‒ Article 6 of the UNFCCC commits all Parties to promote and work towards climate change education, training and public awareness and encourages its widest participation in this process, including that of civil society
‒ It therefore emerges as an underlying issue for capacity building, development and transfer of technology, and response measures for adaptation and mitigating actions in developing countries
‒ Key for implementation of national policies
and core in National Climate Actions of Ghana
ARTICLE 6 OF THE UNFCCC,
NATIONAL CLIMATE CHANGE POLICY & INDC
It was therefore strategic, for the National Climate Change Policy (NCCP) to mention Capacity Building, Education, Information and Communication as systematic pillars which must be built on in order to achieve the objectives of the policy, among others
These implementation pillars were also indicated in Ghana’s INDC to inform the long-term goals of the adaptation and mitigation actions, particularly:o Capacity-building;o Outreach by informing, communicating and educating
the citizenry ando international cooperation.

THE CC LEARNING STRATEGY
The National Climate Change Learning Strategy (NCCLS) is being developed with the objective to:
‒ Foster systematic and country-driven process to enhance CC Learning for adaptation and mitigation actions and
‒ Strengthen institutional capacity for good governance, institutional coordination, science and innovation, accountable monitoring andreporting
FOCUS OF THE LEARNING STRATEGY
The Learning Strategy therefore focuses stakeholdersinputs based on:
- climate change capacity needs- learning needs as well as - capacity to deliver the climate change actions
Based on 5 Priority Areas of the NCCP & which also amply reflect the strategic areas in Ghana’s INDC
(i) Agriculture and Food Systems(ii) Disaster Preparedness and Response (iii) Natural Resource Management (iv) Equitable Social Development and (v) Energy, Industrial, and Infrastructural Development
