Project Overview The University of West Georgia retained the services of Comprehensive Facilities Planning, Inc. (CFP) to update the

utilization assessment of classrooms and class labs located on the Carrollton campus. Since the Fall 2011 semester, a

detailed analysis of the utilization patterns for the instructional rooms has been completed to assist the University with

tracking and developing trend data regarding the use of these spaces. Classroom utilization has been updated each

year since, however the utilization analysis for class labs is new to this year. This current classroom update is based on

the Fall 2014 semester utilization data. The class labs have been evaluated for both Fall 2014 and Spring 2015

semesters, in order to develop a more comprehensive profile of these rooms as some labs are only used for a single

term. In addition to determining trends, the assessment for classrooms includes a comparative analysis using the USG

metrics established in 2012. Note: similar metrics for class labs were not established.

In addition, the results from this assessment are being applied to develop a relocation plan for the programs and

occupants of the Biology Building while the building undergoes a major renovation.

The process used for this update and a summary of findings and results are presented in the following pages.

Classroom Utilization: Executive Summary

Overview

This section presents the assessment of the Carrollton Campus’ existing classrooms used for scheduled instruction. The

following purposes for this assessment have been identified:

1. Examine the utilization of classrooms from the Fall 2014 class file

2. Compare the Fall 2014 classroom supply and utilization to typical guidelines and the USG classroom metric to

determine classroom need.

3. Evaluate the progression of utilization over the past four years of analysis to identify trends in use to help

inform management decisions regarding classroom scheduling practices and needs.

To help determine if an institution has the correct number of classrooms, seats, and square footage allocated to their

classroom supply, several key utilization expectations and metrics are used:

Average Weekly Room Hours (Avg. WRH): The first metric, Average Weekly Room Hours, is the average

number of hours that classrooms are scheduled per week. Classroom guidelines suggest that these rooms

should be used 60%-70% of available hours with 70% considered maximum capacity. The actual Avg. WRH is

compared to this guideline to measure how efficiently the rooms are currently scheduled and to determine

the correct number of classrooms.

Station Occupancy (SO): The second metric, Station Occupancy, is a measurement of how many seats are

filled while a room is in use. Classroom guidelines suggest that on average 67% of a classrooms seats should

be filled. The actual SO is compared to the SO goal to get an overall picture of how well the seats are utilized.

Weekly Student Contact Hours (WSCH): WSCH, or instructional demand, is the scheduled face time a student

spends in class multiplied by the number of students enrolled in the class. By using the total WSCH, and the

goals set for Avg. WRH and SO, the number of seats needed to fulfill instructional demand are computed.

WSCH are also used for the USG classroom metric. This calculation uses all WSCH (i.e., includes weekend

hours) scheduled in classrooms.

Assignable Square Feet per seat (ASF/Seat): Classroom guidelines suggest 20 square feet should be allocated

per student station or seat. This guideline is an average that allows for a variety of classroom seating

configurations from a lecture hall, that typically requires less square feet per station, to a computer classroom

or a collaborative learning classroom which typically require more square feet per station. An institution’s

total square footage need is calculated by multiplying the number of seats required times the square foot per

seat goal.

Findings Summary

1. Classroom Supply: 98 Classrooms had scheduled usage for Fall 2014. The study also identified 6 rooms classified as classrooms but have no scheduled use.

2. Distribution of Class Hours: There is an excellent distribution of classes throughout the hours of the day from 9am till 5pm. The 8am time slots have relatively little use with 68 class hours scheduled at 8am compared to the 192 at 9am. The peak was 316 hours scheduled at 11am. However, classes are scheduled well throughout the afternoon. Therefore, this report will calculate classroom utilization and needs for both the 8am-5pm and 9am-5pm time frame.

3. Utilization: Classroom guidelines suggest classrooms should be used 60%-70% of available hours with 70% considered maximum capacity. This guideline helps to ensure the correct number of rooms and square feet are allocated for classrooms. UWG’s classroom demand is driven by the daytime hours. The evening programs peak use is just over half of the daytime peak in demand on classrooms. Therefore, the daytime timeframes of 8am-5pm and 9am-5pm were used, generating 45 and 40 available hours respectively. In applying the 60%-70% utilization guideline, classrooms are expect to be used on average between 27-31.5 hours per week. An Average WRH (Weekly Room Hours) of 28.5 out of 45 hours available, or 64% usage, is considered solid utilization and applied in this analysis.

a. The current supply of 98 classrooms are utilized at 22.3 Average Weekly Room Hours (WRH - average number of hours classrooms are scheduled Monday thru Friday from 8am to 5pm, or 45 total available hours) or 49.5% usage. As compared to typical guidelines which range from 27 to 31.5 WRH for daytime usage, these results put UWG classroom utilization 4.7 hours less than the guideline.

b. As noted, 8am classes are rare and constitute only 3.1% of class meeting times as compared to the 11am peak of 14.5%. Further, 4pm has a relatively high rate of 10.9%. This finding suggests that a more suitable timeframe for measuring classroom demand at UWG would be to use a 9am to 5pm timeframe (40 available hours) which yields a goal of 25.6 Average WRH (64%).

c. The 49 ‘shared’ classrooms (shared usage by CAH, CSM, and CSS) are utilized at 28.0 Average WRH which is considered good utilization with some room left before a maximum capacity of 31.5 hours is met.

d. The 49 ‘non-shared’ classrooms are utilized at 16.6 Average WRH which indicates there may be a surplus of classrooms or the potential for enrollment growth in these rooms. However, some of the ‘non-shared’ rooms have excellent utilization. For example, the seven classrooms in Richards College of Business are used an average of 29 WRH. Rooms such as the nine in the Biology building, are only used at 15.3 Average WRH, the five Nursing classrooms only reporting 8.8 Average WRH, and three in the Education Annex showing no usage during the day, reduce the overall utilization.

4. Station Occupancy: Guidelines suggest, on average, seats in classrooms should be filled to 67% of capacity. This goal allows flexibility in sizes of rooms while efficiently using square feet.

a. Station Occupancy (SO) of 72.8% for the 98 classrooms is above the guideline of 67%. These rates indicate that seats are well filled and the sizes of classrooms fit the sizes of classes.

5. Classroom Needs: Classroom needs are calculated using a goal of 67% Station Occupancy and 28.5 Avg. WRH for the 8am- 5pm timeframe and 25.6 for the 9am-5pm timeframe. These Avg. WRH goal represent 64% utilization of available hours. The SO and Avg. WRH goals determine the number of rooms and seats required to meet classroom demand. An average of 20 square foot per seat is then used to calculate the square footage requirements needed to meet current instructional demand for classrooms. This model is a valuable tool for future planning as it provides the number of rooms, sizes of rooms, seats, and square feet that would optimize utilization of the space.

a. The 8am-5pm calculation resulted in a need of 77 classrooms, 4,232 seats, and 84,631 square feet compared to the current supply of 98 classrooms, 4,970 seats, and 89,782 square feet.

b. The 9am-5pm calculation resulted in a need of 83 classrooms, 4,554 seats, and 91,075 square feet compared to the current supply of 98 classrooms, 4,970 seats, and 89,782 square feet.

c. If desirable, some of the least desirable or least used rooms could be re-purposed. The corollary to removing some rooms is that these excess rooms provide an opportunity for some enrollment growth.

6. USG Classroom Metric: The USG metric does not look at a timeframe. It considers all hours scheduled including weekends. The USG Classroom metric is calculated by dividing the Weekly Student Contact Hours by the product of total seats and a Weekly Room Hour goal of 40 ((enrollments x hours in class) / (total seats x 40)). USG sets the acceptable range for room utilization of .5 to .7 for the metric.

a. UWG’s metric was calculated to be .412 for the 98 classrooms reported, which is slightly below the USG’s acceptable range. The 49 shared classrooms had a bit higher utilization result of .487.

b. To improve the classroom metric, a reduction in seats, increase in Weekly Student Contact Hours (WSCH), or a combination of both is required. To reach a .5 metric (the minimum bar) would require a reduction of 890 seats or an increase of 17,502 WSCH (21.4% enrollment growth).

c. Overall, to reach the USG range for classroom utilization would require more Weekly Student Contact Hours (i.e., more students and courses) during the evening and weekend. Since USG set a WRH goal of 40, evening and possibly weekend programming is required.

7. Classroom Trends: The table below shows classroom trends for the past four years. Please note that the computer classrooms that were included in the Fall 2011 study have been removed from the table since they are now classified under the lab categories for the USG metrics starting Fall 2012. The Nursing building also added 8,215 classroom square feet (ASF) for Fall 2013.

Conclusions

UWG has a good distribution of classrooms sizes to meet its instructional demand. Many of the classrooms have

excellent utilization, however, there are pockets of rooms with very low usage which cause the overall utilization to fall

below expectations (e.g., Nursing, Education Annex, Coliseum, etc.).

The 6 rooms with no usage (see appendix B) should be investigated to determine the actual functional use of these

rooms.

1. The Classroom Summary table shows the supply of classrooms used for Fall 2014 and reported as USG Room

Use Code 110 -Classrooms for the USG classroom metric calculation. These rooms will be used in this study as

a basis for demand, current utilization rates, and time distribution.

2. Changes in supply from 2013 to 2014 included capacity and ASF (square feet) changes to some of the

classrooms as well as the addition and removal of classrooms. The total number of scheduled rooms was 98

usage associated with them.

3. Note: The Fall 2011 study included 8 computer classrooms (249 seats, 6,224 ASF) which are now grouped in the USG laboratory metric and are therefore not included in studies after Fall 2011.

Time by Day Distribution

Tables in this section illustrate how class hours are currently distributed across days and times. This section helps to identify the normal hours of operation to use for utilization and classroom needs purposes and to show how well classes are distributed through the hours and days to maximize utilization of the available rooms.

The hours shown in the Time by Day tables are calculated by summing all individual class hours including class change times. Based on the beginning and end times, the summarized hours for all classes are then distributed into the appropriate bars for the bar chart. For example, a class that meets MWF from 9am to 9:52am will contribute one hour to 9am on MWF. A class that meets TR from 9:30am to 10:50am would contribute ½ hour to 9am on TR and 1 hour to 10am on TR.

Maximum % refers to 86% of the total rooms available. This typically represents the point where classroom demand exceeds the supply. Inefficiencies caused by variant class times, single day classes, undesirable classrooms, etc., drops the 86% Maximum below the available rooms.

6. The distribution of classes shows that UWG classroom demand is driven by the daytime hours. Distribution of classes is quite good from 9am through to 5pm.

7. 8am usage is minimal. Friday, at best, is half the use of the other days during the morning and reduces to zero usage during the evening.

8. The Max % line is not achieved at any hour or day, indicating a surplus of rooms even during the peak times.

9. The Time by Day Percentage table shows the distribution of classes for Fall 2014 daytime to provide a comparative measure against some “best practice” policies.

10. In order to maximize classroom usage many universities have established distribution policies. Some of the more successful are:

a. No more than 12.5% of classes should be scheduled at any given hour during the time of room scheduling. This policy ensures an equal distribution of classes at the time rooms are scheduled. It is accepted that some of the classes will be cancelled and therefore, a 13.5% rate at census date is acceptable.

b. At least 15% of class meetings on Friday.

11. The acceptable rate of 13.5% (acceptable rate at census date) at any given hour is only exceeded at 11am. The peak of 14.5% at 11am is the result of a surplus of classrooms available.

12. Friday usage of 6.9% falls short of the policy of 15% on Friday. 13. While 8am usage is minimal, a rate of 10.9% at 4pm is exceptional which partially compensates for the lack of

8am usage. 14. This chart shows how UWG is almost exclusively operating on a 9am to 5pm daytime schedule which will

affect the determination of classroom needs.

15. The Time Block table shows the WRH’s and number of sections meeting during the standard time blocks. This

is a supplement to the Time by Day graphic to show details for the MW, MWF, and TR class patterns. The conclusions (e.g., low 8am and Friday usage) are the same as presented in the previous two tables.

Classroom Utilization

Classroom utilization examines the number of hours classrooms are used during a week and how many seats are filled

while the room is in use. Actual usage is compared against guidelines to help determine how well the classroom supply

is meeting instructional demand. For example, if the Avg. WRH is below the recommended guideline this indicates a

surplus of classrooms.

Daytime 8am-5pm, Daytime 9am-5pm, Monday through Friday: This method most accurately measures institutions, such as UWG, where the daytime Monday through Friday hours’ drive the classroom need. This method considers two factors: Weekly Room Hours (WRH) and Station Occupancy (SO). For the WRH measurement, typical state guidelines suggest classroom utilization rates should fall between 60% and 70% of the available hours where 70% is considered maximum capacity. In order to look at daytime versus all day, these percentages need to be applied to a time frame. Defining daytime use as taking the available 45 hours (8am to 5pm, M-F, daytime) multiplied by guideline values, yields an expectation of 27 (60%) to 31.5 (70%) Average WRH (i.e., on average classrooms should be used between 27 to 31.5 hours per week). This calculation also includes class change times so that a 50 minute class will be counted as one hour. Station Occupancy, a measurement of how many seats are filled while a room is in use, is the second measurement for this method.

o Dependent on the institutions scheduling practices adjustments to the time frame, or hours available, may be made to reflect the local culture. These adjustments are then made to expected goals to determine classroom needs. Since the 8am hour has such low usage this study will also use a 40 hour (9am to 5pm, M-F, daytime) timeframe. Multiplied by guideline values, this modified instructional day yields an expectation of 24 (60%) to 28 (70%) Average WRH.

USG Classroom Metric: The USG metric uses all hours scheduled regardless of time or day (i.e., evening classes and weekend classes are included). The formula is Weekly Student Contacts Hours divided by the product of the capacity of all rooms times the expected Weekly Room Hour goal: WSCH / (Seats * 40). This calculation ignores class change times so a 50 minute class is 5/6th of an hour. USG’s metric range for ‘good’ utilization is .5 to .7 for this calculation.

18. Daytime Station Occupancy (SO) of 72.8% for the 98 classrooms is above the guideline of 67%. These rates show that seats are well used and that the sizes of classrooms are well distributed to meet demand.

19. The USG metric for the 98 classrooms, at .412 is below the acceptable range of .5 to .7 set by the state. The 49 shared classrooms are at the lower end of the expected range. This shows while the 49 shared rooms are used quite well during the 8am to 5pm hours, there is not enough evening or weekend hours scheduled at UWG to raise the utilization rates much above the minimum set by USG. The 5pm to 10pm time frame yields only 4.0 Avg. WRH which is not enough to increase the total WRH to the USG WRH Goal of 40.

20. The trend from Fall 2012 through Fall 2014 shows a slight drop in Avg. WRH. This drop is caused by a decrease in the total WRH scheduled in the classrooms.

23. The Classroom Utilization by Size table shows the distribution of classrooms by the sizes of rooms and how well each size range is utilized. The Min and Max WRH columns show in each size range the least and most used room (see the room list in the appendix for individual rooms).

24. The smallest rooms, 1-19 seats, have the lowest Average WRH usage, which is typical since class maximum enrollment limits are not usually set low enough to fully utilize these rooms.

Classroom Needs

This section calculates and recommends how many rooms, seats, and ASF (Assignable Square Feet) are needed at

the institution based on the current instructional demand (WSCH-Weekly Student Contact Hours) for classrooms.

The calculations are done using the established goals for Average Weekly Room Hours (Avg. WRH), Station

Occupancy (SO), and Assignable Square Feet per Station (ASF/Seat). A second calculation is done to estimate the

enrollment growth potential with the current supply of classrooms.

Rooms: The total WRH is divided by the expected WRH utilization goals to determine how many classrooms

are needed. The calculation is performed for a daytime standard 8am to 5pm timeframe. The calculation also

is done for a 9am to 5pm schedule since the time by day section of this report shows that UWG largely

operates on a 9am to 5pm daytime schedule.

Seats: The WSCH is divided by the product of the SO Goal (67%) multiplied by the WRH Goal. The result is an

estimation of how many total seats are needed to accommodate the current mix of the sizes of classes taught.

ASF: The seat calculation is multiplied by 20 (an average ASF per seat goal). The result is an estimated total

square feet needed to support classroom activity.

25. At the 64% WRH goal (28.5) for the 8am to 5pm timeframe, UWG could reduce the total classrooms to 77 (76.8 calculated), the total seats to 4,232, and the ASF to 84,631. The classrooms in Boyd, Richards, Callaway Annex and Pafford, are all currently scheduled near 30 Average WRH indicating the ability to achieve these goals.

26. At the 64% WRH goal (25.6) for the 9am to 5pm timeframe, which more accurately depicts current practices, UWG could reduce the total classrooms to 83, and the total seats to 4,554. The ASF calculation of 91,075, which is above the current ASF, is mainly due to the current ASF/Seat of 18.1 being below the goal of 20 ASF/Seat.

27. Another alternative perspective is reflected in the column entitled “Potential Growth”. Enrollment growth potential within the existing classroom supply ranges from 9% to 17% depending on the instructional timeframe being considered.

28. The USG classroom metric does not calculate how many rooms are needed; it calculates an efficiency ratio using seats, WSCH, and a WRH goal. A range of .5 to .7 is defined as ‘good’ utilization. To change the metric, seats must be reduced, WSCH must be increased, or a combination of both.

29. Reduce Seats: Reducing seats by 890 to reach 4,080 seats would raise the metric to .5, or the minimum of the USG range.

30. Increase WSCH: An increase in WSCH to 99,350 (21.4% increase in students contact hours) would be required to meet the .5 metric.

31. Overall this table helps illustrate how the USG WRH goal of 40, which doesn’t include class change minutes, , makes it difficult to achieve the .5 to .7 range without a larger evening and weekend program than UWG currently has.

Classroom Needs Detail - How it works:

The room’s columns show how many classrooms exist for each size range for Fall 2014.

Weekly Room Hours (WRH) are summarized by the size ranges. The WRH of all the classes in each size range

are then used for a base.

The Required Rooms columns show how many rooms are needed based on demand (WRH) and expected

utilization goals. The total WRH for classes in each size range (based on actual class enrollment) are divided by

the expected WRH goal to yield the number of rooms needed. The 9am to 5pm timeframe with a goal of 26.5

WRH is used for the detail section since it most accurately reflects the current scheduling practices.

Best Fit: In the detailed computation (not shown) a cascading factor is applied to each size range to allow

some demand for a range to flow into a larger classroom (i.e., a 60% cascade factor is applied to the 1-19 size

range, therefore 60% of the demand for 1-19 seat rooms would be allowed to “cascade” into the demand for

the next range, or in this example, the 20-29 seat classroom range). Cascading factors decrease through the

size ranges so that all demand is met.

32. The Required Rooms columns show how many rooms are needed to satisfy demand by size range with an

expectation of 25.6 WRH (64% utilization of the 9am to 5pm time frame).

a. The 1-19 size range, based on enrollments, shows a demand of 14.6 rooms with only 9 actual rooms available. However, limits for this range showed only a demand for 6.9 rooms which reflects that limits for these classes are typically set at or above 20.

b. The 60-79 seat range has 10 rooms with a demand of only 2.9 rooms based on enrollments and 3.3 rooms based on max scheduling limits. However, this range helps catch up with the demand from the smaller ranges as can be seen under the cumulative columns showing that the supply of rooms has now caught up with the required rooms. The excess in this range also provides flexibility to handle changes made by departments to the configuration of section offerings and class sizes.

33. Comparing the Best Fit column to the Required Rooms column helps to make future adjustments to sizes of classrooms that will be built, remodeled, or repurposed.

34. Overall there is a very good mixture of classroom size ranges to meet the demand of classes.

Class Lab Utilization

Overview

The following section presents a utilization analysis for the University of West Georgia Carrollton campus class labs for

the Fall 2014 and Spring 2015 terms. Both terms have been assessed to capture the use of rooms that may be

scheduled for only a specific term. Since teaching labs are discipline specific, labs have been grouped and the data

summarized by unit/discipline. Note: there is no comparable USG utilization metrics for class labs as there are

classrooms. Therefore, a similar comparison to the USG metrics completed in the classroom section of this report is

not included in this section.

The following data and criteria are used and presented in this analysis:

Space Inventory data for each lab including

o Building

o Room number

o ASF = Assignable square feet

o Stations = number of teaching stations

o Average Station Size = Stations/ASF

Fall and Spring Utilization

o WRH All = Weekly Room Hour All is the total number of hours per week that the lab was scheduled

for use as reported in the class file for the entire day from 8 am to 10 pm, Monday – Friday.

o WRH Day = the number hours per week that the lab was scheduled for use during the day – 8 am to 5

pm, Monday – Friday.

Any difference between the WRH All and WRH day represents the evening use.

o Station Occupancy % = compares the section enrollment to the total lab stations as a percentage.

Guidelines

o Weekly Room Hours: WRH Daytime – the recommended number of hours the lab should be used for

scheduled classes during the week to achieve full utilization. For disciplines requiring lab set up time,

the WRH Daytime recommendation is generally 22 hours. For disciplines where students are

expected to spend significant unscheduled time in the lab, the WRH Daytime recommendation is

between 15 and 18 hours. For disciplines that require no set up time the WRH Daytime

recommendation is similar to that for classroom.

o Station Size = the space, in square feet, typically required for each student in that discipline. Note:

the station sizes do not include an allocation for lab service space.

o Station Occupancy recommendation = 80%

% of Guideline Enrollment

o This compares the actual utilization to the guideline recommendation. For example, if a lab was used

15 hours per week with 60% station occupancy and the guideline recommendation suggests 22 hours

per week with 80 % station occupancy. The % of Guideline Enrollment is then calculated as (15 WRH

x 60%) / (22 WRH x 80%) or 51%. This means that if the lab were scheduled at the guideline

recommendation the lab could accommodate 49% more students.

Note: Average utilization is provided for each discipline and is based on the labs used for that term. Also,

tables which include the guideline factors are shown where the criteria differ between lab types. Otherwise, if

not shown uniform criteria are applied to all labs and are stated in the text.

Conclusions:

o The laboratory supply for the University is sufficient to address the current instructional demand with an

aggregate guideline capacity to accommodate a 54% increase in enrollment for the Fall 2014 semester. Spring

2015 has a guideline enrollment capacity of 50%.

o The Spring 2015 lab utilization is greater than the Fall term. This result deviates from typical instructional

patterns where the fall semester usually is the peak term for an academic year.

o Computer Science and Speech are the program areas with the highest utilization rates spanning both terms.

Chemistry has the highest single term utilization during the Spring semester.

Art Studios

Art has fourteen studios located in the Humanities Building and Visual Arts Building. The following table provides the

utilization data for Fall 2014 and Spring 2015. Where studios are grouped by type, totals and averages are provided for

that studio type. Even if a studio has no reported use in the term it is included in the averages as it is assumed that it is

used to meet the overall need. For example, in Drawing and Painting, Humanities 317 and 320 were scheduled for over

30 hours per week, while Humanities 303 and 304 were not scheduled.
