E. DELEGATIONS AND PRESENTATIONS

1. Pitt Meadows Facebook Summer Photo Contest Winner. Presentation to Sean Sweet and daughter, Emily.

Mayor Walters congratulated Mr. Sweet and his daughter, Emily, for winning the Summer Photo Contest, and presented Emily with a prize package. A picture was taken of Council members with Mr. Sweet and Emily, which will be posted to the City’s Facebook page.

2. Season 10 - The ACT. Bonnie Telep, Maple Ridge Pitt Meadows Arts

Council.

Shelley Jorde, Recreation Manager, Community Connections, and Karen Pighin, Communications Manager, and Korleen Carreras, Board Director, Maple Ridge Pitt Meadows Arts Council, were in attendance and introduced the video showing the events scheduled for Season 10 of The ACT. Council expressed their appreciation for the presentation.

3. Temporary Permit No. 2009-001. Julie Paciejewski, Neighbours of

Pitt Meadows Airport.

Julie Paciejewski said Temporary Permit 2009-001 expired over a year ago, however, the activities have continued, with expansion of the site, which was not in the original permit. Problems include noise and squealing tires which have impacting the neighbours’ quality of life. They requested that the permit be terminated and asked what action Council would take to mitigate the problem? MOVED by Councillor B. Bell, SECONDED by Councillor D. Murray, THAT a letter be sent to the Airport Society, addressed to the Chair, from the City of Pitt Meadows requesting that the person who is running the business cease and desist until they renew their permit.

See Below. Before the motion was put to a vote, it was: MOVED by Mayor D. Walters, SECONDED by Councillor B. Bell, THAT the main motion be amended by adding, “that all other businesses at the airport must comply with the permits”.

F. PUBLIC HEARING

1. Bylaw No. 2577, 2012 - Zoning Amendment for 11631 Bonson Road. Notice of Public Hearing.

The Notice of Public Hearing is included as Attachment 1 and forms part of these Minutes. The Mayor read the Public Hearing Statement, which outlined the rules under which the Hearing would proceed. Staff reported that the Hearing had been properly advertised and notification was sent to neighbouring property owners. Ms. Grout noted that two pieces of correspondence had been received which are included as Attachments and form part of these Minutes. 2. Email communication from Mike and Joann Thompson dated

September 17, 2012; and 3. Email communication from Karen Georgi dated September 18,

2012.

The Director of Operations and Development Services provided a PowerPoint presentation which is included as Attachment 4 and forms part of these Minutes. The Mayor then called for speakers for the first time. David Uria, 19564 116B Avenue, Pitt Meadows, said his property backed onto the property in question. Although previously he had been opposed to the rezoning of the property, he had come to a written agreement with the property owner as to where the house would be situated on the lot, the majority of the trees would remain and the proponent had agreed to construct an 8 ft. fence separating the two properties.

Staff indicated that an 8 ft. fence would not be permitted under the current Zoning Bylaw, but would require a Council-approved variance. The Mayor called for speakers for the second time. David Uria, 19564 116B Avenue, Pitt Meadows, said it did not matter to him what the barrier was between the two properties as long as it was 8 ft. in height. However, he noted that a hedge would not work as there wasn’t room for it, considering the existing hemlock trees. The Mayor called for speakers for the third time and, hearing none, declared the Public Hearing closed at 7:45 p.m.

1.1 Council Policy Review - Part 7 - Parks & Leisure Services Cont’d. The Director of Parks and Facilities said as part of the reasoning for amending Policy H02, in addition to the number of benches (132), there were concerns by Operations staff regarding the benches and on-going maintenance of the dykes; as well, the Inspector of Dykes said the main purpose of the dykes was for protection of the lands behind the dykes; the secondary use was for recreation. Discussion ensued regarding other ways of recognizing a citizen who has died. Parks and Leisure Services has a Park Gift Program which offers the public the opportunity to purchase a park bench, a water fountain, a picnic table, or sponsor a tree. The bench is a gift from the family to the community, and after which the sponsor has no legal ownership of the bench or the land in which it is situated. MOVED by Councillor B. Bell, SECONDED by Councillor D. Murray, THAT: D. Staff be directed to amend Policy H02 as recommended,

except that staff will continue to work with property owners adjacent to the dykes who may wish to purchase a recognition bench, to try to find suitable a location where a bench can be accommodated within the existing policy guidelines.

CARRIED. With Councillor G. O’Connell voting in the negative.

I. COUNCIL REPORTS

Councillor Murray, attended the Ridge Meadows Hospice Hoedown which was a great event and raised a lot of money for a worthwhile cause; participated in the Terry Fox Run which has raised $525M to date; on October 1 the Rotary Banquet will be held at Meadow Gardens Golf Club – tickets are $150 each and it begins at 7 pm; the Pitt Meadows Foundation dinner will be held on September 29 at the Maple Ridge Legion – tickets are $15 each and can be obtained by phoning Carole Kubb at 604.465.5398; the one-year anniversary celebration of the South Bonson Community Centre will be held on September 23, 9 am to 12 Noon – it is free and everyone is welcome. Councillor O'Connell reported resident Larry Styva, a tow truck operator for Maple Ridge Towing attended Davie Jones School and provided an educational session on towing for the Grade 3 students; on October 28 there will be a Fashion Show for Hospice at the Maple Ridge Legion at 12:00 pm, with Mayor Walters and Len Walters modeling; copies of the Hospice 2013 calendar/daytimer are available with 100% of funds raised going to Hospice – cost is $10. Councillor Miyashita on October 1 the Arts Council will be holding its Annual General Meeting at The ACT beginning at 6:30 pm; - they will be celebrating Canada Culture Day on September 29; on September 19 the Community Police Meeting will be held at City Hall beginning at 7:00 pm – everyone is welcome; on September 23 Doggy Dash will be held at South Bonson; during the week of September 23 will be attending the Union of BC Municipalities Convention in Victoria – looking forward to networking opportunities. Councillor Bing attended the Fraser Valley Regional Library Staff Appreciation Night when Sherry Hertzog was recognized for 15 years of service at the Pitt Meadows Library; attended the Terry Fox Run which raised $33,000 – congratulated the organizers, volunteers and participants. Councillor Elkerton thanked the public for attending the Public Hearing on September 17 regarding the Agricultural Land Reserve Exclusion Application; the Alouette River Management Society will be celebrating Rivers Day on September 30 at the Allco Fish Hatchery, 11 am to 3 pm, and encouraged the public to attend; attended Laurie Darcus’ luncheon on September 14 and extended Council’s best wishes on her return to university; September 20 will be Raise a

Reader Day – will be obtaining contributions for copies of the Vancouver Sun and Province newspapers at the West Coast Express station; on September 29 Youth Diversion will be holding a fundraiser at the Maple Ridge Equestrian Centre - $20 each ticket – contact Ranjit at www.youthdiversion.com; attended the Agricultural Advisory Committee meeting – new member is Mike Manion. Mayor Walters said the Metro Vancouver Zero Waste Committee has been discussing different types of Waste to Energy options that are available to help municipalities reach the diversion goals – they are developing a strategy for a Waste Flow Management Plan for Businesses and Multi-Family Residential; attended the Zero Waste Conference – the theme was to encourage people to go beyond recycling – we need to think about all things we consume; attended a number of events: Parkinson and Terry Fox Runs, Ridge Meadows Curling Open House, EID – celebrating the end of Ramadan, Community Garden BBQ – thanked all the event organizers and volunteers; invited residents to attend an event on September 22 when the City will recognize and honour the Royal Westminster Regiment by granting them Freedom of the City – it will begin at 9:30 am with a parade and short ceremony in Spirit Square.

TAKE NOTICE THAT a Public Hearing will be held in the Council Chamber of the Pitt Meadows City Hall, 12007 Harris Road, Pitt Meadows, BC on Tuesday September 18th, 2012 at 7:00 p.m. to consider the following amendment to Zoning Bylaw No. 2505, 2011, the Zoning Bylaw for the City of Pitt Meadows:

The purpose of this amendment is to rezone the properties legally described as:

Lot 18 District Lot 282 Group 1 New Westminster District Plan 25113

from Large Lot Residential (RS) Zone to Medium Lot Residential (R-1) Zone (shown bolded and shaded) in order to facilitate a two lot, fee simple panhandle subdivision. The relative location of the land to be affected by the proposed bylaw is indicated on the sketch plan below:

Thanks, Karen Georgi To Mayor and Council, Unfortunately I cannot attend tonight's council meeting but once again want to go on the record as being opposed to a Panhandle development on 11631 Bonson Road. I'm sure you have all of the information from past meetings regarding this property and I've attached two documents which I read to council in the past. My reasons for not wanting this development to go forward haven't changed, so I will leave you to review my past submissions. One question I do have and would like answered at tonight's meeting is, can the property owner (if this rezoning doesn't go through) tear down the house, cut down the trees and build two houses? I've been told on more than one occasion that this is what will happen if the panhandle development is not approved. I think two houses with frontage would be a better option but a property owner who will be impacted by the lack of privacy due to the trees being cut, does not think it is a better option. I have spoken on numerous occasions against this development and now hopefully, this will be the last 

time. 

 I looked through the additional information given to council at the June 28 committee meeting and I 

have additional feedback. The panhandle on 195A Street that was referenced in the report as a 

comparable development, is not comparable. That panhandle is tucked away at the end of a cul de sac, 

with the house being built more beside the original house rather than behind. The proposed panhandle 

on Bonson Road is a traditional panhandle with a house being built behind the existing house. Also 

South Bonson is a main street not a side street. I looked at the Pitt Meadows zoning map on the website 

and found there are no other panhandle lots on the main streets of Pitt Meadows, none on Lougheed, 

Harris, Hammond, Bonson or Airport Way other than a P‐1/C‐3 zoning on Harris Road, a commercial 

development. There are no other panhandles in Pitt Meadows that are comparable to this one. 

The non viable alternative, extending 116 A is said not to be acceptable because it creates double 

frontage lots. They are proposing to run a driveway along side private back yards which will create 

double frontage lots to the affected properties, as stated in the report this is not generally supported in 

the City.  

My family moved to Pitt Meadows in 1974 and I have seen the community continuously changing, the 

house I live in today didn’t exist back then. When the area was being developed, more thought should 

have been put into what the end result would be. A plan should have been in place for a traditional 

subdivision but you can’t go back to fix the mistakes of the past. I understand the need for infill to 

preserve the ALR, however I don’t see the need to fill in all of the gaps. This proposed development may 

comply with the policies and guidelines for a panhandle development but that does not mean it should 

be approved.

I first spoke out against this panhandle development in November of 2005, the vote at that time was 

Councilors John Appleton, Randy Cooke and Mayor Maclean in favour and John Becker, Deb Eisel, Janis 

Elkerton and Gwen O’Connell voted against this development. 

The next time I had to come was ten months later, in September of 2006 and the vote at that time was 

Councilor  Andrew Tolchard and Mayor Maclean in favour and Councilors Doug Bing, John Becker, Deb 

Eisel, Janis Elkerton and Deb Walters voted against this development. 

I now stand in front of another Council with a few new faces but also some familiar ones. 

My reasons for not wanting a panhandle development on this property haven’t changed and other than 

some increased traffic on Bonson Road, the surrounding area has also not changed. Change is only good 

if it is done as an improvement and this development does not improve our neighbourhood. 

 Allowing a panhandle on this property would set a precedent for the whole area. There are many 

oversized lots in this area and I don’t feel this is an acceptable way to infill. I think a panhandle on this 

property goes against the character and appearance of the established neighbourhood. 

In March of 2010 you approved a panhandle development on 11872 Blakely Road but the situation 

there was entirely different that this one. The house for that development has a driveway which is 

accessed on 119 Avenue, essentially they added a “handle” to 119 avenue. The houses don’t share  an 

access point on Blakeley Road, so it is not a traditional panhandle development, as they don’t share the 

entrance as a flagpole or panhandle. Panhandle developments may be appropriate in this situation or 

perhaps tucked away at the end of a quiet street but not in the middle of a busy  street, which is used to 

access to our fields and arenas.  

Traditional panhandles are an afterthought development and that is exactly what they look like. We 

have a beautiful neighborhood in the core of Pitt Meadows,  please don’t add houses for the sake of 

infilling. There is nothing wrong with maintaining some larger lots in Pitt Meadows so we can have a city 

with diversity. Some people like large houses and small yards, others like townhomes and condos, and 

some love the idea of owning a home with a large back yard. This is what makes Pitt Meadows unique 

and it is why we purchased a home here with large private back yard.
