Reason for Electronic Meeting

To mitigate the spread of COVID-19, protect the public health, and provide essential protections to

vulnerable persons, it is crucial that all persons take steps to limit in-person contact. These critical

mitigation measures include social distancing and limiting the number of people interacting at public

gatherings. On March 18, 2020 Governor Whitmer signed Executive Order 2020-15 titled “Temporary

authorization of remote participation in public meetings and hearings and temporary relief from monthly

meeting requirements for school boards”. The City of Roosevelt Park must continue to conduct public

business during this emergency, including actions to respond to COVID-19, and the general public must

be able to continue to participate in government decision making without unduly compromising public

health, safety, and welfare. To protect the public health, safety, and welfare and comply with the

Governor’s orders and CDC recommendations, the City Council meeting will be held remotely and

electronically.

Members of the public may view the meeting live via Zoom meetings at the link below. There will be

two portions of public comment with the first pertaining to items on current meeting agenda and the

second being general public comment. Please state name and address and observe the three-minute limit

Commission and committee members

1. Use your computer or tablet if possible. Mobile phones tend to struggle with audio.

2. Navigate to www.zoom.us and set up a new account.

3. You will receive an email from Zoom prompting you to enter your name and set up a password. Please

remember that the name you enter will be displayed during the meeting. Be sure to use Mayor,

Commissioner, Chairperson, etc.

4. Allow Zoom to install on your device (If you already have the Zoom client installed, be sure you are always

using the latest version).

5. Select a quiet location with proper lighting and without a window behind you. Be mindful of how you are

dressed and what is in your background. You may also want to consider using background such as the

City Seal or City Hall.

6. Remember, people can see and hear what you are doing at all times.

7. Click on the meeting invitation link which will be emailed to you.

8. There will always be at least one Meeting Moderator (City Employee) to handle the administrative tasks

of the meeting (i.e. Setting up the meeting, ensuring participants can speak during public comments,

explain how to ‘raise their hand’, etc.).

a. Moderator will remind board/commission members to ensure their name reflects their title. For

example, Mayor XXXX, Mayor Pro-Tem XXXX, Commissioner XXXX, etc.

Virtual meeting overview

1. All applicable FOIA (Freedom of Information Act), OMA (Open Meeting Act) and Executive Order 2020-15

and 2020-48 guidelines are being followed.

2. Participants will be able to listen, see the Council members and participate in public comments.

3. Zoom meeting details

a. Participation is limited to 100 people. This can be changed if deemed appropriate.

b. Muted audio will be the default for all participants.

Before the start of the meeting

1. You may log into the Zoom virtual meeting up to 10 minutes before the posted meeting start time,

however you can not login before the host opens the meeting.

2. Video/audio settings

a. Council members, the City Clerk, the City Manager and the City Attorney will be unmuted

immediately (by the meeting moderator) upon joining the meeting.

b. The meeting moderator is the only person who can unmute public participants during the

meeting.

c. Please note that non-host participants can mute themselves in Zoom, however, they will NOT be

able to unmute themselves. They can raise their hand (visually or electronically) to notify the

meeting moderator that they would like to be unmuted for public comment.

4. Public participants (All but the City Council, City Manager, City Clerk & City Attorney)

a. All meeting participants’ audio will be muted.

b. Public should follow same rules as regular meetings by stating their name and address before

speaking during public comments for no more than three minutes per person.

Start of the meeting

1. The Mayor or Chairperson will start the meeting with the Pledge of Allegiance as normal.

2. The Mayor or Chairperson will remind guests that public participants have been muted.

3. The Mayor or Chairperson will inform the public that if they wish to speak during public comments, they

can raise their hand electronically during public comment portions of the agenda. The Mayor,

Chairperson or Clerk will call out their name at which time the meeting moderator will unmute the public

participant. When they have completed speaking, they will be muted once more.

Meeting agenda

1. We will follow our standard meeting agenda.

2. Multiple people will be able to talk at the same time. The Mayor or Chairperson will do their best to

ensure people are recognized for speaking in order to ensure we don’t talk over each other.

3. Votes will be roll call votes. This will ensure that the minutes reflect the proper votes.

4. The Mayor or Chairperson will repeat who moved each motion and who seconded said motion to ensure

the minutes are accurate.

5. The moderator will monitor the participants to see if any of them have ‘raised their hand’ to comment

during the appropriate time.

Public comments

1. The Mayor or Chairperson will announce that we have reached our public comments section.

2. Participants that wish to speak should be asked to ‘raise their hand’ as explained by the moderator at the

start of the meeting and repeated at this time as well.

3. The Mayor or Chairperson will announce the first person who wishes to speak and ask them to state their

first and last name, home address and remind them to limit their comments to 3 minutes.

4. At this point, the moderator will unmute the person.

5. After their comments have been concluded, the moderator will mute the participant.

NOTE: We will complete steps 2-5 until all public comments have been heard.

After the meeting adjourns

1. The meeting moderator will close the meeting after the meeting has been adjourned.

b. Muskegon County Senior Millage-Municipal Allocation Discussion- Due to the ongoing Covid-19 restrictions, several of the approved Senior Millage plans have been derailed. Items such as in-home work and large group luncheons have not been allowed since March of this year. Staff has requested that a representative from Muskegon County join us to go over possible ideas for utilizing these grant funds. Included is also the approved millage resolution from last winter for reference.

COUNCIL MEETING:

a. DPW Truck Purchase-FY 2021-As budgeted in the upcoming FY 2021, the replacement of a 2005 two-wheel drive pickup has been planned. Staff has sought quotes from both the state purchase price holders. As to ensure delivery of the truck in the beginning of the new fiscal year, approval to order the unit is needed.

b. Police Vehicle-FY 2021 Municipal Purchasing Program- As budgeted in the upcoming FY 2021, the replacement of a 2014 Taurus with over 120,000 miles has been planned. Staff has sought quotes for purchase utilizing the state purchasing program and outfitting.

c. Bicycle Friendly Community Certification Program-Council Approval-Staff and local

volunteers/stakeholders have been working to complete the needed information and application for the Bicycle Friendly Community Certification. The deadline for submittal is October 1st and council approval is needed.

d. Set 2020 Trick-or-Treat Hours- Halloween for 2020 falls on Saturday, October 31st this year and while the event is recognized nationally, City Council has to set trick or treat hours by motion. This year, staff also recommends that Covid safety language be included and safe practices be encouraged.

e. Police Department Hazard Pay/Time Off Program-Informational- The results of the September 8th work session and previous discussions are outlined in the included memo. The City Attorney has reviewed and is working with the union business agent to set up a meeting to go over the proposal with the group. Once that meeting has occurred, the final proposal will be brought in front of the City Council for possible adoption and implementation.

RESOLUTION 20-03

Muskegon County Senior Millage Municipal Allocation

WHEREAS, in 2017 the voters of Muskegon County approved a new millage dedicated to improving the lives of

residents 60 years of age and older.

WHEREAS, the Muskegon County Board of Commissioners approved allocating 25% of the annual senior millage

funds to local municipalities to coordinate and provide services, programs, and activities for seniors in

their jurisdictions.

WHEREAS, the City Council of the City of Roosevelt Park hereby resolve the allocation and utilization of the 2020

Roosevelt Park Muskegon County Senior Millage in the following segments.

Property Maintenance (Home Chore)

the City of Roosevelt Park is an aging community with homes and properties largely developed in mid-twentieth

century. With a senior population that is increasingly unable to maintain and repair their homes and properties, it is the

City’s intent to assist senior residents with property maintenance and minor home repairs. Annually, we address

numerous property maintenance issues within the targeted demographic, exclusively seniors. The cost is approximately

$100-$200 to address each instance of property maintenance. We anticipate an annual budget of $6,567

Senior Financial Crimes Assistance (Information & Referral)

Changing technologies have seemingly increased the ways in which scammers are able to take advantage of our senior

population. It is the City’s intent to increase our enforcement activities related to addressing scams and other financial

crimes committed against our seniors. We anticipate working with County Prosecutor’s Office to work collaboratively

with other communities throughout the County. Our anticipated contribution to assist in this collaborative effort is

$3,283 annually.

Senior Luncheon and Social Event (Senior Meal Services)

Social interactions are vitally important, especially amongst the senior population. It is the City’s intent to host a once-

per-year Senior Luncheon within the City of Roosevelt Park to connect seniors and provide and harbor social growth

within the community. Meals will be prepared locally in Muskegon County and educational speakers and programs

will be provided within the event. If budgetary aspects allow, more than one event could possibly be planned to

maximize efficiency and effectiveness.

Administrative Costs

The City anticipates in incurring a small amount of administrative costs fees associated with the allocation of the

services described above in the amount of $1,459.

DPW Pick-Up Truck Purchase-FY 2021

As budgeted in the previously approved Fiscal Year 2021, the Department of Public Works Superintendent has received bids for a three-quarter ton standard cab pickup truck. Three bids were received that reflect both the Ford and the Chevrolet state purchasing contracts. As presented in the attached memo from the DPW Superintendent, the Chevrolet from Berger with the state purchase contract was the least expensive at a total cost of $29,941. This includes the outfitting to eventually add a plow to the unit as it is moved through the equipment fund activities. This is the first DPW pickup truck replacement since FY 2015 and the new unit will be replacing a 2005 Chevrolet that is a two-wheel drive. Staff is recommending along with the purchase of the new vehicle; the City Council authorize staff to place the 2005 unit up for public auction on a municipal surplus website as to gain a strong return on the vehicle. As noted, the assembly and delivery is expected to last 2-4 months and thus the truck is to be tentatively delivered in January of 2021. Financial Impact: The funds have been approved in FY 2021 in the Equipment Fund account 101-690-970 for this purchase. Recommendation: Move to accept the quote from Berger Chevrolet as presented for the budgeted purchase of a DPW pickup truck as presented. Along with authorizing the City Manager and City Clerk to execute all needed paperwork. Also, authorize staff to surplus sale the current car 2005 Chevrolet 2WD pick-up through a public online auction to gain a maximum return on the unit resale.

I am writing this letter regarding the purchase of a 2021 ¾ ton pickup truck.

I reached out to several MIDEAL participants for quotes on ¾ ton trucks (Ford and Chevy). I received 3 returned bids as follows.

• Signature Fords price was 30,798.00.

• Great Lakes Fords price was 30,732.00.

• Berger Chevrolet price was 29,941.00

My recommendation is to purchase from Berger Chevrolet who has the state purchasing contract with the lowest price.

We would like to place our order in this fiscal year as the truck will take 3-4 months to build and ship. This will put the purchase in our 2021 fiscal year.

The purchase of this truck will replace truck #11 a 2005 Chevy with 86,188 miles.

Item: Police Vehicle-FY 2021 Municipal Purchasing Program

Summary: As discussed and included with the upcoming FY 2021 budget is the replacement of the oldest and least trustworthy car in the fleet with a new Ford Explorer Interceptor which should have a life expectancy of at least eight years. As also reflected within the FY 2021 budget, the increased DDA service transfer of $62,000 is helping to pay for this budgeted item. The unit quote is for a 2021 Ford Explorer Interceptor utilizing the Macomb County Purchasing Program price of $35,849.00. This price is a municipal group purchasing price and is less than the MIDEAL State system. This vehicle will replace Car 3 which is a 2014 Ford Taurus Interceptor that currently has 120,000 (and growing) miles on it. Some equipment and systems from the retiring police car will be reutilized, reducing outfitting costs. The quote from Emergency Services LLC for the outfitting of the car is $8,310.89. Please note that the labor as part of our service agreement is already covered and thus the only cost is for the parts purchases. Emergency Services has offered a trade in value of $2,500 for the surplus unit and that is reflected in the total quote breakdown. However, staff feels that a higher return is possible through an online competitive auction and thus that is included in this recommendation. As such, the current vehicle and any parts or equipment that can’t be utilized on the replacement cruiser will remain the property of the City of Roosevelt Park. Outside graphics for the last police vehicle purchase was quoted by Extreme Graphics at $840.43. We are estimating a similar cost and for the quote to hold for this new vehicle. The current lead time for delivery and outfitting is 10-12 weeks and thus we could expect a December delivery. Financial Impact: $45,000.42 from the general fund however a surplus sale of car #3 will help offset some portion of the initial expenditure. This is a budgeted project in the upcoming FY 2021. Recommendation: To approve the purchase of a 2021 Ford Interceptor and accompanying outfitting as presented along with authorizing the City Manager and City Clerk to execute all needed paperwork. Also, authorize staff to surplus sale the current car #3 through a public online auction to gain a maximum return on the unit resale.

Bicycle Friendly Community Certification-Council Approval


Summary: Per discussions at previous City Council meetings and within the Master Plan public hearings, City staff and local bicyclist volunteers have worked on obtaining the required information in order to submit the City of Roosevelt Park for a national Bicycle Friendly Community Certification. The process is ongoing, and the application is still being worked on however the deadline for submittal is October 1st. As such, the City Council would have to approve the submittal of information during the September 21st meeting. The total submittal document will be dozens of pages long and will include several attachment of community bicycling information. This has been a collaboration that includes the Muskegon County Bicycling Coalition, West Michigan Shoreline Regional Development Commission, Mercy Health, and our local schools. Attached is the program’s background information however more information including the very lengthy application is on the Bicycle Friendly America website at www.bikeleague.org Financial Impact: No direct financial cost to approve the submittal or to be certified Recommendation: Move to authorize staff to submit the 2020 Bicycle Friendly Community Certification information and application by the required October 1st deadline. Item: Halloween 2020


Summary: In 2020, Halloween falls on Saturday, October 31st. Traditionally, the Roosevelt Park City Council has scheduled "Trick or Treat" activity hours from 5:30 p.m. - 7:00 p.m. on Halloween day as to help guide the annual event. As added encouragement for a safe event, staff is recommending that the City Council include the recommendation to observe social distancing and Covid-19 mitigation measures to the best of each individual’s ability. Financial Impact: None Recommendation: To set trick or treat hours from 5:30 p.m. to 7:00 p.m. on Saturday, October 31, 2020 and encourage social distancing and individual safety protocols. Police Department Covid-19 Hazard Pay/Time Off Program-Informational Purposes


Summary: Following numerous early discussions in the year and after receiving input from council during the September 8th City Council meeting, staff has semi-formalized the following program details for a possible COVID Hazard Pay/Time Off program. Goal of Program: The goal of the Police Department Covid-19 Hazard Pay/Time Off Program is to provide additional time off for full time police staff who worked through the Covid-19 “Stay home order” while incurring as little additional unbudgeted current and future hard costs as possible. Time Accrual: As discussed during the work session of September 8th and previously, time would be credited at 45 minutes (.75 hours) of Covid PTO per each full regular eight-hour shift worked per the previous contractually obligated shift bid. The time credit would run from March 23rd when EO 2020-21 (Stay Home, Stay Safe Order) was put in place until it was lifted by EO 2020-110 on June 1st. Ten full weeks of regularly scheduled shifts are eligible for this benefit which makes for a max total of 37.5 hours to be earned (5 weekly shifts X .75 hours earned X 10 weeks=37.5 hours possible). Time Utilization: As with other already existing time off banks (personal days, vacation, comp time, sick days) the limitations of usage are typical. As discussed as follows per the discussion last week and to reduce future costs. • Time utilization is to be preplanned and scheduled with Police Chief as determined by most

efficient and effective scheduling for the Police Department. • Backfilled by part-time officers or the Chief of Police as to not promulgate additional overtime

costs. • Covid PTO hours/income is not Final Average Compensation (FAC) eligible. • Cannot but utilized the same day an employee also works overtime.

Time Bank: Time bank would be held through November 31st of 2021 as to allow for additional hiring of PT police officers and to maximize use of time bank for the employees. If not used, time will be lost and will not transfer to FY 2022. This is the tentative outline of what a possible program would look like as previously discussed and as it would need to be worked through the current Collective Bargaining Agreement, Attorney Schrier has had multiple conversations with the POLC union’s business agent. Those meeting will be scheduled in the near future. As such, no action is requested or required until presented to the bargaining unit and their regional business manager.
