Members of the public are invited to have their say on stage two of the remediation proposal, which is on exhibition for comment until 21 December 2009. Stakeholder education and input is considered critical to the success of the remediation proposed at Cockle Creek and attention will be paid to incorporating issues raised by stakeholders into the application. Have your say The stage two environmental assessment report will be on exhibition for comment from 16 November to 21 December 2009. IFL encourages you to read the environmental assessment report and provide your written submission to the NSW Department of Planning. This submission should include: • Your name and address. • The project application number (08_0221). • A statement on whether you support or object to the proposal. • The reasons why you support or object to the proposal. Submissions must reach the Department of Planning by close of business on Friday 18 December 2009, by any of the following methods: • Faxed to 9228 6466. • Posted to Major Development Assessment, Department of Planning, GPO Box 39, SYDNEY NSW 2001. • Emailed to [email protected]. The document will be displayed at Lake Macquarie City Council Customer Service Centre, 126-138 Main Road, Speers Point, between 9am and 5pm weekdays. Community information session A community information session will be held on Thursday 26 November at Club Macquarie (458 Lake Road, Argenton) from 4-8pm, where you can read the environmental assessment as well as ask questions and provide feedback to IFL staff. There is no need to make an appointment, just drop in at any time during the advertised opening hours. What happens next? Following the 30-day exhibition period, IFL will carefully review the issues raised in submissions and liaise with the NSW Department of Planning to determine how we should respond to and address those submissions in our final report. IFL will then submit its final report to the Department to enable the Minister for Planning to make a decision on the project.

IPL is committed to the remediation of thesite to provide a safe environment forresidents in the area and to enable moreappropriate use of the land by thecommunity.

The objectives of the stage two remediationprocess include:

• To ensure that the site is remediated to astandard suitable for a range of land useoptions, including residential andsupporting commercial uses.

• To improve the water quality of CockleCreek through the removal ofcontaminants from the site.

• To demolish all existing structures on the

site and dispose of building materialswithin the containment cell.

• To ensure all asbestos on the site is safelydisposed of offsite or within thecontainment cell.

• To control all contaminated soil and fillwithin an onsite containment cell.

• To minimise any impact of contaminatedsoil.

• To reduce the concentration ofcontaminants in treated groundwater tomeet the appropriate criteria determinedthrough ecological risk assessment inconjunction with the NSW Department ofEnvironment, Climate Change and Water.

Objectives of the remediation process

A milestone in the evolution of the CockleCreek heavy industrial precinct was reachedin January this year when IFL’s fertilisermanufacturing plant was shut downpermanently.

The manufacturing plant produced singlesuperphosphate for New South Walesfarmers and was a key contributor to thelocal economy for 95 years.

While fertiliser manufacturing has stopped,the Cockle Creek site will still be used forfertiliser distribution until early 2010.Distribution will then be managed from

the company's other sites at KooragangIsland and Port Kembla.

Closure of the plant will enable the site tobe remediated and subsequently sold fornon-industrial uses. IFL thanks the localcommunity for its support over the past 95years.

"When distribution ends, we will be able todemolish the buildings and proceed withthe soil and groundwater rehabilitationprogram required by the Department ofEnvironment, Climate Change and Water,"said Damian Ziebarth, IPL's AustralianOperations Manager.
