elected to her first two-year term (1963-1965) as Councilwoman in the election of April 2, 1963, as designated by Ordinance 31244 (April 3, 1963, City Council Ordinance Book NN, page 65). She was elected to a second two-year term (1965-1967) as Councilwoman in the election of April 6, 1965, as designated by Ordinance 33189A, April 7, 1965. She was elected to a third term (1967-1969) as Councilwoman in the election of April 4, 1967, as designated by Ordinance 35301, April 5, 1967. Cockrell was elected to her fourth term (1969-1970) as Councilwoman in the election of April 1, 1969, as designated by Ordinance 37392, April 7, 1969. In 1970 while serving on Council, she introduced the Resolution (see City Council Meeting Minutes, May 7, 1970, page 21) to create the Mayor’s Commission on the Status of Women, in order to evaluate and encourage equal treatment for women in San Antonio. She later resigned as City Councilwoman effective June 15, 1970, as designated by Ordinance 38642, indicated in the City Council Special Meeting Minutes, June 16, 1970. Lila Cockrell was elected to the office of Mayor for four two-year terms, from 1975-1981, and 1989-1991, becoming San Antonio’s first female Mayor, as well as the first female Mayor of a major metropolitan area in the U.S. (population greater than 700,000). She was elected to her first two-year term (1975-1977) as Mayor in the April 1, 1975 election, as designated by Ordinance 45103, April 2, 1975. She was elected to a second term (1977-1979) as Mayor in the April 2, 1977 election, as designated by Ordinance 47842, April 4, 1977. She was elected to a third term (1979-1981) as Mayor in the April 2, 1979 election, as designated by Ordinance 50602, April 9, 1979. Cockrell was elected to her fourth (1989-1991) and final term as Mayor in the May 6, 1989 election, as designated by Ordinance 69422, May 8, 1989. Cockrell was the first woman to serve in a variety of capacities, among which the President of the Alamo Area Council of Governments (AACOG) and the Texas Municipal League are included. She was also the first woman to serve on the boards of the Fireman and Policeman’s Pension Fund, National League of Cities, National Association of Regional Councils, and the U.S. Conference of Mayors. In recognition of her abundant political and community service and accomplishments, Cockrell has been inducted into the Texas Woman’s Hall of Fame (1984) and the San Antonio Woman’s Hall of Fame (1984), and has been awarded honorary degrees from Southern Methodist University and Our Lady of the Lake University.

As of 2012, Lila Cockrell continues to participate in San Antonio organizations and politics, and is the President of the San Antonio Parks Foundation. SCOPE AND CONTENT: Records document the Office of the Mayor during the second (1977-1979), third (1979-1981), and fourth (1989-1991) terms of Lila Cockrell. Included are administrative files that document correspondence, memoranda, financial records, and subject files. A majority of the records are from Cockrell’s second and third terms as mayor of San Antonio (11 ft.), most notably correspondence; preparations for the 250th celebration of the founding of San Antonio; and efforts to designate the missions (Mission San José y San Miguel de Aguayo, Mission San Juan Capistrano, Mission Nuestra Señora de la Purísima Concepción de Acuña, and Mission San Francisco de Espada) of San Antonio as the San Antonio Missions National Historical Park; extensive documentation of programs for economic development, the arts, and water concerns. The records also include a small amount of material from Cockrell’s third term in office from 1989-1991 (~3 ft.), consisting primarily of assorted correspondence with various city departments and subject files.
