CITY OF RICHMOND INVITATION TO TENDER Contract: T.3455 - Hollybridge Promenade - Hollybridge Way at River Road The City of Richmond invites tenders for construction work at the above-mentioned locations. Work under the Contract generally comprises: The installation of decorative unit concrete sidewalk paving on the west side of Hollybridge Way, plaza paving and site furnishings, cast in place concrete paving, specialized decking, concrete walls and signage, soft landscaping including street trees, shrubs and groundcover, irrigation, pedestrian lighting and temporary street lighting on the west side of the River Road and Hollybridge Way intersection and optional roadway lighting along the west side of Hollybridge Way. Approximate quantities include: Seven hundred (700) m² of unit concrete paving including edging and drainage strip along the Hollybridge Way west boulevard; Lawn, trees, shrubs and ground cover planting along the Hollybridge Way west boulevard; Chain link fencing, cast-in-place concrete paving plaza paving, street furnishings, cast concrete wall and commemorative plaque along the Hollybridge Way west boulevard; Seventeen (17) pedestrian streetlights along the Hollybridge Way west boulevard including concrete bases, poles, luminaries, conduit, conductors and all connections to existing 2 electrical kiosks at the southwest corner of the vehicle bridge across Hollybridge Canal with an optional price for work to replace every second pedestrian light with a street light pole complete with 1 roadway luminaire and 1 pedestrian luminaire and all work to connect these optional combination street and pedestrian lights to the street lighting system; and Installation of two (2) concrete traffic signal bases supplied by the City and two (2) temporary street lights supplied by the City, at the northwest and southwest corners of River Road and Hollybridge Way. Installation price will include delivery from the City Works Yard at 5599 Lynas Lane in Richmond to the site complete with the appropriate adaptor plates supplied and installed by the Contractor including all necessary conduit, conductors and work necessary to connect these temporary lights to the street lighting system. Contract: T.3455 - Hollybridge Promenade - Hollybridge Way at River Road

The City of Richmond invites tenders for construction work at the above-mentioned locations. Work under the Contract generally comprises:

The installation of decorative unit concrete sidewalk paving on the west side of Hollybridge Way, plaza paving and site furnishings, cast in place concrete paving, specialized decking, concrete walls and signage, soft landscaping including street trees, shrubs and groundcover, irrigation, pedestrian lighting and temporary street lighting on the west side of the River Road and Hollybridge Way intersection and optional roadway lighting along the west side of Hollybridge Way. Approximate quantities include:

• Seven hundred (700) m² of unit concrete paving including edging and drainage strip along the Hollybridge Way west boulevard;

ADDENDUM No. 02

This addendum forms part of the Contract Documents and shall be read, interpreted and coordinated with all other parts. The costs of all work contained herein shall be included in the Contract Price. The following revisions supercede the information contained in the original Contract Document to the extent referenced and shall become part thereof. This addendum contains two (2) pages in total consisting of the following:

1. One (1) page that acknowledges receipt of this addendum; and 2. One (1) page of answers to questions.

1. Questions and Answers

1.1 Q. If curb is removed and asphalt patching in front of the curb is required to install

the street light bases, will we be required to remediate Hollybridge to centerline per Bylaw 7869 (i.e. mill and overlay)? A. If the roadway asphalt is deemed to be in good condition by the City Inspector and at the discretion of the Contract Administrator, it may be acceptable not to reinstate Hollybridge Way to the centerline but to reinstate asphalt paving to the limit of a parking lane only, which will avoid having an asphalt seam aligned with a vehicle wheel line.

1.2 Q. Is bonding required? If yes, what is the budget of this project? A. Yes, see Instructions to Bidders Section 4.5 – Performance and Labour and Material Bonds.

1.3 Q. How many litter receptacles are to be provided? A. Four (4). 1.4 Q. Payment and Measurement Item E-9 Cobble Trench includes excavation or any

crushed stone fill required to bring the area to grade. Is the excavation for the Cobble Trench covered under Item B-3? A. No.

1.5 Q. What is the depth of composted mulch in the shrub and groundcover areas? A. 50mm (2”).

1.6 Q. What is the colour for the vinyl covered fence? A. Black. 1.7 Drawing LSK - 04 in Addendum No. 01 calls for the installation of conduit through the

existing driveway, which is theoretically going to be sandblasted. Do you intend that the driveway be replaced or patched? A. If the existing driveway is damaged beyond repair by the installation of conduit as determined by the City Inspector then the concrete driveway access shall be completely replaced.

1.0 Questions and Answers

1.1 Q. Page A-4 Specs "2 Type S Concrete Traffic Bases will be supplied by the City of Richmond". The

tender form pay item F-2.2 calls for the supply and install of 2 Type S2 concrete bases. Please clarify who is supplying the 2 type S2 concrete bases? A. Two (2) Type S Concrete Traffic Bases will be supplied by the City of Richmond (i.e. Pay Item F-2 page D-71 should not include supply of concrete bases).

1.2 Q. Addendum #1 regarding 75mm diameter Schedule 40 conduit. Does the proposed 75mm conduit go all the way back to TP 13687? Which line represents the proposed 75mm conduit and what does it tie into? A. No, bold line on Drawing LSK- 04 represents 45m of 75mm conduit.

1.3 Q. Is there an existing conduit under River Road that can be used for irrigation service? If not are we required to mill and repave an 8m wide swath of asphalt roadway? A. Yes, there is one (1) existing 50mm (2”) diameter Schedule 40 conduit under River Road that can be used for the irrigation system and 38mm (1-1/2”) Tuff Tube is acceptable for the irrigation mainline through the existing sleeve under River Road. However, if the diameter of the existing 50mm (2”) diameter Schedule 40 conduit under River Road is not wide enough for the 38mm (1-1/2”) irrigation piping and irrigation wires then a new conduit will have to be installed including all associated work (i.e. concrete curb and asphalt road saw-cutting, trenching, disposal, supply and installation of conduit backfilling, compaction, reinstatement of concrete curbs and asphalt roadway paving as per the Richmond Bylaw No. 7869 – Roadway Restoration Regulation).

1.4 Q. Addendum #2 refers to MMCD General Conditions for plant maintenance, unless otherwise stated in the Contract Documents. MMCD specs for maintenance of grass and planted areas have the owner taking over maintenance after total performance (i.e. refer to Section 02938 clause 3.5 for sodded areas and Section 02950 clause 3.10 for planted areas for conditions for total performance). Is the maintenance period as per tender documents, Section 02938 clause 3.05 for sodded areas and Section 02950 clause 3.07 for planting (90 days)? Clause 2.6, page 55 of Richmond supplementary specifications indicate a maintenance period of one year from date of planting. Is the maintenance period one year from date of planting as per supplementary specifications? A. One (1) year for all works as per MMCD General Conditions, unless otherwise stated in the Contract Documents. Per Contract Specification Section 02938 – Sodding, clause 3.04.1 on page D-49, which replaces the respective MMCD section, states “Maintenance of sodded turf shall begin immediately after sodding operation and shall continue until all deficiencies noted in the Substantial Performance review have been rectified to the satisfaction of the Contract Administrator.” Per Contract Specification Section 02950 - Planting Trees, Shrubs & Ground Cover, clause 3.07.2.1 on page D-58, which replaces the respective MMCD section states, “Plant material has been maintained for a period of ninety (90) days after Substantial Completion.”
