Components of the Framework

Capacity building investment:National capacity upgrade: 70 countries do not

have basic climate services;

Regional centers: 4 new centers and 4 upgraded (would fill gaps in existing system);

Observing stations: an additional 100 surface & 10 upper air stations (approx) needed;

Governance and management to be set up ASAP;

Total investment USD 50-100 M. a year 2012 - 21
