2. INSTITUTIONAL STRATEGIC ELEMENTS

2.1.- Vision

In 2013, the unit Educativa "America" is a unit that trains and trains people as active participants in economic development and social integration with humanistic attitudes, values, conservation of natural resources and peaceful coexistence, based on a model inclusive and innovative education.

Solve all the problems of priority of the Unidad Educativa "America" through training and management to all relevant agencies involved in education..

- Conduct regular meetings with teachers, parents and authorities during the four years.

- Organize and implement the projects and educational programs aimed at academic excellence.

3.- BACKGROUND AND JUSTIFICATION 3.1 BACKGROUND Abañín, is a community proud of its past and its cultural identity, refuses to go away and makes strenuous efforts to reach new levels of progress and development. Abañín, look at the horizon with renewed vigor, with a very optimistic view of the new millennium

The desire for progress and welfare is present in the abañinenses, so the current administration of the Parish Council has decided to formulate the Parish Strategic Development Plan, which will constitute the cornerstone of administrative policy action to join efforts between the illustrious Council Zaruma and authorities of Orense to achieve this parish go ahead and stop being the eternally postponed. IMPORTANT DATES FOR PARISH There are two important dates in your festivities commemorating Abañín Parish, which are the 01 and 02 July when they celebrate the religious feast of the Blessed Virgin of the Three Angels and the November 18 that celebrate the creation of the parish of Abañín. On this date is done the Outreach Session of the Cantonal Council to declare the opening of the Parish.

POPULATION The population of the parish, 2001 census is of 1531 inhabitants, of whom 765 were men and 766 women. SOURCE: SIISE 4.0 Are notoriously poor state of education, as only 30% of the population has completed primary school, about 2% have finished high school studying and only 1 in 100 people has followed a college career. In Abañín, currently has 11 primary institutions where they work 26 teachers and approximately 410 students study. Most are single-teacher schools. The school buildings are in fair condition and teacher absenteeism affects the poor state of education in this parish. HEALTH CARE The relevant agencies have made efforts to address the health of the population, because the parish did not have until 2006 a medical team, not even a health sub-center. Currently (2007) through the efforts of the Parish Council is building a sub-center. According to information from SIISE, in 2005, global malnutrition Abañín reached 41.9% of the population, and chronic malnutrition affects 49.3% of children and adolescents in the parish. Which is of concern. AWATER SUPPLY Abañín and rural communities have piped water only, without treatment, that is, more or less sufficient in the winter but in summer, in the dry seasons, feels the inadequacy of the provision of this service. The communities have 55% of excreta disposal service, but sewer systems are almost nonexistent. In the parish seat this service is completely deficient.. OCCUPATION AND EMPLOYMENT With regard to occupational choices, the situation of the parish is reflected in the table below:

The coverage of the program reaches 300 children under 5 years. 74 mothers and 18 older people receive the Human Development Bond. Other social programs are conspicuous by their absence. INCIDENCE OF POVERTY Abañín, is a parish so abandoned their poverty indicators are alarming.

SURFACE.- Abañín has about 140 km2. Limits.- The parish bounded on the north Abañín cantons Pucara and Santa Isabel in the province of Azuay, south to the parish Guanazán Zaruma Canton, east of the province of Loja and West by the parish of the canton Uzhcurrumi Passage . ALTITUDE Abañín The parish is situated at 1,850 meters above sea level. PHYSICAL FEATURES. The overall climate for the montane rainforest, with mild climate regime. Two quite distinct periods: Winter: from January to April and summer: from May to December. The relative humidity and cloud cover 84%: 6 / 8. The parish's Natural Resources include: Forests and Plants: Among the plants that are: Eucalyptus, cedar mill, palm and fruit trees, mango, tangerine, avocado, orange, lemon, guava, among others. Birds and animals: Among the birds which are: chicken, pacharaca, partridge, parrot, parrots, pigeons, the shira, sparrow, swallow, Quindós, etc. Among the animals are: cattle, pigs, sheep, horses, horses, guinea pigs, rabbits, Guatusa, Gualilla, Deer, Squirrel, etc.. In agriculture, highlighting the short-cycle crops, corn, bean, bean, sugar cane, tomatoes, peas, cabbage, lettuce. In livestock, much of the population is engaged in herding cattle. The environmental situation of the parish is of concern as it has spread deforestation and the streams are thrown waste that pollute water sources, in addition, the irregular solid waste disposal, set an environment with increasing pollution. In this context, the School Fiscal mixed "America" created on July 10, 1938, now promoted to Unit of Basic Education "America" with a resolution of 1 June 2009, develops educational work for the benefit of the student population and community general header Abañin parish. As noted, the problem is that (as) children (as), adolescents in the Basic Education Unit "America" and the inhabitants of the townships have little educational development of basic skills and are relegated to the progress and benefits educational computing technology. 3.2 JUSTIFICATION Considering the problem that cause it to run a whole chain of weaknesses in the development of the parish of Abañin believe that the implementation of the Centre for Development of Knowledge and Skills for the educational community "America" is very important and urgent. Basic Education Unit "America" now has the staff and teachers for core subjects, but not for matters of special areas such as IT. Today we all have to be active participants in economic and social development. And that means being up to date knowledge and management of new technology. With this project we implement a computer center and it would serve to develop practices in the field of computing and also serve to train and serve the people of Abañin. In a rural area, the school is the center of developing knowledge and skills to the whole community for this reason that this project focuses on addressing the general population from an area of participatory training.

4.- GENERAL OBJECTIVE: Implement a development center of knowledge and skills for students of Basic Education Unit "America" and the wider community of the parish seat of Abañin with the participation of different actors involved in supporting social development.

PURPOSE: Implement a de-velopment center knowledge and skills for students of Basic Education Unit "America" and the wider commu-nity of the parish seat of Abañin with the partici-pation of different actors involved in supporting social development.

Students from the Basic Education unit "America" receiving computer classes in theoretical and practical computer lab complete. 100% of the youth of the parish seat studying in other schools have developed skills in computer use (Word, Excel, Power Point and other utilities). 50% of the general population of the parish seat has a background in computer skills.

7.- ESTRATEGIAS DE INTERVENCIÓN. 7.1. Methodology

When we speak of the Development of Knowledge and Skills for the educational community "America" (CEDECOHCEA) we are talking, first Computer Center for students, teachers and community at large, And on the other the implementation of basic school for parents, the same that seeks to generate positive attitudes and values and raise the self esteem of the community in general.

The Center of developing knowledge and skills will have a projector and physically use the school grounds.

For the implementation, this project will have a coordinator - Computer Tec, with educational psychologists, and participation of teachers as facilitators support - trainers.

The Coordinator - Computer Tec will be a person with experience in programming and implementation of educational projects. This person will take over the operation of the computer center and teach the courses and computer classes.

The Psychologist will be responsible for the implementation of the parent's school and provide support and guidance calling the Education Unit.

The computer center will be used in the mornings to computer classes to students in the baseline years: 5th, 6th, 7th, 8th, 9th and 10th. And in the evenings for practices of teachers and in the evenings or weekends for workshops with the community in general.

Implementing Team will consist of the Director of the Unidad Educativa "America", The Coordinator and Psychologist.

The Parent Committee will act as a committee of oversight and monitoring. These being the recipients of the information in the first result of the implementation. This project is aimed at the educational community (Teachers, Students and Parents) 7.2.- Technical Study

The construction of the classroom to the computer center will be held in the grounds of the Unidad Educativa "America", the main block. Existing classrooms and serve as a physical space for the development of basic school for parents.

The computer center will have a capacity for 30 people and the facilities are suitable for networking, tables or furniture will be designed to be occupied by two people. 7.3.- Environmental.

This project type in education therefore will not have any environmental involvement.

The only involvement that can be generated, is that without proper guidance that the training is to better serve and have the capacity for effective participation in all areas. This instilled in young people a lack of interest in farming and field.. 7.4.- Gender Equity

The participation of both men and women throughout the implementation process of this project will be an important point to consider.

Whereas Abañin population has not fallen off of many macho attitudes in elementary school parent will more attention in the development of the modules and other educational materials to prepare. 7.5.- Systematization

The collection of documents by concept of enrollment, attendance, performance, designed to take the case records provided in coded and classified files. The themes developed and implemented, and will practice self-evaluation and external evaluation criteria and analysis which will improve inter continuous learning process.

The analysis of documents coded after training sessions conducted in the year, plus interviews and field trips, are basic to systematize the experience. Intervention will be sought throughout the educational unit staff and community members. 7.6.- Economic

The project has an additional contribution to training, to increase knowledge applied to the technical area awork development and harmony.

9.- SUSTAINABILITY This project will support the Local Development Entities Canton Province and NGOs, giving a positive impetus to the educational unit. During the year, will be making the necessary arrangements and organization for this project to be taken by the relevant educational institutions, teachers and parents. The church is a major player development proposals for education for parents, so it will seek the empowerment of a coordinated effort to strengthen and keep running the School for parents. For maintenance of equipment, furniture and real estate in all courses to the general community will apply a cost, which constitute the fund for maintenance and repair of equipment.
