The global climate change has a far-reaching impact on human being’s
survival and development.

China, as a responsible developing country, attaches a great importance to the global
climate change.
In 2009, the Chinese government had set up the
emission reduction targets by the year of 2020 :
♦ reduce carbon-dioxide emission per unit of GDP by 40% to 45% ;
♦ the non-fossil energy per unit of energy consumption being 15%;
♦ 40 million hectares of the forest area increased;
♦ 1.3 billion m3 of stalking volume increased.

Water is the most direct and important area affected by the global climate change.
In recent years, the uneven distribution of water resources in timing and space becomes more obvious, the extreme climate events occur more frequently.

Affected by the heavy rainfalls and the earthquake in Sichuan Province in 2008, a number of rock-mud flows occurred in Gansu and Sichuan provinces and other places which caused serious injuries and deaths.

II. Climate Change Adaptation in relation to Water Resources Management in China

the Chinese Government attaches great
importance to the adaptation of climate change
to ensure the water security.

The strict water resources management system will be carried out and taken as an important means to promote the transformation of economic development mode.

The construction of the South-to-North Water Division Project will be speeded up to form the network for better and strategically distributing water resources from south to north and east to west.

The systems focused on water demand management and based on water right and water marketing will be established so as to easily set up the mechanisms for saving water and form a self-disciplinary development mode.
