CLARK COUNTY STAFF REPORT DEPARTMENT: Public Works/Transportation and Development Division/Programming DATE: January 9, 2018 REQUESTED ACTION: Approve the purchase of adaptive software and technical services for the Working to Refine Intelligent Highway Transportation project, Capital Road Project No. 361422. v' Consent __ Hearing _ County Manager BACKGROUND In February 2016, the Board of County Councilors agreed to accept a $685,400 federal grant for the Working to Refine Intelligent Highway Transportation project, which will extend the benefit of recent traffic signal optimization projects. This project will add adaptive signal technology to seven traffic signals on NE 139th Street in an effort to reduce congestion and crashes. Several software upgrades to the county's central traffic system, including a transit signal priority module, a connected vehicle module, a street sync module, an expanded communications system module, additional automated traffic signal performance measure reports and custom software development will also be installed. The project includes the county purchasing software from the qualified vendor, Western Pacific Signal. The software will be purchased via the Washington State Master Purchasing Contract No. 04616, at a total cost of $336,195, including Washington State sales tax COUNCIL POLICY IMPLICATIONS None. This project supports the council's policy of providing a safe and efficient transportation system for all county residents. ADMINISTRATIVE POLICY IMPLICATIONS None. This project is in the Adopted 2018-2023 Transportation Improvement Programs, Adopted 2018 Annual Construction Program (Item 23) and 2018-2019 budget. BACKGROUND In February 2016, the Board of County Councilors agreed to accept a $685,400 federal grant for the Working to Refine Intelligent Highway Transportation project, which will extend the benefit of recent traffic signal optimization projects.

This project will add adaptive signal technology to seven traffic signals on NE 139th Street in an effort to reduce congestion and crashes.
