R U L E S O F T H E B U S

I M P O R T A N T ! P L E A S E R E A D :

These rules are designed for passenger and driver safety and for the efficient performance of the CCPT bus system. If you fail to comply with any of the following rules, the bus driver has the authority to ask you to leave the bus and/or deny you admittance to the bus. If you refuse to leave the bus when asked by the driver, the police will be called. If appropriate, the Planning Office may issue you a ban from CCPT services for a period of time.

1. BE SAFE.

Use caution around CCPT vehicles. Unlike stopped school buses, NYS law allows drivers to pass public transit vehicles. A driver may not see you if you are trying to cross the road near a large vehicle such as a bus. Please wait for the CCPT bus to depart before crossing the road. CCPT drivers WILL NOT wave you across.

Board the bus in an orderly fashion. Do not push or shove others or walk into the road in front of the bus. Do not hit or bang on the bus. Do not throw anything at the bus.

Be safe. Do not try to move about the bus while it is in motion. Do not unnecessarily distract the driver. This includes unnecessary chatting with the driver or arguing with other passengers. Do not scream, yell, throw

anything, or create loud noises. Do not play music unless you are using headphones with the volume low so nobody else will hear it. Do not throw any objects while on the bus or cause any objects or body limbs to go out the bus windows.

Be sanitary. No smoking, eating, or drinking is allowed on the bus. You must have clothes on, including a shirt and footwear. Do not litter on the bus. Do not board the bus if you have exposed wounds; bodily emissions and exposed bodily fluids are not allowed on the bus. Do not perform any personal hygiene tasks while on the bus. Do not board the bus if you are emitting an odor which other passengers may reasonably find to be overly offensive.

Be courteous. Follow the drivers’ instructions; they are for everyone’s safety. Illegal activities, gambling, disorderly conduct, and vandalism are not allowed on the bus. Respect other passengers. Offensive language is not allowed on the bus. Do not make threatening statements. Solicitation of goods or services is not allowed on the bus. Do not steal, or attempt to steal, from others on the bus.

 2. TRAVEL LIGHT. With the exception of foldable strollers, you may not bring more bags or personal items onto the bus than you can fit on your lap while seated. CCPT drivers cannot help load or unload your groceries or other personal items. For safety reasons, bicycles may not be stored inside the bus. All CCPT vehicles are equipped Page 4 of 42

with exterior bike racks. Use of our bike racks is free of charge.

Items prohibited: Firearms, knives, and other weapons are not allowed on the bus. Do not bring used syringes, illegal drugs, open containers of alcohol, car batteries, flammable liquids, or any other potentially dangerous item onto the bus. Do not bring trash or items for recycling onto the bus. Except for service animals protected under the ADA, you may not bring an animal onto the bus unless it is kept in a pet carrier small enough to fit in your lap.

Items protected: Service animals will not be denied admittance onto a transit bus -unless the animal is out of control- and no extra charge will be required for the service animal to board. Oxygen tanks for personal medical use will be transported, however if the oxygen tank cannot be properly secured per USDOT guidelines, then the passenger may be denied transportation for safety reasons.

3. FARE IS MANDATORY. Passengers must pay the appropriate fare EACH time they board the bus, and if they stay on a bus that begins a different route or service. For example, if a passenger paid $3 to board the “Lyon Mountain” route in Cadyville and the passenger wants to stay on the bus when the bus changes to the “Clayburg” route at the Government Center, they must put $3 more into the farebox. (PCA), someone who is riding the bus for the sole purpose of assisting another passenger who has a disability and who is also traveling together with this other passenger between the same points, will not be charged a fare. Passengers must provide their own PCA. Passengers moving from one bus to another must pay the fare if boarding a new route. Another exception is when a passenger changes buses to stay on the same route because of a driver shift change; in such situations no fare is charged to stay on the same route. The driver ending their shift will radio the driver beginning their shift to let them know about the passengers changing buses but not changing routes. Please have the exact change for passes and fares as the drivers cannot make change. All fares and money to purchase passes goes into the farebox. For CCPT, a “senior” is someone who can show proof of being 60 years of age or older.

C C P T F A R E S, T O K E N S, A N D P A S S E S

Only cash, CCPT tokens, and CCPT passes are accepted on CCPT buses; NO CHECKS OR CREDIT CARDS. Tokens and passes can only be purchased with cash. Tokens and passes CANNOT be purchased using other tokens and passes. No refunds or returns. CCPT is not responsible for lost or stolen passes.

“City” Fares: $2.00 for trips on regular routes (NOT the Rural Zone Service) completely (beginning and ending) within the “City” Fare Zone (please see the map on page 5). The Senior Discount Card reduces this fare to $1.00. Trips on the CCC Seasonal, Express Shuttle, North End, South End, and West End routes always use the “City” fare.

“Rural” Fares: $3.00 for trips on regular routes (NOT the Rural Zone Service) beginning and/or ending outside of the “City” Fare Zone. The Senior Discount Card reduces this fare to $2.00.

Deviation Surcharge: Call 518-561-1452 the day before or up to two weeks ahead to have the bus pick you up or drop you off within 3/4 mile of a bus route. Arrangements must be made while CCPT dispatch is open, which is between 8:00 am and 5:00 pm Monday through Friday. Deviation requests for Monday must be made before 5:00 PM on the previous Friday at the latest. There is a cost of

$1.50 for the deviation which is in addition to the regular fare (“City” or “Rural”). The Senior Discount Card reduces this additional cost to 50 cents. Cash, commuter passes, and tokens can be used to pay for deviations.

Rural Zone Service Fare: $10.00 regardless of pick-up location. Seniors 60 years old and older who have completed the informed consent release form will have their fare for the Rural Zone Service covered by Office for the Aging.

Children under six years of age must be accompanied by an adult. A fare is not charged for children under six years old but the appropriate fare is charged for the adult.

Specials: Travel completely within a hamlet is charged the “City” Fare even though it is outside the “City” Fare Zone. (Example: 2nd Street in Lyon Mountain to Lyon Mountain Post Office.)

Tokens: CCPT bus tokens are each worth $1 toward fares.

Commuter Passes can be purchased for $10 cash and have twenty-two $0.50 boxes which can be used toward fares. Commuter Passes can be purchased on the buses or at the County Planning Department.

Student Passes can be purchased by students for $30 cash and cover unlimited regular fares (“City” and “Rural”)

for a calendar month. Student Passes DO NOT cover Deviation Surcharges or Rural Zone fares.

Day Passes can be purchased from drivers. The Day Pass covers unlimited “City” Fares for a single calendar day. Day Passes DO NOT cover deviation surcharges, “Rural” Fares, or Rural Zone Service fares. The Day Pass costs $4.00 cash. The Senior Discount Card reduces this cost to $2.00 cash.

Bus Schedules and other printed materials are available in larger print upon request by contacting the Clinton County Planning Office at (518) 565-4713.

Accessibility: All CCPT buses are equipped with wheelchair lifts or ADA accessible ramps. Any passenger who would prefer to use the wheelchair lift or ramp instead of the stairs can do so. Ask the driver and they will operate the wheelchair lift or the ramp.

CCPT drivers announce the names of scheduled stops.

Individuals with hearing impairments may contact CCPT by using the TDD relay by calling 1 (800) 662-1220.

Mobility Devices: For safety, all mobility devices such as wheelchairs, scooters, rollators, and walkers must be secured by using the bus’s securement system, regardless of whether the device is occupied or not. (Neither a passenger or their mobility device will be denied transportation if the device cannot be secured. A passenger can be denied transportation if they refuse to allow their mobility device to be secured.)

We recommend, but do not require, a passenger sitting in a mobility device to make use of the lap belt and shoulder harness seatbelt available in the securement station. If you would like assistance with the seatbelt you may ask

the bus driver to assist you.

For safety we request, but do not require, a passenger using a three-wheel scooter to transfer to a regular seat if they are reasonably able.

Please reserve the front seats for seniors and passengers with disabilities. You may be asked, but you will not be required, to give up your seat as a courtesy to another passenger. Many CCPT buses are equipped with flip-seats which may need to be turned up to accommodate a wheelchair. Please move from these seats if the wheelchair position is needed.

Per FTA Circular 4710.1 page 6-2, CCPT is not required to provide alternative transportation for a passenger using a wheelchair if all securement locations in the bus are already occupied. However, it is CCPT policy to try to dispatch an additional bus if possible to accommodate the passenger.

Title VI Statement: No person shall on the grounds of race, color, religion, national origin, sex, age, or disability be excluded from participating in, or denied the benefits of, CCPT services.

C O M P L A I N T P R O C E D U R E S

Formal complaints should be submitted in writing to the Clinton County Planning Office at 135 Margaret Street, Suite 124; Plattsburgh, NY 12901. When making a complaint, please provide as much information as possible to assist CCPT in resolving the problem. CCPT’s complaint form is available on www.clintoncountypublictransit.com, at the Planning Office, and on CCPT buses by requesting a form from the bus driver. If you would like to have a complaint form sent to you, please contact the Planning Office at (518) 565-4713 or [email protected] to request that one be mailed or emailed to you.

The day to day operations of CCPT are performed by an operator contracted by Clinton County. All drivers, dispatchers, and management are employees of the contracted company. The contractor can be reached at (518) 561-1452. If you have brought a concern to the attention of the operator and you feel it has not been addressed, please contact the Clinton County Planning

CCPT services DO NOT operate on the following holidays: New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day, and December 25th (Except for the CCC Seasonal route which operates on Labor Day if Clinton Community College classes are in session). CCPT typically ends service early on December 24th and New Year’s Eve. Flyers are posted on the buses with the end of service times.

T A K I N G T H E B U S

Please be early to catch your bus and wait visibly where the bus stops. If you are unsure where to wait for the bus, call (518) 561-1452 to ask.

Please keep in mind that the times listed in the schedule are our best estimates; circumstances including traffic and weather can affect the actual time the bus arrives. The bus may arrive before the scheduled time, but buses are not allowed to leave a stop early. The driver goes by the clock on the bus, which may not match your timepiece. Please be early at your stop to make sure you do not miss your bus. Buses will not backtrack to pick-up someone who has missed the bus.

Traveling Tips: Check the destination sign or ask the driver to ensure you have the correct bus. Dress for the weather. If you are riding the bus near dawn or dusk or

after dark, wear light colored clothing and carry a reflector or flashlight so that the driver can see you. Keep a bus schedule with you.

Flag Stops: CCPT buses can be waved down. The bus will stop anywhere along its route as long as it is safe to do so. This is called a “flag stop”. If you are worried the driver may not see you, call (518) 561-1452 so dispatch can radio the driver to let them know to look for you. The deviation surcharge is not charged for performing Flag stops.

“UR” Upon Request Stops: Some CCPT routes include Upon Request or “UR” stops. These stops are only performed if requested by a passenger. Unlike a Flag stop which is along the route, a UR stop typically involves pulling into a parking lot that the bus would not otherwise pull into. The deviation surcharge is not charged for performing UR stops. When you board the bus, let the driver know which UR stop you want to get dropped off at. Or if you need to be picked up at a UR stop, call CCPT at (518) 561-1452. For a UR pick-up on Saturday, make sure to call CCPT Dispatch before 5:00 PM on Friday at the latest.

In all situations, the bus driver will not put the bus in an unsafe position or a place where it may become stuck in the snow or the mud. It may not be possible to safely park the bus as close to the entrance of a building, or other Page 15 of 42

particular location, as the passenger would like. The passenger may have to traverse a driveway, a road, a parking lot, a city block, etc. to get between the bus and their location/destination.

Some bus stop locations may not be obvious. You can call us to ask exactly where to expect the bus. Here are some examples:

The main bus stop is on Cornelia Street just around the corner from the Clinton County Government Center (137 Margaret Street). There are two bus shelters there. You will see a number of buses there between about “quarter of” and fifty-three minutes after each hour during the times that we run. This is a great place to change between different buses to get to where you need to go. The Planning Office is nearby at 135 Margaret Street. You can get bus tokens and student bus passes at the Planning Office. Schedules and commuter passes are available both in the Planning Office and from the bus drivers. Day passes are only available from the bus drivers.

The bus stop at Consumer Square is along the wide sidewalk area about halfway between Walmart and Sam’s Club. We park here instead of directly in front of Walmart

because it is safer to avoid the heavy pedestrian traffic by the doors. Walmart says that the covered seating area which is outside next to the “grocery” entrance is available for the general public to use as a shelter while they wait for the bus. You can make arrangements with us in advance if you would like the bus to deviate to other stores within Consumer Square.

The bus stop at the Champlain Centre Mall is on the back side, across from JC Penny. This mall entrance does not go directly into any particular store, but if you go inside there you will find “the machine” with the moving parts and pool balls. You may request a deviation in advance if you would like to get picked up or dropped off at a different entrance.

CCPT Rural Zone ServiceArrange a ride on CCPT’s “Rural Zone” Dial-a-ride service by calling CCPT dispatch during normal business hours: Monday through Friday between 8:00 am and 5:00 pm at 518-561-1452. Call the business day before your trip (call Friday for a Monday trip) or up to two weeks ahead. The map on the previous page shows the service zones. Zones 1 and 2 (northern Clinton County) are served on Tuesday, Thursday, and Saturday. Zones 3 and 4 (southern and western Clinton County) are served on Monday, Wednesday, and Friday. Services may be closed on certain holidays or due to weather.

The Rural Zone service only runs if a trip has been arranged, and only stops at the destinations within our “City” service area listed below if the specific destination is requested. Please make use of our regular routes and deviations to access locations within Plattsburgh not served by the Rural Zone service. FLAG stops are allowed on the Rural Zone service anywhere along the way, though the path taken by the bus will change from day to day depending on what arrangements have been made. The fare is $10 regardless of pick-up location. Seniors age 60+ who have completed the necessary paperwork will have their fare covered by Office for the Aging.
