TRAFFIC ORDERS – UPPER BERKELEY STREET

Background Information

In March 2019, the City Council granted planning permission for the development of theformer Radisson Blue Portman Hotel. The development includes alterations andextensions to the existing hotel site, which will front Montagu Street, Upper Berkeley Streetand Gloucester Place. The hotel will be rebranded as the “Nobu Hotel London PortmanSquare”. A section 278 agreement is in place between the developer and the City Councilto install two new crossovers at the hotel’s main entrance on Upper Berkeley Street and torepave the footway in front of the hotel.

In order to facilitate unobstructed access to and egress from the hotel at all times it isproposed to:

(a) relocate the taxi rank eastward by 9.5 metres;

(b) relocate a pay-by-phone parking bay westward by 26.5 metres; and

(c) introduce double yellow line “at any time” waiting restrictions across the vehicularcrossovers.

Recommendation

It is recommended that Traffic Orders are made to facilitate the implementation of themeasures outlined above and shown on Drawing No. 70075071-WSP-P01-X-DR-HI-1202.

Statement of Reasons

The relocation of parking provision and introduction of double yellow line “at any time”waiting restrictions on the north side of Upper Berkeley Street will ensure unobstructedaccess to and egress from the Nobu Hotel London Portman Square.

I agree / do not agree to the above recommendation and statement of reasons and givethe following authorisations:

(a) that procedural steps be taken with a view to Traffic Orders being made undersections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road TrafficRegulation Act 1984;

(b) that subject to no objections being received as a result of public notices andconsultation, such Traffic Orders be made as proposed; and

(c) that in the event of objections being received, they be referred to me forconsideration and reported to the Cabinet Member(s) if I consider it to be necessaryin accordance with City Council procedure, following which I will decide whether ornot the Traffic Orders should be made, with or without modification.
