City of Santa Monica REQUEST FOR PROPOSALS Existing Artwork for the Longfellow Sustainable Living Street Project ARTIST OPPORTUNITY Deadline for Submissions: Thursday, Aug. 23, 2012 (rec’d by 5:00pm) The City of Santa Monica Arts Commission, through its peer panel selection process, is seeking proposals from Los Angeles County-based artists for existing artwork for the Longfellow Sustainable Living Street Project. The City of Santa Monica would like to purchase existing artwork that would complement the Longfellow Sustainable Living Street Project. Proposals for site-specific commissioned artwork will only be accepted if the artwork can be produced within the project timeline and for a budget of $35,000 that covers all costs, including artist fees, design and fabrication costs. Installation will be done by City contractors. ABOUT THE PROJECT The Longfellow Sustainable Living Street Project is a series of various enhancements on Longfellow Street and the connecting streets of Marine Street, Navy Street and Ozone Street, between Longfellow Street and Lincoln Boulevard, located in the seaside Borderline Neighborhood. The project features differentiated textured pavement, native plantings and solar-powered lighting and merges pedestrian and motorist traffic, promoting walkability and a communal “front yard” function, where walking, cycling, socializing and driving become integrated activities. Borne out of a desire to reclaim the streets as residential streets, provide traffic-calming measures, mitigate criminal activity and the infringement from the adjacent commercial uses, the Longfellow Sustainable Living Street Project creatively transforms the area into a place where neighbors can gather and interact with one another. ARTWORK CRITERIA The uniqueness of the Sustainable Living Street Project complements the unique character of the neighborhood, which is represented by an engaged and diverse group of residents—many of whom work in the creative industries. Residents have expressed appreciation for the “small, beach town” feel of the neighborhood and described the artwork they envisioned for

Longfellow Street as natural, organic, quirky, surprising, humorous and something that provides an unexpected ‘encounter’ when walking through the area.

Three landscaped, corner sites along Longfellow Street have been identified as potential sites for the artwork (See Attachment B) and proposed artwork should meet the following criteria:

1) Engage all sites along Longfellow Street 2) Complement the landscaped and surrounding areas 3) Embody the character and feel of the neighborhood

We strongly suggest that artists visit the neighborhood and the identified corner sites along Longfellow Street before submitting a proposal. ELIGIBILITY This competition is open to artists living and/or working in Los Angeles County. The selected artist must be available to meet several times with City staff, the project team and City advisory boards and commissions. SELECTION PROCESS A selection panel consisting of artists, arts professionals and a representative community member will select one proposal for the project. In selecting the proposal, the panel will consider the suitability of the artwork for the project area and its ability to meet the stated criteria for the artwork.

BUDGET The budget for existing artwork is $35,000. Artists may submit proposals for site-specific commissioned artwork that meets the project goals and the budget of $35,000 that includes artist fees, design, fabrication, delivery, insurance and any other costs. The artwork will be installed by the City.

SUBMISSION REQUIREMENTS 1) Letter of Interest Please describe your interest in and qualifications for this project. You should also describe how the proposed artwork responds to the artwork criteria and its suitability for the Longfellow Sustainable Street Project.

2) Detailed Description of Artwork Describe the artwork in detail, including title, materials, dimensions, pricing and installation method.

3) Professional Resume Please provide an outline of your experience as an artist.

4) Digital Images of Existing Artwork(s) & Image List Please provide a CD with up to ten (10) JPEG images that are at least 150 dpi of the proposed artwork(s) with an accompanying, numbered image list that contains the title of the work, medium, materials and dimensions.

CDs must be clearly labeled with the artist’s name and contact information.

By submitting a response to this Request for Proposal, prospective artist waives all rights to protest or seek any legal remedies whatsoever regarding any aspect of this Request for Proposal. The City reserves the right to select any number of qualified finalists. In addition, the City reserves the right to issue written notice to all participating artist of any changes in the proposal submission schedule, should the City determine in its sole and absolute discretion that such changes are necessary. Acceptance of any proposal submitted pursuant to this Request for Proposal shall not constitute any implied intent to enter into a contract. The City reserves the right to reject any and all proposals.
