Context

• In Dec 2018, government announced CleanBC to reduce climate pollution and build a low-carbon economy

• Includes CleanBC Program for Industry (CPI) with the following objective:– Enhancing British Columbia’s competitive advantages while

reducing our own GHG emissions intensity

• Two CPI Initiatives:– CleanBC Industrial Incentive Program (CIIP): incentive

payments based on operations’ emissions intensity compared to a world-leading performance benchmark

– CleanBC Industry Fund (CIF): funding for industrial emissions reduction projects

• The program is funded by the carbon tax paid by industry above $30/tonne

Program Requirements

Eligibility Criteria:

• Must be a GGIRCA “reporting operation”

» Emit 10,000+ tC02e, excl. Sched. C Biomass

» Submit an emissions report for the previous reporting year by deadline of current year

» Not a waste treatment, power generation or natural gas distribution operation (ineligible sectors)

• Material non-compliance under GGIRCA could result in ineligibility or impact future payments under CIIP

• Must submit a certified CIIP application with complete additional information (production, energy imports/exports, etc.) together with verification statement and verification Report (+25,000 tCO2)

Transition

CIIP 2019Transition Year

• Collection of data and developing Benchmarks.• Incentive Ratio of 75% to all applicants.

CIIP 2020Transition+ Year

• Assessing and improving the program.• Recognizing the competitiveness concerns and COVID-19.• Incentive Ratio based on emissions performance with 75%

floor payment subject to submitting eligible Emissions Reduction Plan (ERP).

CIIP 2021 Regular Year

• Continuous Improvement• Carbon Tax froze at the level of 2019 because of COVID 19• Incentive Payment based only on emissions performance.• Funding available to CleanBC Incentive Fund is expected to

increase substantially.

CIIP 2021 Updates

• Updated CIIP Web Application (“CIIP System”).

• Updated guidance documents and calculators.

• Certification step by certifying official prior to each submission is replaced by applicant sign-off by the person submitting.

• Certification step by certifying official is merged with grant letter.

• There will be no Initial Payment.

• No minimum incentive payment floor (i.e. ERP).

• Verification requirement is the same as beforeo more comprehensive verification policy for next CIIP cycle.

Registration & User Access

• To complete a CIIP application:• Register on the CIIP Web Application (“CIIP System”) at

https://ciip.gov.bc.ca/• On the CIIP System, request access to the operator for which

to complete a CIIP application • Access to an operation on the CIIP System allows users to see data

from the operator’s SWRS GHG Report• The Operation Representative must authorize the applicant’s

access request • CAS grants/rejects access to the user as authorized by the

Operation Representative
