SUBJECf: Modifications to the Civil Engineering Lab Building (0325)

The College of Engineering (COE) is requesting the approval of the Council for the Built Environment (CBE) for changes to the east exterior end of the above referenced lab building. These changes include enclosing the second floor deck area on the east end and adding aggregate storage bins to support concrete mixing in room 109 on the first floor of building 0325. The aggregate storage will be covered.

These modifications are required for two reasons. Currently, concrete mixing to support Civil Engineering (CE) undergraduate materials courses is performed in the existing Concrete Materials Lab Building (0501). This building will be demolished as part of the new E-Quad project. Demolishon of building 050 I requires the relocation of concrete mixing that supports the CE materials courses. The second tloor balcony area is currently not functional for any use. Further, this space is used as a smoking area for students. Finally, the second floor space can be seen from the proposed E-Quad and is not very attractive. Finally, when renovated, the second floor space can be used to support meetings and other student activities such as for a small classroom activity.

A screen wall will be constructed to shield the view of the aggregate storage area from theE-Quad. The screen wall work is included in the scope of theE-Quad. TheE-Quad modifications have been approved bytheCBE.

Attached are presentation slides that describe the scope of work for this proposed project. The total cost of the project is estimated to be $1 .5 million and will be paid for by the COE.

111. ~E~A~~~~~I~E~~~ • Building 0501, Concrete Materials Lab will be demolished in Spring of 2018 as a

part of the Engineering E-Quad project.

• The concrete mixing area currently located on the South side of Building 0501 will be relocated inside room 109, East side of Building 0325, CE Materials Laboratory Building (adjacent building to the West).

• The renovation of the first floor CE Materials Laboratory in Building 0325 has to be construction complete by January 1, 2018 to allow Spring Semester 2018 classes to be taught and also to allow for demolition of Building 0501.

• Aggregate storage (currently located on the North side of Bldg. 0501) will be relocated to the East side of Building 0325. A screen wall (constructed by the E­Quad project) will screen the aggregate storage area and service areas from the E­Quad.

• Additionally, the second floor deck at East side of Building 0325 will be enclosed. Deck is heavily used by smokers and is an eye sore. Construction completion of the enclosure will be March/April 2018.

Civil Engineering Lab Building Modifications

DRsc members reviewed the request for modifications to the Civil Engineering Lab Building, #0325, as presented by representatives from the College of Engineering. The CE Lab building is located on the north side of campus between Spence Street and Bizzell Street, just south of the Zachry EEC. This item is being routed through the CBE's Track B process. The project budget is approximately $1.5 million.

The Concrete Materials Lab, building #0501, will be demolished in Spring 2018 as part of the

Engineering E-Quad project. The concrete mixing lab currently located in building #0501 will be relocated to room 109 of the CE Lab building. The aggregate material storage bins currently located outside of building #0501 are proposed to be relocated to the east side of the CE Lab building to support the concrete materials lab. The storage bin area will have a standing seam metal roof in a dark bronze color that matches the aluminum window frames of the building. There will be sufficient lighting in the area to meet security standards. A screen wall constructed as part of the E-Quad project will screen the aggregate storage area and adjacent service areas from the E-Quad. Bicycle racks will be located on the other side of the screen wall facing the E-Quad.

In addition, the existing second floor balcony area on the northeast side of the CE Lab building is proposed to be enclosed. The purpose of this enclosure is to improve exterior aesthetics of the building as seen from the Quad, with the benefit of expanding interior program spaces. The enclosure will be designed in a way to seamlessly match the existing building in terms of aesthetics and materials. The only new element being introduced are the window shades. The building currently has concrete window shades, and it is proposed to use aluminum frame shades. DRsc members approve this change in materials as long as the shades are painted the same color as the existing concrete shades to so that they blend in with the existing and do not look like an addition. The existing stairway will remain and

will lead to an exterior storefront door with a card reader so that the building interior cannot be accessed from the outside .

Recommendation DRsc members voted to recommend approval of the modifications to the Civil Engineering Lab Building as presented.

Subject: Modifications to the Civil Engineering Lab Building (0325)

SCOPE The FUPsc has considered the request by the Vice Chancellor and Dean of Engineering, M. Katherine Banks, to consider modifications to the Civil Engineering Lab Building.

As noted in the attached memorandum, the plan is for changes to the east exterior end of the building. Plans are to enclose the second floor deck area, which is not currently functional for any use except for a smoking area for students. Another change is to add storage bins to support concrete mixing on the first floor . This is necessary due to the planned demolition of the current Concrete Materials Lab Building as part of the new E-Quad project. A screen wall will be constructed to prevent impacting the view of the E-Quad.

The total cost of the project is estimated at $1.5 million and will be paid for by the College of Engineering.

RECOMMENDATION The Council for the Built Environment' s (CBE) Facilities Utilization and Planning sub­council (FUPsc) recommends that the CBE support the request to make the proposed modifications to the Civil Engineering Lab Building.

We are pleased to offer this recommendation and welcome further inquiries related to this analysis.

The CBE's Technical Review Sub-council reviewed the proposed request for modifications to the east

exterior of the Civil Engineer Lab Building. The changes include enclosing the second floor deck area on

floor of building 0325. The total cost of the project is estimated to be $1.5 million and will be paid for by

the COE.

Recommendation

The Technical Review Sub-council supports the proposed request for modifications to the Civil Engineer

Lab Building and recommends approval, provided the following issues/concerns are addressed and

funded.
