Resilience Vision

By 2025, all villages have access to roads and to domestic

water supply and road. Natural resources are sustainably

managed and new green economic activities are created.

The climate plan for mitigation and adaptation to CC in the

region is functioning and it is articulated with resilient

development plans in each municipality.

Development of strategies

•Adaptive capacity•Awarness and participation•Infrastructures•Application of laws and policies•Poverty and social vulnerability•Availability of funds•Transparency of decision-making and management processes•Governance•Multi-stakeholder coordination•Climate change uncertainty•Access to information•Accountability

Principal factors affecting Vision

Factors categorization

• 1. Application of laws and availability of funds• 2. Application of laws without availability of funds• 3. Laws not applied and availability of funds• 4. Laws not applied and funds not available

Scenarios

• Increasing awareness and adaptive capacities

• Installation of domestic water network

• Infrastructure development• Forest conservation• Development of sources of income• Funding green economy• Enhance education

Pilot actions in the context of SEARCH Resilience framework

Component Element Attribute SEARCH intervention

Diversity

Economic services

Increase of government contribution

through funds of Morocco Green Plan

Livelihoods Increase of sources of income

Improvement of tree fruits and aromatic herbs plantation

Natural services Promotion of integrated land use planning

Elaboration of a tool kit to integrate climate change and land use planning in municipal development plans

Capital innovation Built capital

Partial improvement of domestic water supply

domestic rainwater harvesting

Increase of technical experience available

through trainings on aromatic herbs planting and through constructing rainwater harvesting systems

Self-organization

Local level

Shift of number and type of CBOs from present to active

increase of number of CBOs by creation of one association of farmers and two groups of women, empowerment of one agricultural cooperative of women

introduction of a process of facilitation and leadership

through a technical team grouping key stakeholders working with communities, CBOs, municipalities and others

Intermediate level

enhancement of cooperation between local organizations

Equity between stakeholders involved at different levels and in facilitation team

Learning Capacityempowerment of capacity

training of farmers, introduction of new agricultural practices, publication of several documents as learning tools, exchange of information, facilitation of group processes

Is there any shift in resilience?

We learned to learn by doing… concretizing some blurry initial ideasWe adapted tools and techniques… with critique and innovationWe initiated processes… engaging different institutions and interestsWe helped people… enriching livelihoods and diversifying opportunities

Thank you IUCN and all its partners in the Region
