TO: Clatsop County Planning Commission Members
FROM: Gail Henrikson, AICP, Community Development Director
DATE: January 12, 2021
RE: 2021 WORK SESSION TOPICS
At the February 12, 2019, Planning Commission meeting, an interest was expressed by some
members to hold meetings every month, even if no applications are to be considered for review.
Per Article VI, Section 3, of the adopted Planning Commission bylaws, the “Planning Commission
may hold work sessions if adequate notice can be given to the public and all interested parties.
Work sessions are meetings between the Planning Commission and staff rather than public
hearings and the public may attend.” A prioritized list was approved by the Planning Commission in
April 2020 (Exhibit A).
Per the adopted bylaws, the objective of the Planning Commission is to “make recommendations to
the Board of Clatsop County Commissioners on the Comprehensive Plan and its implementing
ordinances.” In order to ensure that staff will have adequate time to provide notice to the public
and all interested parties, the Commission must identify those land-use-related topics it would like
to discuss during work sessions. Staff requested input from the Commission members and received
the following suggested topics:
• Comprehensive Plan Updates (at each meeting) and timely topic discussions (when time
allows at regular meetings) – ON-GOING
• Affordable Housing - Review the Study and consider recommendations to the CC as it
relates to the Comp Plan – RECOMMENDATIONS FORWARD TO THE BOARD OF
COMMISSIONERS ON JULY 14, 2020, AND REVIEWD BY THE BOARD ON AUGUST 12,
2020.
• Transportation - How might we update the Comp Plan to reduce and prevent worsening
traffic, especially encouraging alternative transportation (bike, walk, bus)?
• Parks & Natural Areas - Why are they important? Do we need more and how do we figure
out where? How do we pay for stewardship of current and future county park and natural
area lands?
• Wildlife corridors, specifically if we could get a coalition together to help elk safely cross
Highway 101 in Warrenton/Clatsop Plains. Explore an over/underpass. Lights triggered by
collared animals are another option.
• Review Clatsop Vision 2030, including: • Economy & Jobs
