CAMPAIGN CLEAN INDIA/CHANDIGARH
A state level Workshop was conducted by Chandigarh Administration as
an introduction to the Campaign Clean India, Chandigarh Chapter on 24th September
2012. On this day, Chandigarh Administration observed “Clean Chandigarh Day”
by successfully organising Cleanliness Drives at Plaza, Sec-17 and at Railway Station.
The Report of activities successfully carried out by Chandigarh
Administration has been documented as placed below.
Chandigarh Administration organized two major Cleanliness Drives along
with a State Level Seminar on 24th September, 2012 as per the schedule given
below:-

CLEANLINESS DRIVE AT PLAZA, SEC-17
Approximately 300-400 participants from all the sections of the Society
including Government Officials, Business Promotion Council, Hotel and Restaurant
Association of Chandigarh, Schools, Colleges, Hotel Management Institutes, Police,
Municipal Corporation, etc gathered to take an oath to keep the City Clean. Secretary
Tourism, Chandigarh Administration apprised all about the “Campaign Clean India”
and then raised the Slogan “Chandigarh Ko saaf kaun karega – Hum karenge, Hum
Karenge”, “Chandigarh Ko saaf kaun rakhega – Hum rakhenge, Hum rakhenge”.
Chandigarh Tourism, Chandigarh Administration distributed T-Shirts specially
designed for Clean Chandigarh Campaign to all the participants. Then, all joined
hands in cleaning the venue actively for 2 hours. All the participants were served light
refreshments in the end.
CLEANLINESS DRIVE AT RAILWAY STATION
CHANDIGARH TOURISM in collaboration with CHANDIGARH HOSPITALITY
ASSOCIATION carried out a cleanliness awareness drive at the Chandigarh Railway
Station on 24th September 2012. The event started with cleaning of the railway
station in which, bills pasted on the station walls were removed, walls with tobacco
stains were washed, windows were cleaned, littering from the floor was cleared ,
excess growth of grass on the berms was raked and the general public was educated
on the benefits of a clean environment. After an extensive cleaning of the railway
station the passengers from the shatabdi express were greeted with thunderous
applause to welcome them to our city beautiful.
Secretary Tourism, Chandigarh Administration also participated with a lot
of vigor in welcoming the passengers. The drive was very successful and was very
well attended by approximately 75 participants from Chandigarh Administration,
Chandigarh Hotel Association, Railway Staff, Students from Chandigarh institute of
hotel management, etc.
Chandigarh Tourism, Chandigarh Administration distributed T-Shirts
specially designed for Clean Chandigarh Campaign to all the participants. All the
participants were served light refreshments in the end.
SEMINAR ON CLEAN CHANDIGARH
Worthy Adviser to the Administrator, UT Chandigarh inaugurated the
Seminar by lighting the lamp. Dignitaries from Chandigarh Administration including
Commissioner, Chandigarh Municipal Corporation, Secretary Tourism, Chandigarh
Administration, SP, CITY, Director Tourism, Chandigarh Administration along with
other esteemed guests from Hotel Management Institutes, Hotel and Restaurant
Associations, Schools, Colleges, Municipal Corporation, NGOS, Corporate etc, were
present.
The Secretary Tourism welcomed all the participants present and
apprised them about the successful Cleanliness Drives that were organized at two
very important destinations in Chandigarh, that is, sector 17 Plaza and Railway
Station and also said that the importance of cleanliness cannot be overemphasized.
The Director Tourism gave a presentation (Click to see presentation) to
highlight the key aspects on the Scheme of Clean Chandigarh Campaign, rolled out in
consultation with Ministry of Tourism, Govt. of India which Chandigarh Administration
plans to launch/implement in the days to come.

Key Points:
Need of Tourist Police: was first suggested after certain untoward incidents
took place involving foreign nationals, especially in Goa. The recent terror
attack in Mumbai has hastened the need for a separate security cover to instill
confidence in the tourists in India.
Training & Education to Tourist Police: Proper training is being imparted to
30 more ORs at Dr. Ambedkar Institute of Hotel Management, Sector 42,
Chandigarh in order to strengthen the Tourist Police Unit

available transport to reach desired destination.
Help tourist in procuring tickets for museums, resorts, transports,
movies and also to protect them from touts and black marketers.

“MANAGEMENT OF MUNICIPAL SOLID WASTE”
Presentation by Mr. K.R. Chirwatkar on behalf of Commissioner, Municipal
Corporation.
Key Points:
Municipal Corporation Chandigarh manages Solid Waste in 56 Sectors, 41
urban slums/colonies / M.C. villages apart from erstwhile N.A.C.
Manimajra.
Approximately 350 tonnes of Municipal Solid waste is generated per day
in the city and the same is handled and collected door to door by the
cycle rickshaw carts managed by the Sector Welfare Associations/
N.G.Os. / individuals and thereafter the door to door collectors do the
sorting and store the garbage in the garbage containers at the Sehaj
Safai Kendras with the help of their own cycle rickshaw carts. There are
30 Sehaj Safai Kendras and other earmarked locations in the city.
To mobilize the public participation, Information, Education and
Communication (I.E.C.) Activities by way of Sanitation Campaigns,
lectures in schools/ colleges and public address through mega phone are
prominently provided to the residents for methodology of Management of
Municipal Solid Waste to avoid littering and keeping their surroundings
neat and clean to maintain the status of Clean Chandigarh.
The Garbage is transported through vehicles i.e. Mechanical
Transportation by deploying Refuse Collector Compactors, fast moving
dumper placers and tractor carrier sets to the Garbage Processing Plant
for its processing into Refuse Derived Fuel (RDF) pellets.
However, the plant is in the stabilization mode and the remaining
garbage and inerts produced by the Garbage Processing Plant is being
dumped in the notified Dumping Site and is treated with the Effective
Micro Organism & Micro Nutrients Solution thereby sanitizing and making
the garbage odourless before the same is treated with the earth layer at
the Dumping Site and later on dumping site is converted into Green Belt.
FUTURE COURSE OF ACTION:
The approach of Chandigarh Administration will be to elicit the
support of the Society and spread the awareness about the importance of Cleanliness
and Hygiene. The Chandigarh Tourism, Chandigarh Administration is bringing
out newspaper advertisement in the days to come and shall start the
implementation as per the guidelines provided by MoT, GOI collectively with the
NGOs, schools, Police Dept., other Departments, etc. The Seminar ended with the
following suggestions from Adviser to the Administrator, UT, Chandigarh:
Such Cleanliness drives should be a regular feature in Chandigarh.
NGOs should adopt various gardens and other Tourist Places of Chandigarh and
ensure cleanliness therein.
A survey to identify locations for scheme implementation should be carried out.
Municipal Corporation and Hospitality Associations should also be approached to
join hands in full swing.
The Campaign should also be carried out in Slums.
An oath/pledge to be taken by students daily after prayer to keep their
school/home/neighbourhood and environment Clean.
Inter-Schools debates and group discussions may be organised from time to
time.
We may declare 24th September as Clean Chandigarh Day
Schools may hold cleanliness and tree plantation drives at various Tourist Places.
Chandigarh Administration will shortly come up with the advertisement in
newspapers in accordance with the guidelines provided by Ministry of Tourism,
Government of India, inviting Expression of Interest in the form of applications from
1) Interested Schools that are recognized, of +2 level of school education and
having at least four sections, or 100 students each for 9th, 10th, 11th and 12th
standards. The selected schools will be expected to shoulder the following
responsibilities:
I. Sensitization of the students to the desirability of keeping
their ambience clean and the importance of one’s history,
traditions and history.
II. The school will send a group of students to the adopted
destination at regular intervals and at least once in a
fortnight.
III. The students’ visit will have four-fold purpose: in-depth
learning about the site, supervision of cleanliness and
hygiene at the destination and in its periphery within
permissible limits, offer Shramdan and excursion.
IV. The school will duly and formally take into confidence the
authorities responsible for the site before embarking upon
the project.
V. The school will set up a tourism/heritage club under its
overall authority to give the project an institutional basis.
VI. The school concerned will document the effort on the project
including its impact.
2) Interested NGOs (registered societies, trusts and clubs of repute) that are
registered as a society or a trust for at least three years actively involved for at
least three years in one or more of such work as promoting community
hygiene, cleanliness, sanitation and health; management of solid waste; slum
development; social mobilization and interpretation; capacity building and
training; tourism product development; and any other work relevant to the
cause of cleanliness in the country. The applicant NGO should be operative, at
least for a period of three years, in the vicinity of the destinations it wishes to
adopt (within a radius of 100 kms). The selected NGOs will be expected to
shoulder the following responsibilities:
i. Enlisting the support of the local community specific to a
destination.
ii. Conduct of 2 one-day workshops during the relevant year
(year of adoption) to sensitize the local community as also
the other stakeholders including the site managers,
representatives of the district authority, Municipality /
Panchayat and the State Tourism Department;
iii. Conduct of one day training workshop for actual volunteers.
iv. The NGO will send a group of volunteers to the adopted
destination at regular intervals and at least once in a
fortnight;
v. The volunteers’ visit will have three fold purpose: In-depth
learning about the destination, supervision of cleanliness and
hygiene at the destination and in its periphery within
permissible limits, and offer Shramdan.
vi. The NGO will duly and formally take into confidence the
authorities responsible for the site before embarking upon
the project.
vii. The NGO will document the effort on the project including its
