Message from the City Manager

Who says there ain’t no cure for the summertime blues? I can say with confidence that there are no summertime blues in San Clemente with so many classes and events offered this summer. In this current issue you’ll learn all about these fun programs from day camps to surf lessons to beach concerts; there is a prescription for adults and children of all ages.

I am extremely pleased with the positive feedback we have received from the first in-house City magazine produced this past spring. The recreation staff has absorbed the magazine into its regular operations and I think the results are terrific. Plus, residents seem to be enjoying the simplified design without advertisements, which makes class information and City news content much easier to find.

In recognizing the importance of communications with the public, the City continuously strives to improve its communication tools, and offer new ones. Though this traditional print method of the quarterly magazine is one way, the magazine is also available on-line at www.san-clemente.org, and there is also the City Facebook Page, website and press releases, and the new City Manager’s Report that allow our citizenry to stay up on City happenings. The Friends of San Clemente Beaches, Parks, and Recreation Foundation received an Award of Excellence from the California Park & Recreation Society (CPRS) for being a Champion of the Community. The Friends of San Clemente’s recognition was honored at the 2014 California and Pacific Southwest Recreation and Park Training Conference, held in Ontario, California from March 5 to 7, 2014. The City of San Clemente’s Beaches, Parks, and Recreation Department nominated the Friends of San Clemente for this award. The Friends of San Clemente Beaches, Parks and Recreation Foundation was formed in 2000 to support the City of San Clemente’s Beaches, Parks and Recreation Department’s efforts in providing quality programs and services. They have made substantial financial contributions to San Clemente towards community facilities, programs, and events. The largest challenge that the “Friends” have faced was raising funds to build a sports park and aquatics center. They met the challenge head on and raised over $200,000 through community fundraising. They reached out to their partners in the community to help the City create an award-winning facility that is a source of pride for San Clemente. In addition, the Friends started the Cyber Café, an adult computer learning center. They are dedicated to helping adults and seniors learn to use a computer for enjoyment, to simplify common tasks in their lives, to browse the Internet to shop, communicate, gather information,

and socialize. Classes focus on the use of computers and communication technologies to accomplish the typical tasks that the general consumer is interested in. All of their instructors, coaches, and workshop leaders are volunteers. The Friends also support community events. They have started great programs like a surfing contest that has garnered

national attention with celebrity surfers donating their time for this free locals-only youth event. They also started the Skate Contest, which continues to be a success. The City of San Clemente offers other community events that the Friends support financially and with volunteer support. These include the Spring Spectacular, Santa’s Village by the Sea, and concerts on

the beach. Their support enables the City to continue to offer free events to the community and keep the quality of the events at a high standard in spite of shrinking budgets. Their largest fundraising event is the annual carnival. The money raised at this four-day event is given right back to the community. Proceeds have helped support community scholarships, events, and facilities. Friends is made up of an all-volunteer Board of Directors. Each member volunteers countless hours at events, programs, and fundraising to support the Beaches, Parks, and Recreation Department, as well as other community programs, events, and facilities in San

A groundbreaking ceremony for the Avenida Serra Workforce Apartments was held on Monday, March 31, 2014 at 107 Avenida Serra in San Clemente. The project is a partnership between the City of San Clemente, the non-profit affordable housing developer National Community Renaissance (CORE), the California Department of Housing and Community Development, Raymond James Financial and Citibank. This new apartment community will provide 19 units of much-needed housing for very low-income, working households in south Orange County. Located near San Clemente’s historic downtown, the project will complement San Clemente’s Spanish Mediterranean architectural design style. A community resource center will also be featured on-site for its residents. “The City welcomes this new housing community. It will help improve the jobs/housing imbalance so prevalent in areas with out-of-reach rent,” said Mayor Tim Brown. The apartments are being constructed on previously City-owned property and the total project budget is $7 million. The City’s cost share was $2,630,000 plus a land loan of $800,000. The borrower is National Community Renaissance; they will build, own, and manage the property. Construction will be completed by the summer of 2015. The City of San Clemente and the San Clemente Art Association (SCAA) are pleased with the selection of six artists as part of the 2014 “Street Art” program. The City and the SCAA launched this program in 2012. In the third year of the program, 16 traffic controller boxes in public spaces have been transformed into colorful works of art. There are only 5 boxes left to be painted in 2015, so the final call for artists will be announced sometime in December. The process involved inviting artists or teams of artists to submit up to 3 conceptual renderings. The City and SCAA organized a jury panel which judged the artwork. A total of 53 entries were received which reflected San Clemente’s culture, traditions and history. This last call for artists concluded on February 21, 2014. The jury panel selected the following artists and their art, which in their opinion best reflects the quality of the community and captures the local culture in a positive way:

City of San Clemente officials and community members joined the

County of Orange and other affected agencies for the groundbreaking of the La Pata Extension project on

Friday, April 4, 2014. The link has appeared on the County’s master plan since 1963 and with increased growth of the area the time had come to ensure the link materialized. The extension will fill the present gap between Prima Deshecha Landfill in San Juan Capistrano and Calle Saluda in San Clemente. The long-anticipated extension will link the two cities. When completed the La Pata extension will increase regional mobility for Orange County by providing an alternate north-south connector to Interstate 5. In addition to increased mobility, the project helps to reduce congestion. The road also allows for better access to San Juan Hills High School for those families who have kids there—saving as much as 45 minutes on their commute every day. It is anticipated that the La Pata extension will be complete and open for use by the fall of 2016.

HOUSEHOLD HAZARDOUS & PHARMACEUTICAL WASTE DISPOSAL

The year 2013 was the driest year in California history. In late January 2014, Governor Brown declared a drought. Following suit, the City of San Clemente also declared a drought on March 18, 2014 and has since asked residents and business owners to conserve 20% of the water they consume. The City is also cutting back on its own water consumption by removing turf grass where it is non-functional, and switching public parks over to recycled water. About 90% of our water is imported from outside of Orange County. Some of that water comes from Northern California, and currently 16 communities in California that only have 40 days of water left in their supplies. To help you conserve your 20%, here are some tips:

• Reduce your irrigation amounts. Consumption in the City has gone up 20% in recent months, largely due to landscape irrigation. Try to irrigate once a week.

• Do not leave the hose unattended when irrigating. In fact, you should not be watering without a hose nozzle with an automatic shutoff. Also, check your hose nozzle for leaks.

• Check for leaks. Most leaks occur underground and are “invisible.” When no water is running, check your water meter’s leak dial to see if it is spinning, if it is you have a leak somewhere.

• Check your irrigation system for leaks. Irrigation leaks are only noticeable when your irrigation is running, and most irrigation occurs when we’re not around to see it.

• Upgrade your toilet. If your toilet uses more than 1.28 gallons per flush, you could receive a $50 rebate by going to www.socalwatersmart.com.

• Upgrade you irrigation timer. Irrigation timers should be upgraded annually. Rebates are available for smart irrigation timers that have weather sensors and adjust your irrigation automatically based on the weather.

If you like the Courtney’s SandCastle Universal Playground, you’re going to love it after the addition of the planned sensory garden. Outdoor recreational areas like this playground provide stimulation for multiple sensory experiences and have proven effective in the healthy growth of children, especially in the case of those with physical and developmental challenges. You might wonder what is so special about a sensory garden. It is a garden specifically created to stimulate the senses through the planting material. Sensory gardens usually have an enhanced infrastructure to permit wheelchair access and meet other accessibility concerns. The design and layout provides a stimulating journey through the senses, heightening awareness, and bringing positive learning experiences to children. The sensory garden is especially helpful for children with sensory disabilities such as those on the autism spectrum, and will provide therapeutic benefits as well as a fun interactive play environment. This playground offers many youngsters who often are excluded an opportunity to play with their peers and gives them an opportunity to be part of the non-disabled world. With the addition of even more items including interactive water features, a shaded meeting area and musical elements, the playground will provide an even greater experience for all children and adults. WATER QUALITYSources of SupplyYour drinking water is a blend of surface water imported by the Metropolitan Water District of Southern California. Metropoli-tan’s imported water sources are the Col-orado River and the State Water Project, which draws water from the Sacramento-San Joaquin Delta.

Basic Information About Drinking Water ContaminantsThe sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the sur-face of land or through the layers of the ground it dissolves naturally occurring minerals and, in some cases, radioactive material and can pick up substances re-sulting from the presence of animal and human activity.Contaminants that may be present in source water include: • Microbial contaminants, such as vi-ruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wild-life.• Inorganic contaminants, such as salts and metals, which can be naturally oc-curring or result from urban storm runoff, industrial or domestic wastewater dis-charges, oil and gas production, mining

and farming.• Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production or mining activities.• Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff and residential uses.• Organic chemical contaminants, includ-ing synthetic and volatile organic chemi-cals, which are by-products of industrial processes and petroleum production, and can also come from gasoline stations, ur-ban storm water runoff, agricultural appli-cation and septic systems.In order to ensure that tap water is safe to drink, USEPA and the California Depat-ment of Public Health (CDPH) prescribe regulations that limit the amount of cer-tain contaminants in water provided by public water systems. CDPH regulations also establish limits for contaminants in bottled water that must provide the same protection for public health. Drinking water, including bottled water, may rea-sonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. Drinking Water QualitySince 1990, California water utilities have been providing an annual Water Qual-ity Report to their customers. This year’s report covers calendar year 2013 water quality testing and has been prepared in compliance with regulations called for in the 1996 reauthorization of the Safe Drinking Water Act. The re-authorization charged the United States Environmental Protection Agency (USEPA) with updating and strengthening the tap water regula-tory program.

The City of San Clemente vigilantly safe-guards its water supply and as in years past the water delivered to your home meets the standards required by the state and federal regulatory agencies. In some cases, the City goes beyond what is re-quired by testing for unregulated contami-nants that may have known health risks.

CryptosporidiumCryptosporidium is a microscopic organism that, when ingested, can cause diarrhea, fever, and other gastrointestinal symptoms. The organism comes from animal and/or human wastes and may be in surface water. The Metropolitan Water District of South-ern California tested their source water and treated surface water for Cryptosporidium in 2013 but did not detect it. If it ever is de-tected, Cryptosporidium is eliminated by an effective treatment combination including sedimentation, filtration and disinfection.

The USEPA and the federal Centers for Disease Control guidelines on appropri-ate means to lessen the risk of infection by Cryptosporidium and other microbial con-taminants are available from USEPA’s Safe Drinking Water hotline at [800] 426-4791 between 9 a.m. and 5 p.m. Eastern Time (6 a.m. to 2 p.m. in California).

Immuno-Compromised PeopleSome people may be more vulnerable to con-taminants in drinking water than the general population. Immuno-compromised people, such as those with cancer who are undergo-ing chemotherapy, persons who have had organ transplants, people with HIV/AIDS or other immune system disorders, some el-derly persons and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers.

Lead in Tap WaterIf present, elevated levels of lead can cause serious problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and com-ponents associated with service lines and home plumbing. The City of San Clemente is responsible for providing high quality drinking water, but cannot control the variety of mate-rials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead expo-sure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at www.epa.gov/safewater/lead.

Drinking Water FluoridationFluoride has been added to U.S. drinking water supplies since 1945. Of the 50 larg-est cities in the U.S., 43 fluoridate their drinking water. In December 2007, the Metropolitan Water District of Southern California joined a majority of the nation’s public water suppliers in adding fluoride to drinking water in order to prevent tooth decay. In line with recommendations from the CDPH, as well as the U.S. Centers for Disease Control and Prevention, Metro-politan adjusted the natural fluoride level in imported treated water from the Colo-rado River and State Project water to the optimal range for dental health of 0.7 to 1.3 parts per million. Fluoride levels in drinking water are limited under California state regulations at a maximum dosage of

Disinfection and Disinfection ByproductsDisinfection of drinking water was one of the major public health advances in the 20th century. Disinfection was a major factor in reducing waterborne disease epidemics caused by pathogenic bacteria and viruses, and it remains an essential part of drinking water treatment today. Chlorine disinfection has almost completely elimi-nated from our lives the risks of microbial water-borne diseases. Chlorine is added to your drinking water at the source of supply (groundwater well or surface water treatment plant). Enough chlorine is added so that it does not completely dissipate through the distribution system pipes. This “resid-ual” chlorine helps to prevent the growth of bacte-ria in the pipes that carry drinking water from the source into your home.However, chlorine can react with naturally-occurring materials in the water to form unintended chemical byproducts called disinfection byproducts (DBPs), which may pose health risks. A major challenge is how to balance the risks from microbial pathogens

T H E C O N T I N U I N G Q U A L I T Y O F Y O U R W A T E R is Our Primary Concernand DBPs. It is important to provide protection from these microbial pathogens while simultaneously ensuring decreasing health risks from disinfection byproducts. The Safe Drinking Water Act requires the U.S. Environmental Protection Agency (USEPA) to develop rules to achieve these goals.Trihalomethanes (THMs) and Haloacetic Acids (HAAs) are the most common and most studied DBPs found in drinking water treated with chlorine. In 1979, the USEPA set the maximum amount of total THMs allowed in drinking water at 100 parts per billion as an annual running average. Effec-tive in January 2002, the Stage 1 Disinfectants / Disinfection Byproducts Rule lowered the total THM maximum annual average level to 80 parts per bil-lion and added HAAs to the list of regulated chemi-cals in drinking water.

Stage 2 of the regulation was finalized by USEPA in 2006, which further controls allowable levels of DBPs in drinking water without compromising disinfection itself. A required distribution system evaluation was completed in 2008 and full Stage 2 compliance began in 2012.

SOURCE WATER ASSESSMENTImported (Metropolitan) Water AssessmentEvery five years, Metropolitan Water District of Southern California is required by CDPH to examine possible sources of drinking water contamination in its State Water Project and Colorado River source waters. In 2012 Metropolitan Water District of Southern California submitted to CDPH its updated Watershed Sanitary Surveys for the Colorado River and State Water Project, which include suggestions for how to better protect these source waters. Both source waters are exposed to stormwater runoff, recreational activities, wastewater discharges, wild-life, fires, and other watershed-related factors that could affect water quality. Water from the Colorado River is considered to be most vulnerable to con-tamination from recreation, urban/stormwater run-off, increasing urbanization in the watershed and wastewater. Water supplies from Northern Cali-fornia’s State Water Project are most vulnerable to contamination from urban/stormwater runoff, wild-life, agriculture, recreation and wastewater. USEPA also requires Metropolitan to complete one Source Water Assessment (SWA) that utilizes information collected in the watershed sanitary surveys. Metro-politan completed its SWA in December 2012. The SWA is used to evaluate the vulnerability of water sources to contamination and helps determine whether more protective measures are needed. A copy of the most recent summary of either Water-shed Sanitary Survey or the SWA can be obtained by calling Metropolitan at (213) 217-6850.

WHAT ARE WATER QUALITY STANDARDS?Drinking water standards established by USEPA and CDPH set limits for substances that may af-fect consumer health or aesthetic qualities of drinking water. The chart in this report shows the following types of water quality standards:• Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. Primary MCLs are set as close to the PHGs (or MCLGs) as is economically and technologically feasible.• Maximum Residual Disinfectant Level (MRDL): The highest level of a disinfecant al-lowed in drinking water. There is convincing evidence that addition of a disinfectant is neces-sary for control of microbial contaminants.• Secondary MCLs are set to protect the odor, taste, and appearance of drinking water.• Primary Drinking Water Standard: MCLs for contaminants that affect health along with their monitoring and reporting requirements and water treatment requirements.• Regulatory Action Level (AL): The concen-tration of a contaminant, which, if exceeded, triggers treatment or other requirements that a water system must follow.

WHAT IS A WATER QUALITY GOAL?In addition to mandatory water quality standards, USEPA and CDPH have set voluntary water quality goals for some contaminants. Water quality goals are often set at such low levels that they are not achievable in practice and are not di-rectly measurable. Nevertheless, these goals provide useful guideposts and di-rection for water management practices. The chart in this report includes three types of water quality goals:

• Maximum Contaminant Level Goal (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs are set by USEPA.

• Maximum Residual Disinfectant Level Goal (MRDLG): The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not relect the benefits of the use of disinfectants to control microbial contaminants.

Low turbidity in Metropolitan’s treated water is a good indicator of effective filtration. Filtration is called a “treatment technique” (TT). These summer ocean safety tips are brought to you by Marine Safety Of-ficer Ian Burton. Ian has been lifeguarding for the past 22 seasons and has proudly served San Clem-ente for the past 6 years

at our local beaches. As a Marine Safety Officer, he is primarily responsible for assisting with the oversight of day-to-day lifeguard operations, in-ventory/purchasing of equipment, and assisting with training of seasonal staff.

Going to the beach is a favorite pastime of Southern California residents and visi-

tors. Sunning, swimming, and surfing are all fun, but each comes with its own unique set of dangers. Staying safe at the beach and in the ocean is all about knowledge. There are websites that you can visit to read up on beach and aquatic safety, or upon arrival to the beach we encourage everyone to make contact with a lifeguard. The lifeguard will have the best information about any existing hazards or dangerous areas.

Rip Currents are the #1 Concern About 80% of all beach rescues are re-lated to rip currents. Despite these startling statistics, many swimmers do not know any-thing about rip currents or how to survive when caught in one. Rip currents are terrify-ing because they catch you off guard: Unlike violent, crashing waves, you probably won’t notice a rip current until you’re in the middle of it, being pulled away from shore. Depending on severity, you may be able to see a rip current from the beach. Strong rip currents disrupt incoming waves and stir up sand from the ocean floor. Keep an eye out for narrow, muddy streaks in the ocean where there aren’t any waves breaking.Reacting to Rip Currents If caught in a rip current, it’s crucial to re-main calm. Your first instinct may be to swim against the current, back to shallow waters. In most cases, even if you’re a strong swim-mer, this will only wear you out. The current is too strong to fight head-on. Instead, swim sideways, parallel to the beach. This will get you out of the narrow out-ward current, so you can swim back in with the waves. If it’s too hard to swim sideways,

wait until the current carries you out and dis-sipates. The water will be calmer and you can get clear of the rip current before head-ing back in.Quick Tips for Safe Beach Visits San Clemente lifeguards want everyone to have a safe and enjoyable experience at our beaches. In an effort to avoid tragic ac-cidents, we ask anyone coming to consider the following:• Learn to swim and never swim alone • Swim near a lifeguard• Supervise children closely, even when life-

Matt Sheridan started Basics of Skateboarding (BOS) five years ago

with the concept of educating children in a controlled skate park environment. The

camps started in Costa Mesa and within two years it had grown to four different cities throughout Orange County. Today the camps run year round with instructors between the ages of 18 and

25. Instructors educate children using a variety of instructional strategies that address various learning modalities and

group kids according to skill level and age. All of the kids receive a goody bag upon completion of the course and are taught concepts including etiquette, use

of protective pads and general safety. Basics of Skateboarding offers skateboard lessons in a fun skate camp

setting, for kids ages 3-12. BOS is a hands-on camp designed to bring kids together within the community. Children develop and enhance their skateboarding skills while creating new friendships with other kids in the camp. Whether you are a three year old who has never been on a skateboard, or an intermediate 12 year old, Basics of Skateboarding offers the guidance and instruction necessary to take your skateboarding to the next level. All campers receive direct instruction from an experienced skateboard teacher and are grouped according to ability and age. The camp focuses on basic skills that are acquired in a skate park ranging from safety, skating bowls, making transitions, to the overall building of confidence.

General InformationAll courses are subject to cancellation or schedule change. A utility bill is required for proof of residency. Fees for courses are subject to change.

Pre-registration is recommended. Registration cannot be accepted at class. Spaces are filled on a first-come, first-served basis. Should the course be filled, we will notify you, place your name on a waiting list and return your payment. If classes do not reach their minimum, the class will be cancelled.

When registering online, please assume that you have been accepted into the class. Registration confirmation will be sent via e-mail when you register by fax or mail. We will advise you by phone of any changes.

The City of San Clemente complies with all applicable laws, including the American Disability Act. If you need special assistance, please call (949) 361-8264 or (949) 429-8797.

Refund InformationCity Cancelled Class: When courses are cancelled by the City, a full refund, in the form of a check or a credit on your city account, will be issued.

Participant Cancellation: To drop a class, complete a refund request form available through the Recreation Division. If notification is received before the second class meet-ing, a refund (less an $8 withdrawal fee per class) will be processed. No refunds will be granted after the second class meeting.

Camps: Call the Recreation office for information on camp withdrawals and refunds at (949) 361-8264.

the “Health Happens in San Clemente” campaign. This new movement challenges us to think about health beyond doctor visits and diets and move towards active living and healthy habits. Citizens have the power to make health happen everyday in San Clemente, where

they live, learn, and play. This magazine is full of events, programs, facilities, parks, trails, and beaches, all brimming with active opportunities.

The goal is to inspire and motivate you to get fit through active play and healthy eating. Share your passion for action with family and friends in the spirit of health and wellness and play a part in build-ing a healthier San Clemente.

Riding behind the wave of “Health Happens in San Clemente” is the California Endowment, The Active Alliance, and HealthCorps. Join us to get up, get moving, and shape a new generation!

What can you do to “play” in our campaign? Choose to make Health Happen this summer with your friends and family in San Clemente! The following water safety tips will keep everyone safe and healthy this summer.

WATER SAFETYMay is National Water Safety Month! • Swim in designated areas, supervised by lifeguards.• Swim with a friend, even at public pools or beaches with guards.• Ensure that everyone in the family learns to swim well. Enroll

in age-appropriate American Red Cross water orientation and Learn-to-Swim courses offered at the San Clemente Aquatics Center.

• Never leave a child unattended near water; teach children to ask permission before going near water.

• Have young children wear U.S. Coast Guard-approved life jack-ets around water. The San Clemente Aquatics Center will pro-vide these life jackets on site when requested.

• Even if you’re not swimming, be cautious around bodies of water.
