Closure Public Participation Fact Sheet Oasis Car Wash (RO 1147) 1721 Watt Avenue, Sacramento, California Comment Period – May 1 through July 1, 2013 Introduction This fact sheet has been prepared to inform surrounding community members about the proposed environmental remediation case closure associated with former underground storage tanks (USTs) which leaked fuel at the Oasis Car Wash location during the time it was called Suburban Car Wash located at 1721 Watt Avenue, Sacramento, California. The Closure status has been approved by the Sacramento County Environmental Management Department (SCEMD) pending this Comment Period. Site History The site is presently used as a car wash and oil lube service. The site had two USTs that were removed in the 1990s. Soil contamination was discovered and over the past years environmental investigations and clean up of the soil contamination was conducted with the oversight and approval of the SCEMD. Environmental Investigation & Remediation Complete The depth to groundwater is approximately 105 feet below ground surface (bgs) and the gasoline affected soil was limited to a vertical depth of 20 feet bgs. Petroleum hydrocarbons and fuel oxygenates detected in soils in 1996 have been removed from beneath the Site by a Soil Vapor Extraction (SVE) system operated from 2009 to 2011. The SVE system data indicates that the system has removed the “practically extractable” mass of gasoline range hydrocarbons from the subsurface soils beneath the Site. The SVE System was as efficient (as technically practicable) with a 99% reduction in volatile organic compounds (VOCs). Any residual petroleum hydrocarbon mass is bound (adsorbed) to the finegrained silt and clay layered sand lenses of the vadose zone. The results of the soil vapor assessment indicated that any residual hydrocarbon mass remaining in Site subsurface would not pose a threat to indoor air quality at the Site. Based on the foregoing analysis, the distances from public water supply wells and the lack of potential exposure to sensitive receptors, the Site provides a low risk to public health, safety, and the environment. Therefore, based on the information submitted for the Site and the summary of data provided to date, the SCEMD has approved closure (pending public comment period) of environmental investigation and remediation activities at the site. Proposed Action Unless significant comments are received or new information is presented regarding the site, SCEMD staff plans to complete the environmental case closure of the Oasis Car Wash site after the public comment period ends on July 1, 2013.
