Clovis Community College Center Strategic Plan 2013-2017
As part of continuous improvement, Clovis Community College Center (CCCC) monitors
and evaluates progress on the strategic plan. One element of the fall 2014 Duty Day
activities was a session in which faculty, staff and administrators gathered to evaluate the
previous year’s progress. It was determined through the process that the following
objectives in the strategic plan have been met. Below is a summary of the goals and the
supporting data evidence:
Goal 1 Student Success: Clovis Community College Center (CCCC) is committed to
supporting and assisting students in achieving their educational goals by offering premier
academic, career technical training, and student support programs that enhance students’
abilities to succeed in an increasingly complex and interconnected world.
Clovis Community College Center uses multiple measures to insure students are receiving the
best possible experience. Beginning with high school outreach and ending in transfer or degree,
CCC faculty, staff, and administration focus on improving processes to help students achieve
their goals. For example, several faculty and administrative personnel are on the districtwide
matriculation committee and have been heavily involved in leading the way for districtwide
matriculation processes including creating and implementing online orientation, mandatory
SEPs, and utilizing surveys for student feedback.
Objective 1.1 Implement a clear and concise matriculation process for new students
utilizing the Student Success Taskforce Recommendations (and the 2012 Student Success
Act). (13-14)

Objective 1.5 Establish a baseline that expresses cultural awareness as a result of student
engagement in campus and community activities. (13-14).
Supporting Evidence:
Clovis Community College Center utilizes data from the recent Community College Survey of
Student Engagement to assess this strategic plan objective. There is a wide body of evidence
among the four year institutions that confirm the connection between student engagement and
student success. According to the Center for Community College Student Engagement, learning,
persistence, and attainment in college are associated with college faculty and staff, other
students, and with the subject matter they are studying. Specifically focusing on Community
Colleges, the Center for Community College Student Engagement has been collecting and
analyzing this relationship of engagement using the Community College Survey of Student
Engagement (CCSSE) for over 10 years and has facilitated its administration to nearly 900
community colleges and 2 million students. Using five benchmark factors, the participating
schools are able to gather information with respect to what they are doing well and where gaps
might be for themselves as well as comparable institutions. Questions are specifically aligned to
the WASC Accreditation Standards and to date 34 California Community Colleges are engaging
with the CCSSE. Clovis Community College Center, along with the State Center Community
College District, is committed to administering the CCSSE every other year (with Clovis
Center’s first administration in 2012).
According to the CCSSE website (www.ccsee.org), survey results are provided to member
colleges through institutional reports and Key Findings—an individually tailored executive
summary—via the CCSSE online reporting system by July 31 of the survey year. Colleges access
the CCSSE online reporting system through the “members only” section of the CCSSE website.
The CCSSE online reporting system includes means and frequency reports for all students in the
current CCSSE cohort* and college-specific benchmark, means, and frequency reports. College-
specific reports include comparisons between the college, like-sized colleges, and the CCSSE
cohort and are provided for all students and by enrollment status. Colleges that participate in
consortia also receive reports in which the consortium replaces the like-sized colleges'
comparison group. Additionally, the Center’s campus president receives multiple hard copies of
the Key Findings.

The office of student activities hosts a diverse array of student activities each semester. These
include larger venues such as Rocktoberfest and Spring Extravaganza that includes campus-wide
participation along with vendors, bands, and tours. Additionally, the student activities host a
variety of speakers with diverse backgrounds to speak to students, faculty, staff and

Additionally, the Center started a Multi-cultural Diversity Committee in Fall 2013. This
committee consists of students, faculty, staff, and administrators and developed an operating
agreement to clearly define their role. The purpose of the committee is to “foster a campus
environment that is welcoming, safe, and inclusive to all of our students, staff, faculty, and
administration. We view differences (e.g. nationality, race, gender, age, sexual orientation,
socioeconomic class, physical ability, learning styles, perspective, etc.) not as obstacles, but as
opportunities for understanding, learning, and growth.”
Goal 2. Student Access and Services: CCCC recognizes that it must be responsive to the
population growth of the San Joaquin Valley and is committed to reducing enrollment
barriers.
Objective 2.1 Establish and implement a Clovis Community College Enrollment

Supporting Evidence:
The Clovis Community College Enrollment Management Plan was updated during the 2013-
2014 year and finalized during the Fall 2014 semester by the Center’s Enrollment Management
Committee. The committee’s major revision to the plan was breaking the plan into two major
parts to address the major components of enrollment management:
Part 1:
Marketing, recruitment, and student communications
Student success (Matriculation) and registration
Student support and financial aid
Part 2:
Instruction and scheduling
Enrollment Management Goals:
The committee is collecting data for all of the goals and objectives stated in the plan. Some of
the metrics included in this plan are Registration-to-Go data (number of applications, number of
SEPS, number of fully matriculated students), Clovis411 attendance and survey results, SEP
data, scheduling data (number of day/afternoon/evening classes, number of online courses) and
student achievement data (number of certificates, degrees, and transfer students).
Resources that are helpful to this committee are the weekly Capacity Reports and Distance
Education reports that are produced by the Center’s institutional researcher. The complete plan
can be found on the Enrollment Management Committee’s Blackboard site.
In September of 2013, the Districtwide Enrollment Management Workgroup (DEMW) was
established. Committee members of the Center’s Enrollment Management Committee also serve
on the District-wide Enrollment Management Workgroup (DEMW). These representatives are
Lee Brown (faculty), Kelly Fowler (Vice President of Instruction and Student Services), Doris
Griffin (Dean of Students), Tasha Hutchings (counselor), David Navarro (Outreach Coordinator),
and Leann Ruiz (student).
This workgroup focuses on districtwide enrollment management issues and makes
recommendations to the Chancellor’s Cabinet on districtwide initiatives and enrollment
management strategies. The workgroup strives to meet the second Tuesday of each month,
excluding summers. The membership of the group includes a Vice President, one counselor, one
classified employee, one instructional faculty, and one student government representative from
each of the colleges. Additionally, key District staff from Admissions and Records, Finance, and
Institutional Research actively participate and serve as resources to the workgroup.
During the past year, the DEMW focused on the implementation of the new Student Success
Registration Priorities. That project was successfully completed in March of 2014. Currently, the

group is developing and reviewing components that will be integrated into a Districtwide
Enrollment Management Plan. Those components include the following:

4. Districtwide student persistence and retention strategies
5. Districtwide Enrollment Patterns

Objective 2.2 Implement a matriculation plan for students to complete the critical
matriculation steps as delineated in the 2012 Student Success Act. (13-14)

CCCC is committed to providing the highest quality instructional programs using current
and emerging instructional methods and technologies.
3.2 Implement the process of determining Signature Programs at WICCC as delineated by
the districtwide Signature Program Taskforce as WI plans the future development of CTE
programs and facilities. (13-14)

Supporting Evidence:
In fall 2013, the Signature Programs Taskforce developed a districtwide signature program
definition and program application process. Chancellor’s Cabinet and Communications Council
reviewed the definition and application template and forwarded to constituent groups for review
and feedback. In fall 2014, the vice chancellor of educational services will finalize the document
in Chancellor’s Cabinet and will forward to all the campuses for implementation within the
college’s Program Review Committee.
The Clovis Community College Center’s Academic Senate and Program Review Committee
reviewed and accepted the document to be utilized when a discussion of signature programs
needs to take place.
5. Organizational Development and Effectiveness
CCCC is committed to open and clear communication among its constituent groups and
with its external communities.
5.1 Implement goals and strategies as defined is the District Governance Model as related
to Clovis Community College Center.
Supporting Evidence:
In September, 2013, the District Strategic Planning Committee convened a Planning and
Decision-Making Processes Workgroup comprised of representatives from districtwide
committees. The Planning and Decision-Making Processes Workgroup developed a mechanism
for soliciting feedback on the components of the integrated planning model and decision-making
processes from the groups and individuals who are directly involved in implementing planning
and decision-making. The workgroup presents this process to the District Participatory
Governance Committee (official name TBD). Feedback from the District Participatory
Governance Committee (official name TBD) about the process for soliciting feedback was
incorporated and the Planning and Decision-Making Processes Workgroup implements the
process.
The Planning and Decision-Making Processes Workgroup considered the feedback from the
groups and individuals who are directly involved in implementing planning and decision-making
processes and prepared a Planning and Decision-making Processes Assessment Report in the
November 2013. This Report may include recommended changes to the planning and/or
decision-making processes.
During the latter part of the Fall 2012 semester, the Planning and Decision-Making Process
Workgroup forwarded the Planning and Decision-making Processes Assessment Report to the
District Participatory Governance Committee (official name TBD) for review and comment. The

Planning and Decision-Making Process Workgroup incorporated the feedback as warranted and
forwarded the Planning and Decision-making Processes Assessment Report to the Chancellor.
During the Spring 2014 semester, the Chancellor reviewed the Planning and Decision-making
Processes Assessment Report with the District Strategic Planning Committee and determined
which changes will be made in the planning and decision-making processes. The District
Strategic Planning Committee prepared an information report on this assessment for the Board
and the resulting changes to the planning and decision-making processes. This report was also
distributed Districtwide. The District Strategic Planning Committee’s ad hoc committee on
Integrated Planning prepared an updated version of the State Center County Community College
District Integrated Planning Manual which includes information regarding the district-wide
decision making process.
The result of this workgroup was the State Center Community College District Decision Making
Resource Manual: Structure, Function, and Alignment. The purpose of this resource manual is to
describe how decisions are made in the State Center Community College District and has been
developed with the goal of improving communication and trust across SCCCD. These decision-
making processes reflect the mechanisms by which SCCCD ensures that there are opportunities
for meaningful collaboration and that the voices of the constituent groups are heard in making
decisions. This manual was reviewed multiple times during the Spring 2014 semester with a final
recommendation to Chancellor’s Cabinet from the retreat’s workgroup. The Planning Retreat
took place in June 2014 and included the campus presidents, vice chancellor of educational
services and institutional effectiveness, and the district’s public information officer. The final
document has yet to be approved and distributed…
Goal 6. Organizational Effectiveness
CCCC is committed to continually improve its organized process to ensure its institutional
effectiveness and accountability.
Objective 6.7 Implement goals and strategies as defined is the Integrated Planning Model
as related to Clovis Community College Center.
Supporting Evidence:
The State Center Community College District Integrated Planning Manual is a guide to
integrated planning at the District level. The processes described in the manual identify ways that
constituent groups participate in and contribute to district-level long–term and short-term
planning. This document begins with a description of State Center Community College District’s
(SCCCD) integrated planning model. This planning manual and other planning and assessment
documents are located on the district intranet for review.
Clovis Community College Center, along with Fresno City College and Reedley College, have
integrated planning processes that are linked to one another. The campus level planning
processes link to District-level planning in two ways:

The District Strategic Goals establish the districtwide institutional objectives. The
campuses in turn adopt these objectives and develop action plans that contribute to the
achievement of the District Strategic Goals.
The annual progress report details progress on the District Strategic Goals and District
Objectives as well as campus goals and objectives.
The Vice Chancellor of Educational Services and Institutional Effectiveness is responsible for
ensuring the State Center Community College District Integrated Planning Manual is reviewed
and updated annually to maintain credibility as a valuable resource. The annual update prepared
by the District Strategic Planning Committee (DSPC) reflects minor changes, such as
descriptions, timelines or processes. In addition to this annual review of content, the planning
processes described in this document are evaluated every four years. The assessment is part of
SCCCD’s assessment of its decision-making processes. This timeline and assessment process is
described in the “Assessment of Planning and Decision-Making Processes” section of this
document.
As an overview, the assessment includes gathering input districtwide and then using those results
to prepare an assessment report that is submitted to the Chancellor’s Cabinet. DSPC reviewed
the assessment report and recommended revisions to Chancellor’s Cabinet on planning
processes.
The State Center Community College District Integrated Planning Manual is then updated to
reflect any agreed-upon changes in the planning process. Through these two review processes,
one completed on an annual basis and one completed over four years, this document is
maintained to reflect the inevitable changes in planning processes that are to be expected as part
of SCCCD’s cycle of continuous quality improvement.
Clovis Community College Center incorporates and aligns the key components of the State
Center Community College District Integrated Planning Manual into the manual into the CCC
handbook, which is the foundation for planning. We assess the progress toward achieving the
center’s planning goals . . is the foundation upon which the Center uses in the assessment of the
progress made toward achieving the Center’s planning goals and making decisions regarding the
improvement of institutional effectiveness in an ongoing and systematic cycle of evaluation,
integrated planning, resource allocation, implementation, and re-evaluation.
Goal 7. CCCC is committed to optimizing its resources while maintaining its fiscal
integrity.
Objective 7.3 Implement a process to identify gaps in program needs that could be
addressed through appropriate grants and other resources.

Goal 8. CCCC is committed to fulfilling the accreditation and state requirements to become
a stand-alone college including the successful submission of the Needs Study and also
receiving Initial Accreditation Status after the Spring 2015 ACCJC Team Visit.
Objective 8.1 The Needs Study report required for CCCCO will be completed by Fall 2013
with the ACCJC Self Evaluation report completed by Spring 2015 in preparation for the
Spring 2015 ACCJC Visit. (13-14)
Supporting Evidence:
The Clovis Community College Center Needs Assessment Report was submitted to the
California Community College Chancellor’s Office in Fall 2013. After a thorough review by the
staff members at the state’s Chancellor’s Office, the Needs Assessment Report was submitted to
the Board of Governors in May 2014 for approval. The Board of Governors supported and
approved the CCCC Needs Assessment Report at their May 2014 meeting and also approved of
the name change from Willow International Community College Center to Clovis Community
College Center.
Update: The Center received a letter on Monday, November 17th
, from ACCJC (via email)
indicating that the Center’s Substantive Change Report requesting to change the name from
Willow International Community College to Clovis Community College Center was approved at
the Commission’s November 6, 2014 Substantive Change Meeting.
