Online bank of student's works and Ph. D. dissertations: be or not to be?

The twenty-first century is already turning out to be the century of the Internet. It appeared in 1957. In modern world the internet is used as a huge depository of all the information for general use. The deputy –minister of Education and Science of the Russian Federation Igor' Fedukin proposed to publish all the Master's and Ph. D. theses in the Internet. As a rule, all the proposals have their advantages and disadvantages and this initiative isn't the exception.

We can attribute to the advantages of this proposal several points:

1) All the information about the theses for general use;2) Easy checking for the plagiarism;3) The opportunity of the views exchanging;

Disadvantages: 1) Plagiarism (Copy/Paste method);2) Time reduction for the observation of resources;3) The infraction of State Secrecy (in some spheres of academic activity);

The advantages of this proposal

The primary advantage of this proposal is the fact that all the information about the theses for general use. It means that all the theses are collected in one particular site. It makes easier to find definite material on the particular topic, using references to other sites, to make the observation deeper and wider.

The second advantage of this project is easy checking for the plagiarism. Practically everyone, who has ever written a composition (at school) or a diploma paper or a thesis (on the university level) during the process of working on its script, have been looking through the necessary word or word combinations and even sentences or paragraphs and if they find useful sentence in a work of other writer they will easily copy this phrase from the text and paste it in their own. But it is easy to check where it is your own structure and where is not your phrase, using special programs

The third advantage is the opportunity of the views exchanging on the topic of the observation. For instance, while you are reading an interesting article you want to present your personal opinion and share it with others. You write a comment on it and other people also do it, ask you questions and these actions create a kind of the discussion on the topic.

The disadvantages of this initiative.

Firstly, it is plagiarism or copy/paste method as it is called. When some students do not know what to write in your composition or how to express something in your own words, they refuse to think through the expression again. They start to search the sentence or even a text with the same topic as at the home task and usually find it and copy it from the sites without any information about the author and present it as a self-writing to their teachers without any changes.

Secondly, I would like to note the time reduction for the observation of resources. If you find all necessary information on the site you won't search for additional materials to make your observation deeper and wider. So your, for example, dissertation won't be well –readable because it won't reflects different points of view on the subject.

The third disadvantage is the works, based on the State Secrecy data. This information isn't liable to the divulgence because it contents the information, for example, about nuclear or chemical weapons, nanotechnologies. The disclosure of this information is equal to the high treason.

In conclusion, modern countries want to create a universal bank of data on Internet basis. Our country isn't the exception and in that way the government decided to bring an investment in this global project.
