The development includes alterations and extensions to the existing hotel site, which will front Montagu Street, Upper Berkeley Street and Gloucester Place. The hotel will be rebranded as the “Nobu Hotel London Portman Square”. A section 278 agreement is in place between the developer and the City Council to install two new crossovers at the hotel’s main entrance on Upper Berkeley Street and to repave the footway in front of the hotel. In order to facilitate unobstructed access to and egress from the hotel at all times it is proposed to: (a) relocate the taxi rank eastward by 9.5 metres; (b) relocate a pay-by-phone parking bay westward by 26.5 metres; and (c) introduce double yellow line “at any time” waiting restrictions across the vehicular crossovers. Recommendation It is recommended that Traffic Orders are made to facilitate the implementation of the measures outlined above and shown on Drawing No. 70075071-WSP-P01-X-DR-HI-1202. Statement of Reasons The relocation of parking provision and introduction of double yellow line “at any time” waiting restrictions on the north side of Upper Berkeley Street will ensure unobstructed access to and egress from the Nobu Hotel London Portman Square. I agree / do not agree to the above recommendation and statement of reasons and give the following authorisations: (a) that procedural steps be taken with a view to Traffic Orders being made under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984;

Background Information

(b) that subject to no objections being received as a result of public notices andconsultation, such Traffic Orders be made as proposed; and

(c) that in the event of objections being received, they be referred to me forconsideration and reported to the Cabinet Member(s) if I consider it to be necessaryin accordance with City Council procedure, following which I will decide whether ornot the Traffic Orders should be made, with or without modification.
