NO. 4 ROAD BOX CULVERT CLEANING
1. INTRODUCTION
The City of Richmond proposes to engage the services of a contractor to prepare and implement a detailed work plan/methodology for cleaning out a box culvert on No. 4 Road.
The objective of this request for proposal is to provide the City with a qualified proponent capable of carrying out the work herein defined. The subsequent proponent submissions will form the basis for evaluation, interview and selection.
2. SUBMISSION DETAILS
Three (3) copies of proposals marked “Contract 2751P – No, 4 Road Box Culvert Cleaning” addressed to the Purchasing Section, will be received at the Information Counter, Main Floor, Richmond City Hall, 6911 No. 3 Road, Richmond BC V6Y 2C1, until 2:00pm, Local Time, on Friday, October 28, 2005. Submissions received after this time will be returned to the sender.
The City reserves the right to cancel this Request for Proposal for any reason without any liability to any proponent or to waive irregularities at their own discretion.
Proposals shall be irrevocable until the City awards this Contract or cancels this Request for Proposals, whichever first occurs.
All proposals will remain confidential, subject to the Freedom of Information and Privacy Act.
Any interpretation of, additions to, deletions from, or any other corrections to the Proposal document, will be issued as written addenda by the City of Richmond. It is the sole responsibility of the potential Bidders to check the City of Richmond’s Website, BCBid, and/or the City of Richmond’s Purchasing Section to ensure that all available information has been received prior to submitting a bid.

4. PROJECT BACKGROUND
A study done by UMA Engineering Ltd. identified that a section of box culvert on No. 4 Road, north of Odlin Road, has sediment build up that requires immediate cleaning.
Scope of Work
The contractor shall dedicate an experienced efficient team capable of undertaking the variety of tasks and acquiring the necessary approvals within the allotted time frame.
Compile and review available hard copy record drawings; Inspect and become familiar with site conditions and constraints; If necessary, consult and obtain permits from provincial and federal agencies and
utility companies including, but not limited to the Department of Fisheries and Oceans, BC Hydro, Telus, Terasen Gas, and Shaw Cable;
Ensure all work is done in accordance with WCB regulations and standards, the Master Municipal Construction Documents (MMCD) 2000 Edition and the City of Richmond Supplementary Specifications and Detail Drawings, June 2005, available

at Front of House, Information Counter, Main Floor, Richmond City Hall, 6911 No. 3 Road, Richmond, B.C.
Co-ordination, permits, and approvals as required from utility companies and any other organizations having jurisdiction will be the responsibility of the Contractor.
Allow for sufficient meetings and discussions with the City staff and outside agencies;
Provide and implement traffic management plan where needed The cleaning work is as follows:
No. 4 Road; from manhole STMH1778 to manhole STMH1923 – remove and
dispose of approximately 1100 to 1760 tonnes of sediment from a 3400 mm x 1370 mm box culvert.
Sediment is to be disposed of offsite in accordance with all CSR regulations and standards
Conduct and provide video confirmation of completed work via CCTV inspection; 5. CITY PROVIDED ITEMS
The City will provide the following items: As constructed record information in hardcopy format. – (Attached) Maps, which specify the storm sewer lines that, are slated for cleaning. – (Attached)
6. PROJECT SCHEDULE
A project schedule is to be submitted with the proposal. The project schedule will be a factor in the proposal evaluation and form a basis for selection.
7. PROPOSAL SUBMISSIONS
All proponents are required to provide the following information with their submissions, and in the order that follows:
A Corporate profile of their company outlining its' history, philosophy and target market.
A detailed listing of similar project experience.
A description of the contractor’s understanding of the project objectives/outcomes and vision, and how these will be achieved.
A detailed project methodology explaining each project task including what will be expected of both the contractor and the City with respect to each task.
Team Composition – a complete listing of all key personnel who will be assigned to this project. This will include their relevant experience, qualifications for this

project, roles and responsibilities, leadership, etc., in addition to their availability for this project.
A detailed proposal of what will be delivered, including the expected outcome and benefits to the City of Richmond.
A complete definition of the process that will be employed to meet the objectives of this project, e.g., approach to be taken, feasibility and market study, etc.
A detailed schedule of all activities, including milestones, project meetings, interim reports and progress reports required for this project.
Provision of an all inclusive unit price per tonne rate which includes, but not limited to, construction signage, CCTV inspection, traffic control, public relations and all materials and labour necessary to implement the cleaning out and disposal of sediment in the box culvert to make the job complete in all respects.
A minimum of three (3) client reference from projects of a similar size and scope.
8. WORKING AGREEMENT
The successful proponent will enter into a contract for services with the City based upon the information contained in this request for proposal and the successful proponents submission and any modifications thereto.
Proponents may include their standard terms of engagement.
9. EVALUATION CRITERIA
Proposals shall be evaluated to determine the best value offered to the City against conformance to the following criteria:
Understanding of project objectives/outcomes and vision Project Methodology Team Composition – Experience and Qualifications of those staff to be assigned
to the project. Project Deliverables Value for Money Schedule References Interview (if required)

Addendum #1 The following shall be considered part of the Contract. The Bidders shall make note of receipt of this addendum on the cover page of their submittal. The following questions were submitted for further clarification on the RFP:
1. Is Richmond aware of any conditions that would require the successful proponent to consult with DFO, BC Hydro, Telus, Terasen and or Shaw? Do these parties have assets installed in Richmond’s box culvert?
2. With regards to sediment disposal, what are CSR regulations and standards? 3. As most Richmond storm culverts are tidal and controlled by pump-stations, will
Richmond crews pump down and maintain low levels on a daily basis and if not will Richmond provide a disposal point (sanitary sewer) near the jobsite for dewatering purposes?
4. Is Richmond aware of any previous structural and or joint failures in this run of box culvert?
5. During heavy rain events, it may be impossible to control storm water inflows. Will Richmond allow for extensions of scheduling due to inclement weather?
Answers:
1. It is not normal practice by the City to allow other utilities to be designed within our box culverts. However, as mentioned in the request for proposal, it is the responsibility of the contractor to consult with DFO, BC Hydro, Telus, Terasen and or Shaw to determine if they have any assets installed in Richmond’s box culverts.

3. If required, a minimum of 48 hours notice should be provided by the contractor, so that the city operations staff can operate the pump stations in an attempt to maintain low water levels.

4. Richmond is not aware of any previous structural and or joint failures in this run of box culvert.
5. As mentioned in the request for proposal, scheduling of the work is the responsibility of
the contractor and will be a factor in the City’s evaluation and award of the contract. The contractor’s schedule should take into account inclement weather.
