A key driver for action is Climate finance, but…

Direct Access projects are scarce

41 of 75 Accredited Entities of the Green Climate Fund are Direct Access Entities but around 76% of its funding went through International Access

Entities.Similarly for the Adaptation Fund, only 36% of its funding went to National

Implementing Entities.

Support for building endogenous capacity is

inadequate

There are about 20+ active providers globally, and very few in Asia and the

Pacific.

Available financing is insufficient

In Asia, conservative estimates for infrastructure climate‐proofing alone

exceed $200 billion per year

Urgent scaling‐up of climate adaptation is necessary.

Participation of all players at the local level through Direct Access projects is key in scaling‐up climate change mitigation and adaptation

Strengthening institutional and human capacity at the local level is therefore necessary to sustainable climate action

Ensure measures to safeguard livelihoods
