed with theLondon Borough of Tower Hamlets.

    Event restrictions To be confirmed in liaison with the London Boroughof Tower Hamlets and Transport for London.

    River transport As per text in CoCPPart A. Barge loadingand

    unloading,and barge movements onto or off of theberth will only occur during standard working hours.

    Site access and gates Adequate advance notice and signage willshallbeprovided for the diversion of the Thames Path. SeeSection 3 Communications andcommunity/stakeholder liaison of the CoCPPart A.

    6 Noise and vibration

    Topic Site-specific requirement

    Control measures See item above on increased hoarding height.

    The use of low vibration piling, eg hydraulicjacking/hydraulic press methods, are required for theconstruction of the cofferdam where practicable andwhere ground conditions allow these methods to beadopted. In the piling methods, the contractor needsto give consideration to the proximity of sensitivereceptors including Free Trade Wharf South.

    Compaction of material on site willshallbe

    undertaken using machinery generating the lowestpracticable vibration levels which still enables therequired level of compaction to be completed.Specifically the use of large vibratory rollers willshallonly be used in locations where vibration levels canbe controlled to less than the impact criteria.

    Noise barriers at 2.4m high to be located on thecofferdam sections perpendicular to the river wall onboth sides, and on the southern boundary of the lorryroute (the section that backs onto the properties on

    Shadwell Pier head only) to the point where it meetsGlamis road.

    The loading and unloading of barges willshallonly becarried out during standard working hours.

    Other Refer to the CoCPPart A Section 6.5 on NoiseMonitoring. Specific background baseline noisemonitoring is required in advance of extended hours

    working. The method willshallbe agreed with theLondon Borough of Tower Hamlets and submittedwith information on the proposed extended hourworking.

    Monitoring data for noise and vibration (includingtrigger level alerts and historical data) will be madeavailable via a web-site portal to the council and theworking group as defined in CoCP Part A, Section 3.

    7 Air quality

    Vehicle and plant emissions As per text in CoCPPart A.

    Dust emissions/control 12 months PM10monitoring willshallbe undertakenprior to the works commencing. Real-time monitoringwillshallbe utilised for the duration of the works.

    Odour As per text in CoCPPart A.

    Other In the event of potentially contaminated soil being

    found onsite, chemical composition analysis willshallbe undertaken in agreement with the LondonBorough of Tower Hamlets.

    8 Water resources

    The temporary access route willshallhave suitabletemporary drainage and willshallprevent any local

    flooding of adjacent areas and include wherepractical sustainable drainage methods.

    preserving potential archaeology.Areas of foreshore used for temporary works willshallbe restored to similar condition and material prior tothe works.

    Protection of trees Access road layout to provide adequate clearancefrom the Leylandii to avoid root damage (minimum4.5m from trunk).

    Other Advanced planting along north/south access of parkand on the north of Rotherhithe tunnel shaft subjectto approval from the London Borough of Tower

    12 Historic environment
