Summary

Amendment in the Muslim Personal Law is taking a new turn by the day in the Supreme Court. There

were several illogical arguments in the affidavit furnished to the court by the Muslim Personal Law

Board. It argued that it was necessary to continue with the tradition of triple talaq to save women from

getting killed. Besides that radical Muslims also argued that Muslim Personal Law was part of the

Quran therefore no court can amend it as the matter was tantamount to be violating constitutional

provisions. For the first time Muslim women are openly opposing Muslim Personal Law Board and

they termed affidavit of the board as anti-women, anti-Islamic and anti-constitution.

Barelvi scholars issued an important fatwa in which dreaded terrorist Hafiz Muhammad Saeed has

been expelled (khariz) from Islam. It is also said in this fatwa that no Muslim would keep any relations

with the person attending his address and following his instructions. Strange thing is Darul Uloom is

keeping silent on it. Now it is to be seen that how far Muslims obey this fatwa. In a conference

organized in Delhi, it was demanded that beef export must be banned as it is causing spiraling prices by

the day.

Now it is to be seen that how far Muslims obey this fatwa. In a conference organized in Delhi, it was

demanded that beef export must be banned as it is causing spiraling prices by the day.

Terrorist organization ISIS is spreading its tentacles very fast in India. Maharashtra Assembly recently

revealed that more than 100 youths disappeared mysteriously to join ISIS jihadies. The Maharashtra

police arrested several people for keeping relations with this terrorist organization and recruiting

people for the same. Arrest included some people from the organization of jihadi evangelist Dr Zakir

Naik.

Mumbai High Court has opened the door of 900-year-old Haji Ali mausoleum for women, which is

being opposed by radical Muslims. They argued that banning women inside the mausoleum was part

of the Islamic tradition and the court should not interfere into such matters. Management of Haji Ali

Dargah decided to challenge this matter in the Supreme Court.

Selfish elements are adopting a new trick every day to convert Hindus to Islam. Recently Jamate Islami

published a book in the name of Dr. Ved Prakash in which it was claimed that Hajarat Mohammad

Saheb was the same Kalki incarnation that was mentioned in religious scripture of Hindus. A write up

was published attributing this book by the Urdu newspaper in this regard in which Hazrat

Muhammad Saheb was termed as Kalki incarnation. The author appealed to Hindus to embrace Islam

for their emancipation because Hajarat Mohammad sahib is the 24th and the last Kalki incarnation.

Every person who knows about Hindu scriptures knows that the claim made by the author is

absolutely false and the only objective of this book is to misguide innocent Hindus to accept Islam.

Fissure appears among Muslim organizations

over triple talaq

Muslim Personal Law Board gave an strange argument that people from other religion kill their wives

to get rid of them in such a situation triple talaq is a better tradition in Muslims.

Dainik Sahafat on September 3 had the headline 'Court cannot interfere into religious matters, Muslim

Personal Law Board's affidavit on Talaq-e-Salasa'. Board said in the affidavit that the court did not have

any right to interfere into the traditional Islamic matters like polygamy, triple talaq and Nikah-Halala.

The AIMPLB called challenging triple tataq unconstitutional. Responding to the notice issued by the

court on the matter of triple talaq, the AIMPLB said that personal law could not be challenged

anywhere as it would be unconstitutional. The board said that matters related to Muslim Personal law

of marriages, divorce and alimony were based on Quran and the court did not interfere into the matters

of religious books. Muslim Personal Law is not any law that can be challenged rather it is part of the

Quran. It is said in affidavit that marriage and alimony rules are different for different religions. The

argument of the AIMPLB was that laws made on the basis of religion cannot be tested on the basis of

constitution. Fundamental rights provided by the constitution cannot become the basis of change in

the personal law. The AIMPLB referred several reports in this regard in which it was said that tribals,

Buddhists and Hinduism the ratio of polygamy was 15.25, 7.97 and 5.80 respectively while polygamy

is Muslims was just 5.73. The AIMPLB claimed that Islam never liked divorce and always emphasized

that both the sides must try to save the marriage. But still divorce is part of Islam. The Supreme Court

issued a notice on the question if Muslim women were subject to discrimination on the matters of

divorce and polygamy? Bench comprising Chief justice Tirath Singh Thakur considered that why only

men have the right to dissolve marriage by pronouncing triple talaq. Is it right to marry once again

while the first wife is still there? Six Muslim women filed a petition in the court against Islamic system.

According to Dainik Inquilab (September 3), it is argued justifying triple talaq that people kill their

wives to get rid of her. Is not it talaq a better option? So it is important to continue with triple talaq. The

board also argued that women allowing husband to have more than one wives have more benefits than

losses. In case a woman falls ill, the husband can divorce his wife sighting these reasons but in case of

polygamy, the woman was saved from divorce. The board also argues that it takes long time to get

divorce from the court in such a situation triple talaq is a better option. The board also said that due to

polygamy husband did not get involved in extra-marital relations therefore polygamy was in the

benefit of the society. The board advocated men by calling them wiser therefore they have been given

the right to divorce. The board demanded these petitions to be quashed because Muslim Personal Law

was not any simple law that could be challenged.

India Policy Foundation q August 1-15, 2016 - August - 16-31, 2016 q 4

According to Roznama Rashtriya Sahara (September 4), spokesperson of Shia Muslim Personal Law

Board Maulana Yasoob Abbas said while addressing a press conference that court's interference into

the Shia Muslim Personal Law would not be tolerated at any cost. He said that though there were

several differences between Muslim Personal Law Board and Shia Personal Law Board but on the issue

of triple talaq both the boards were in agreement. Abbas said, “We support the affidavit submitted by

Muslim Personal Board. During Muharram we hurt ourselves by swords but if it is challenged in the

court we would oppose it because it is a religious matter.” He criticized the attempt of implementing

Common Civil Code.

According to Dainik Sahafat (September 5), founder of the Bharatiya Muslim Mahila Andolan

Noorjehan Niaz criticized the affidavit given by Muslim Personal Law Board to the court and termed it

anti-constitution, anti-Islamic and anti-women. Noorjehan demanded that the SC must interfere into

this issue and Muslim women must get their right. She said that they had submitted a demand letter

with the signature of 50 thousand Muslim women to the court and the government. All India Muslim

Women Personal Law Board also opposed the decision of Muslim Personal Law Board. President of

the board Shaista Amber said that there was no woman representation in All India Muslim Personal

Law Board therefore they were not ready to give even their legitimate right. Shaista Amber said that

she would file a petition in the Supreme Court in this regard so Muslim women were able to get their

legitimate right.

II

Cobweb of ISIS spreading in the country

According to Inquilab (July 29), Shiv Sena alleged in the Maharashtra Assembly that over 100 Muslim

youths disappeared mysteriously from the different cities of Maharashtra. They said that they had

gone to join jihadies of the ISIS. Samajwadi Party MLA Abu Asim Azmi denounced this allegation on

this he had a verbal clash with Shiv Sena leader Rahul Patil. Chief minister Devendra Fadnavis assured

the assembly that the matter would be investigated and after intelligence report proper action would

be taken. Azmi said that disappeared people from Parbhani had their mental conditions improper. He

said that these allegations were an attempt to defame Muslims. Shiv Sena leader Rahul said that his

information was solid and Abu Azmi was deliberately trying to whitewash the matter.

According to Inquilab (July 30), several people in Parbhani and Nanded were arrested for having

relations with ISIS. A delegation of Muslims claimed after meeting the CM that people arrested were

innocent. The government sources refused to give any information about the number of arrested

people and said that some more people have been arrested and explosives were recovered from them.

They were being interrogated. The police confirmed that solid evidence had been recovered from the

arrested people. They declined that people were arrested for propagating Islam but only such people

have been arrested against whom there was definite evidence of contacting ISIS through internet and

social media.

India Policy Foundation q August 1-15, 2016 - August - 16-31, 2016 q 5

According to Sahafat (August 9), a woman arrested for having links with ISIS told the police after

interrogation that secret training camps were organized in Kerala where Islamic terrorist

organizations were giving terror training. So far 40 people have been given jihad training. This

information was given by 28-year-old teacher Yameen Ahmed. She told the police that the person

called Abdul Rashid gave training to recruit people for ISIS. According to a senior police official, this

person trained some youths in the north Kasaragod to participate in jihad.

According to Sahafat (August 7), the police arrested one Abdullah Hadi for making financial resources

available to the ISIS. It is alleged that Hado made available finances for Areeb Majid and his four

accomplishes of Mumbai to join ISIS. Mazid was arrested when he was on HIS way to India from Syria

while his four accomplishes were killed fighting for ISIS. Hadi was arrested in Kuwait and his full

name is Abdullah Hadi. Security agencies were keeping a tab on his activities.

According to Inquilab (August 10), the Maharashtra police arrested a 42-year-old teacher for keeping

relations with ISIS whose name was Raisuddin Siddiqui. Earlier a youth from Parbhani Sheikh Iqbal

was arrested. Besides all this, the Maharashtra police had already arrested three other persons. The

police said that Raisuddin recruited three more people for ISIS.

National Anthem banned in Islamic School

According to Akhbar Mashriq (August 9), a school in Allahabad banned singing of National Anthem

on Independence Day. Manager of the school is of the view that National Anthem is against Islam.

After this decision of the management eight teachers including the principal resigned. Manager of the

school Zia ul Haq said that singing of National Anthem would not be allowed because there was a line

that reads Bharat Bhagya Vidhata which was wrong as per Islam. Only Allah is in command of destiny

(bhagya vidhata). Teachers said that National Anthem was never sung in the school in the past 12

years. Principal of the school Ritu Tripathi said that there are 300 students in the school. When the

matter reached media only then Zia ul Haq was arrested. The administration was saying that since the

school did not get any add from the government so it did not have any control over it.

According to Inquilab (August 8), a new controversy arose over the mid-day meal served in madrasas

in Ujjain district of Madhya Pradesh. Around 56 Islamic madarsa of the city refused to accept mid-day

meal. Contract of supplying mid-day meal has been given to two organizations. Earlier a trust related

to Iskcon was doing it. Muslims alleged that this food is given to Muslims after offering to God which is

against Islam. After this objection, food prepared for Muslim students has been given to another

group. Management of madarsa is demanding that Muslim contractors should be given the

management of mid-day meal. Madrasa Education Committee chairman Ashfaquddin said that

people of the Muslim community wanted to prepare food for madarsa students.

Anti-national activities, lead by

left-ideologue journalists

According to Hindustan Express (August 9), Seema Mustafa alleged that the government was

involved in atrocities against Kashmiries. Therefore countrymen must get united to support

Kashmiries. Seema Mustafa was addressing a gathering in Jamia Milia. She appealed to students to

raise their voice for Kashmiries. If this is not done, it would have serious repercussions. She said that

whatever was happening in Kashmir was a matter of serious concern and silence of the political parties

on this was sad. She expressed astonishment to the fact that political parties which were raising voice

for Kashmir why are they silent now. She asked that why pallet guns were not used in Haryana and

other place? Pallet guns have severely injured over 400 people. She also criticized the government

decision for not indulging Kashmiries for talks while she said that talks were the only way out for

solution of Kashmir problem. Whenever talks start situation in Kashmir changes and ray of hope

appears. They feel that the problem will be solved. Mustafa criticized Army being given extra power by

saying that if this was not checked, India would be like Pakistan very soon. Democracy is not strong in

Pakistan due to Army. Discussing atrocity of the Army in Kashmir, Seema said that Army does that

only what it is commanded by the government. If it sent to occupy it occupies if it is sent for rescue

operation it does the rescue work. On condition of Muslims, she said that there was no doubt about it

that condition of Muslim was getting worst by the day and they were neglected in all spheres of life.

Muslims needs to contemplate on this situation.

This is to recall that sometimes ago editor of the leading newspaper of Punjab The Tribune Harish

Khare criticized the government and alleged that Army was tormenting Kashmiries. He also

advocated talks with them. Interesting thing was that whether Seema Mustafa or Harish Khare they

are supporter of the Left ideology. Harish Khare was once special correspondent of The Hindu

newspaper. He was media advisor to PM Dr. Manmohan Singh during the UPA II. These two

journalists are known to be anti-BJP.

Doors of Haji Ali opened for women

According to Hamara Samaj (August 27), Mumbai High Court in an important matter ruled opening

door of Haji Ali Dargah's sanctum sanctorum for women. Cancelling the ban imposed for the past four

years by the trust of the mausoleum by calling it violation of fundamental rights. Haji Ali Trust decided

to challenge this decision in the Supreme Court therefore the government imposed a ban of six weeks

India Policy Foundation q August 1-15, 2016 - August - 16-31, 2016 q 7

in implementing this court order. According to the court, ban into the entry of women inside the

mausoleum is violation of Sec 14, 15, 19 and 25 of the constitution. As per these sections, everyone is

equal before law and is free to follow any religion. These sections prohibit discrimination on lines of

religion, sex or of any kind and allow countrymen to follow any religion and propagate it. This

prohibition was challenged by two women. The court ruled that the state government and Haji Ali

Trust would have to make proper arrangement for women coming to mausoleum. Zakia Soman and

Noorjehan asked in the petition that men and women were equal as per Quran and the ban was

violation of Hadith. As per the high court ruling, women cannot be stopped from going inside the

mausoleum. Haji Ali Dargah Trust said that it was mentioned in Quran that allowing any women

inside Sufi mausoleum was a crime.

According to Inquilab (August 27), the decision of Mumbai High Court was welcomed by several

Muslim organizations. Left ideologue Shabnam Hasmi said that women had every right to worship at

the mausoleum.

According to Sahafat (August 29), welcoming the decision of the High Court several Muslim

organizations said that Islam provided equal rights to men and women therefore banning entry of

women into mausoleum was absolutely wrong. Shahi Imam of Fatehpuri mosque Mufti Mukarram

said that there was no need to make a hue and cry on this decision of the court. The court did not

interfere into the matters of Sharia. Earlier court decisions in this matter were not interfere into the

religious matters of Muslims.

Akhbar Mashriq on August 28 criticized the court decision of allowing women to enter into the

mausoleum because there were thousands of such mausoleums where they were not allowed to enter

inside. Muslim organizations must come out and formulate a nation-wide policy on the matter. The

newspaper emphasized that Muslim organizations must appeal against the decision of the high court

to the Supreme Court and must fight the case with full strength.

Siyasat in its editorial on August 28 criticized the Bombay High Court decision by saying that some

people were trying to interfere into the religious matters of Muslims hiding behind women. There is a

need for Muslim community to wake up on these attempts. The newspaper writes that the HC decision

is not based on the religion but is based on equality. It further writes that there are numerous

mausoleum and temples where women are not allowed to enter inside. This was prohibited not under

any law but faithful decided for such things on their own. The way women are teased at holy places

looking at that it is necessary either woman should be banned or proper security arrangement should

be made.

Dawat mouthpiece of Jamate Islami suggested in its editorial on September 4 that managers of

mausoleum must speak to the leaders of women activists. According to the newspaper, there are

several non-Muslims in the management of mausoleum. Banning entry into the inner portion of

mausoleum is as per Islam. This is the reason several women faithful said that there should not be any

demand for women to enter inside to mausoleum because it is against the Islamic principal. The

newspaper suggested that if the matter had gone to Supreme Court, the management of Haji Ali must

make the matter clear to the court that why women were not allowed to go close to cemetery.

India Policy Foundation q August 1-15, 2016 - August - 16-31, 2016 q 8

Kashmir an internal matter of India

According to Inquilab (August 23), organization of Islamic countries Organization of Islamic

Cooperation general secretary Iyad Ameen Madani's statement was denounced by Indian Muslim

leaders that Kashmir was internal matter of India and must be solved through dialogues. Syed Ahmed

Shah Bukhari said that the issue of Kashmir was not an international issue. This could be solved

through dialogues between India and Pakistan not by any third party. He said that Indian Muslims

were not ready to accept it as an international matter. Chief of Jamate Islami Jalaluddin Umari said,

“We must not pay attention to what people from outside are saying. If OIC has this opinion from the

very beginning, we don't have anything to do with them.”

Dainik Inquilab in its editorial on August 23 criticized the statement made by Organization of Islamic

Cooperation and said that this organization had hurt the sentiments of crores of Indians by supporting

Pakistan. Right from the time of the formation of this organisation, every Muslim nation was its

member. Some of the countries are such which have much less population of Muslims than in India.

The truth is that after Indonesia and Pakistan, India is the country with the largest Muslim population.

India keeps on trying to become member of this country but OIC never permitted this to happen.

Activities of this organization are confined to conferences and since the time of its first conference in

1969 total 18 conferences had been organized so far. This organization is more into issuing statement

instead of working for the welfare of Muslims and Kashmir is also part of its statement making process.

Can anyone ask them about south-east region of Turkey where situation is like Kashmir but they did

not say that it is their internal matter? Baluchistan wants independent but OIC is keeping mum over it.

Has 70 per cent population of Kashmir participating elections in India? But at least by giving such

statements, they must not help aggravating hate campaign against Muslims.

VII

An attempt to misguide Hindus

Akhbar Mashriq on August 12 published a write up by Dr. Khalid Anjum in which it was claimed that

Hazrat Muhammad Sahib was incarnation of Kalki. The author claimed that Pandit Ved Prakash who

is associated with Allahabad University published a book called 'Kalki Avatar' whose meaning was

torch bearer. The author claimed in this book that the Kalki incarnation that is mentioned in the

religious books of Hindus is actually Hajarat Mohammad. He was born in Mecca. The author said that

Hindus must not wait for Kalki incarnation to come but accept Islam and follow the path of Hazrat

Muhammad. The author attributed the book of Ved Prakash saying that Kalki incarnation would be

the last incarnation and would show the path to the world. As per the forecast, this incarnation will be

India Policy Foundation q August 1-15, 2016 - August - 16-31, 2016 q 9

born in an island and that is Arab. As per the prediction, the name of the father of Kalki would be

Vishnu Bhagat and mother's name would be Somanam. The author claimed that Vishnu is used for

Allah in Sanskrit. Bhagat means the person of Allah. So Vishnu Bhagat means person of Allah that

comes to Abdullah. Name of Hazrat Muhammad's father was also Abdullah. His mother's name was

called Somanam that means peace which is called Aamna in Arabic. The author claimed that Kalki

incarnation will use date and olive. He will be truthful and honest. As per Vedas, Kalki will be born in

high lineage. The tribe in which Hazrat Muhammad Saheb was born is known as Quraish which has

huge respect in Arab. Kalki will have a fast running horse which will run on land and fly and all these

are applicable on Hazrat Muhammad. As per Hindu religious texts, Kalki incarnation will be skilled in

horse riding and archery etc. Ved Prakash said that now every Hindu should embarrass Islam

following teaching of Veda and this is the only way from the freedom of bondage.

Hafiz Saeed expelled from Islam

According to Inquilab (August 19), the main seat of Barelvi Muslims Aala Hazrat mausoleum expelled

(khariz) Pakistani terrorist organization Jamaat-ud-Dawa chief Hafiz Muhammad Saeed from Islam

and issued a fatwa saying that those who would listen his sermon would also be expelled (khariz) from

Islam. It is also said in fatwa that there is a need to remain cautious with Hafiz. He is a person with

terror ideology who is bringing disrespect to Islam by his activities. The US list of terrorists spreading

terrorism across the globe has his name. There is $1-crore booty over his head. Still he is freely moving

around in Pakistan and addressing people. This new organization was made by Hafiz when Pakistan

government banned Lashkar-e-Taiba.

Western Asia

I

Setback for America

According to Imtiaz ul Haq of the Munsif (August 21), the US influence is declining very fast in the

West Asia. Saudi Arabia recently indicated that except on the matters of Syria it wanted to have close

ties with Russia. This is to recall that since 2012, Russia is playing an important role in Syrian civil war.

It appears that influence of Russia will increase in gulf countries. Recently, the Russia started a

campaign to better its relations with the gulf countries and even they are interest to make better

relations with Russia. They alleged that the US government deliberately made them ineffective on

international platforms. Despite unsuccessful coup in Turkey, Russian influence in Arabian world was

increasing. Gulf countries realized that if Al Qaida and Islamic State of Iraq and Syria succeeded in

Syria their next target would be gulf nations. The way terrorist activities increased in Medina and

Saudi Arabia, the entire Arabic world is worried. They are saying that the US is not adopting terrorist

eradication policy and this is the reason influence of IS and al Qaida is increasing in gulf countries and

African nations. The US failed to stop civil war in Libya. Condition of Syria is deteriorating very fast

and Turkey had gone out of the hand of the US. The way US tried to capture power there with the help

of Fethullah Gulen who is living in the US itself a rethinking in the policy is required. Shias living close

to oil well in Bahrain were protesting against the government. The Bahrain government sought help

from Saudi Arabia in this regard. The way Iran recently tried to make its relations with Russia better

was a clear indication that the US influence in gulf countries in eroding. Relations of UAE, Oman,

Kuwait and Qatar improved with Russia. Turkish president Recep Tayyip Erdoðan announced that

his country would not support active rebels of Syria. Home minister of Saudi Arabia indicated that in

the Syrian crisis there was a huge difference between Saudi Arabia and Russia still Saudi Arabia would

try to improve its relations with Russia. Russian recently entered several agreements with gulf

countries. The US was trying that schism between Russia and Iran must crop up but it did not succeed.

It appears that Saudi Arabia and Russia could form an Arab Unity Forum for Syrian crisis. Russia is at

present entangled in Iraq, Turkey, Yemen, Libya and Afghanistan. It created a huge financial crisis by

forcing oil prices to go down. Israel recently ordered F 35 and 33 aircrafts from the US. After this deal

the attitude of Arab countries towards Russia had become different.

Discussing the increasing relations between the Russia and Turkey Akhbar Mashriq wrote in its

editorial on August 28 that Turkish President Erdoðan visited Russia after the failed coup. He had a

long discussion with Russian president. This visit was important because after the failed coup, relation

of Turkey with the western country had become sour. Though Turkey was part of the NATO countries.

Turkish president held Fethullah Gulen responsible for coup. Gulen is a Sufi leader living in exile in the

US. Erdoðan demanded the US to hand over Gulen to Turkey. The US and its western allies expressed

concern over human right violations during the action by the Army. Russian visit of Erdoðan was also

important on account that Turkey had hunted down a Russian aircraft last November and after this

incidence relations between both the countries got strained. Both the countries wanted to enter into

agreement on several projects. Turkish apology on the issue of hunting down of Russian aircraft was

accepted by Russia. Now there is very less chances of Russia getting membership of European Union.

India Policy Foundation q August 1-15, 2016 - August - 16-31, 2016 q 11

Turkish President did not like the criticism made by the US and European countries of the so-called

Russian atrocities. Turkey requested India that it must ban organizations related to Fethullah Gulen.

This is to recall that recently organized International Sufi Conference in Delhi, representatives of Gulen

participated and there are several educational institutions run by Fethullah Gulen in India.

II

According to Akhbar Mashriq (August 8), the main nuclear scientist of Iran Shahram Amiri has been

hanged. Mother of Amiri said that dead body of his son was sent to her by the government. Marks of

rope clearly indicated that he was hanged. Amiri disappeared in 2009 when he left for Mecca for Haj.

He then appeared in the US. She said that he was arrested by the CIA. In 2010, he was sent back to Iran

where he was arrested by the Iranian government. On the other hand the US government told BBC that

Amiri informed a lot about the nuclear programme of the Iran government. He was arrested the

moment he reached Iran.

Hindustan Express in its editorial on August 10 reported that Amiri was hanged for treason with Iran

because he had provided information about nuclear programme of Iran to the US. The newspaper said

that Iran was a despotic country and people were indiscriminately hanged there. Iranian courts are not

impartial and they give decision as per the wishes of the government. Iran is a strange nation where

even radio is censored. No one has freedom there and no one can demonstrate against the government.

The newspaper alleged that Sunnies don't have freedom to built mosques there and they have to take

permission before building a mosque.

III

According to Munsif (July 22), Mufti Azam of Turkey issued a fatwa in which it was said that no

maulvi would read namaz e janaza for such people who had revolted in Turkey and they should not be

allowed to be buried in Muslim graveyards. This is to recall that there are 85 thousand registered

mosques in Turkey in which namaz e janaza of soldiers, policemen was offered but dead bodies of 104

rebels are still lying in government mortuary however their postmortem is done and they had been

identified by their relatives. The government sources said that their relatives were not ready to accept

their bodies. As per the government source in the rebellion more than 250 other people were killed.

Ministry of the religious matters of Turkey issued a fatwa in the name of Mufti Azam and sent it to

every mosque in which it was instructed that these rebels were culprit of Islam therefore their bodies

would neither buried nor be given namaz e janaza.

According to Hamara Samaj (August 4), the Iranian government hanged 21 Sunni Muslims in Karaz

and 17 could be hanged any time. Member of Iran's National Council Musa Ifsar said that as per

information came for Iran 21 people had been hanged that included Muslim Ulama Shahram Ahmadi.

It is said that the government officials called family members of these officials but when they reached

jail they were informed that they had been hanged. These Sunni Muslims were arrested by the

intelligence agencies from Kurdistan and other parts of Iran between 2009 and 2011. Persons hanged

included scholars, students of madarsa and Sunni religious exponents. Iranian administration charged

them with treason and said that they were associated with Wahabies and they were planning violent

activities in the country. The government also claimed that huge quantity of arms and ammunitions

recovered from them.

According to Akhbar Mashrikh (August 8), the main Sunni religious leader of Iran said that the way

Sunnies are indiscriminately being hanged in Iran that might throw the country in civil war. He said

that those 20 Sunni leaders hanged recently neither of them were given a chance to offer their

clarifications nor their cases were heard in any court. Shia-Sunni riots might start due to these actions

of the Iran government.

V

According to Hindustan Express (August 14), as per annual report on religious freedom by the

external affairs ministry of the US around 380 religious minorities of Iran are in jail that included 250

Sunni Muslims, 82 Bahai, 16 Sufi and 10 Ahal al Haq. Out of these people there were two who had left

Shiaism while two Jews. According to the US government report, last year the Iranian government had

also targeted and sent to jail. According to the report, atrocities against minorities increased after 2013

in Iran and after Hassan Rouhani took over as President everyone was being targeted except Shias. The

news report published in the same newspaper tells that Iran started hanging convicts publically. A few

Eclipse of Islam back to West Asia

Growing influence of IS in Pakistan

I

According to Munsif (August 21), influence of Islam was increasing very fast in the Western Asian

countries which were formed after breaking away from Soviet Union. The biggest mosque of Asia was

being built in Kazakhstan with the help of Qatar. Once part of the Soviet Union, Kazakhstan,

Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan are a Muslim majority country and in these five

countries Islam and related terrorist activities started showing its impact besides that authoritarian

propensity was also increasing. Once supporters of Islam were crushed by Russians but they were once

again raising their heads. Though it is difficult to say that how many of them are associated with the

ISIS started jihad, but informed sources are telling the number varies from 4000 to 6000. Big number of

people from the area had gone to earn their livelihood in Russia but due to economic crisis in Russia

they became jobless. These jobless Muslims are being lured on huge salary and gold to become part of

the jihadi programme. European Union countries are eying oil and gas from these countries. China has

also increasing its influence. There is a big deposit of uranium in Kazakhstan and Russia has its

monopoly on uranium production so far. Influence of Islam is increasing in Kazakhstan. US secretary

of state John Kerry visited these five countries last year because the US wanted to increase its economic

cooperation with them. China also stepped in Kazakhstan and set up several centers in the country.

Due to falling oil prices, most of the countries are facing economic crisis.

II

According to Weekly Nai Dunia (August 1), influence of ISIS is increasing very fast in Pakistan. Well

educated Muslim youths are getting entangled in cobweb of jihad. Mulla Baghdadi is increasing its

influence in the middle and upper echelons of Pakistan while earlier terrorism was confined to the

lower class. According to a fresh report from Karachi, students there are saying that their target is to

save Muslim countries from the third world war. Babar Jabaan has got his education in England and

now leads Islamic Student Movement in Pakistan. He claims that he is in contact with Baghdadi and is

encouraging his ideology. So far there was dominance of Taliban terrorist group but now ISIS was

getting very popular in universities. Intelligence department of Pakistan accepted that thousands of

students have become followers of Mulla Baghdadi. These students are not traditional but are with

modern outlook. Karachi police arrested Abdullah Khan around three months ago who was head of

Islamic studies of Karachi University. Literature related to ISIS was recovered from his laptop.

India Policy Foundation q August 1-15, 2016 - August - 16-31, 2016 q 14

The Pakistan government announced that it would not let Baghdadi emerge in Pakistan. The police

had said that it was difficult to catch hold supporters of Baghdadi because they are not using mobile.

Baghdadi is getting popular along with Taliban. One can find slogans related to Baghdadi at places.

America too complained that Pakistan was not taking any action against terrorists therefore it stopped

military help to Pakistan to the tune of $70 million. Baghdadi is more active in Afghanistan. After the

death of Taliban chief Mulla Omar, Baghdadi got the chance to expand its tentacles in Pakistan.
