Three legs to run safer
• Closer : implementations cannot be satisfied only by EC technical guidelines
• Cheaper : new economic model of IGN
• Faster : minds are evolving faster than some expected
• We enter in the era of implementation of rules.

Since last INSPIRE Conference
• Transposition is done
• The national structure of coordination is renewed, supported by IGN, the French mapping agency
• Regional coordination is strengthened
• Data sharing joins PSI directive in Open Data movement

Metadata : toward French guidelines
• Translation of guidelines, with examples from local authorities
• Definitions : spatial datasets (to better report) :– A set of geographic data released on a dominant theme.
• Managing INSPIRE and ISO rules– Leading data managers are confortable with ISO and
reluctant to change to Metadata implementing rules
– Tools will stay in ISO, so we decide to develop INSPIRE template

• Recommandations for spatial data managers– To escape from traps of misunderstanding
• A regret : it would be better to work with other SM– But time is lacking and we run in our lane

Data sharing
• A major framework agreement between Government and IGN
• Funding the entire production of reference elements underpinning most local productions
• For public authorities, except commercial activities
• Through the web :– published in wms & wms-c
– Co-visualisation of INSPIRE datasets on French Geoportal

Update of adress process
• Today :– A lot of flux, not well monitored,
– Quality of databases under question
– a very ineffective situation (for emergency and postal services)
• A thematic working group with local and national public authorities, Postal Agency, IGN…
• Tomorrow ?– Tri-level synchronisation
– A national Adress dataset

Open data surge
• More and more cities come to Open Data.
• Most of the time, it is based on spatial datasets,
• Sometimes through web services.
• The French Government launches its Open Data policy – Data.gouv.fr website will open by the end of 2011
• It should be a consumer of French SDI

In conclusion
• Coordination is growing :– (First?) Working group for a better organisation of a
reference data production
– Experience sharing between local and national
• An larger dissemination of reference data
• An Open data surge using (or made possible by) SDI
INSPIRE directive gives a frame to structural changes
A new frontier is at hand!
