NOTICE IS HEREBY GIVENOn or about January 1, 2017, all owners of personal property in Columbus County should receive an abstract (listing form) through the mail. Taxpayers may list their property in their homes on the forms mailed to them. Completed forms must be delivered to the Tax Office or postmarked no later than January 31, 2017, to avoid Late Listing Penalty.

For the year 2017, all unlicensed motor vehicles, boats and motors, mobile homes, airplanes, and farm equipment should be listed as personal property.

Licensed motor vehicles should not be listed. They will be listed and billed monthly by the NCDMV. If you do not receive this Listing Form and have made improvements to real property since January 1, of last year please contact Columbus County Tax Office.

Owners of businesses should receive Business Personal Property Listing Forms through the mail. These four-page forms will be used for listing business personal property only.

If you own business personal property that should be listed and do not receive this form, please contact Columbus County Tax Office.

TAX RELIEF LEGISLATION FOR 2017 North Carolina excludes from property taxes the greater of twenty five thousand dol-lars (25,000) or fifty percent (50%) of the appraised value of a permanent residence owned and occupied by a qualifying owner. A qualifying owner is an owner who meets all the following requirements as of January 1 preceding the taxable year for which the benefit is claimed.

1. Elderly and Disabled Exclusion:a. Income level $29,500 or belowb. Must be 65 years of age or totally and permanently disabled c. Reduction of $25,000 or 50% of value of the home and 1 acre of land whichever is greaterd. Proof of previous year household income must be presented with application.

2. Disabled Veterans Exclusion:a. Honorably Discharged Veterans andb. 100% disabled due to a service related injuryc. Reduction of up to $45,000 of the value of the home and 1 acre of land.3. Circuit Breaker (DEFERRED TAXES) (House and 1 acre of land) (APPLICATION AND PROOF OF INCOME MUST BE SUBMITTED ANNU ALLY)a. Must be 65 years of age or totally and permanently disabledb. Must have owned and occupied property as the owner’s permanent legal residence for five years.c. Must be a North Carolina residentd. Income cannot exceed $43,500e. Income below $29,500 - taxes limited to 4% of income (requires annual application and income verification)f. Income between $29,500 and $44,250 - taxes limited to 5% of income (requires an-nual application & income verification)g. Deferred taxes are a lien on the propertyh. Interest accrues on deferred taxes from the date they were originally duei. Disqualifying event triggering rollback in taxes include: 1. death of the owner 2. transfer of the property 3. owner ceases to use the property as a permanent residencej. Rollback taxes are for the last 3 years preceding the current year of deferred taxes plus accrued interestk. For multiple owners - all owners must apply and qualify (estate by entirety does not count as multiple owners)Income is defined as the adjusted gross income, as defined in section 62 of the In-ternal Revenue Code, plus all other moneys received from every source other than gifts or inheritances received from a spouse, lineal ancestor, or lineal descendant. For married applicants residing with their spouses, the income of both spouses must be included, whether or not the the property is in both names

Present use value applications for agricultural, horticultural, and forest land will be available at the Tax Office.
