1. Purpose

The State Government released the Delivering Transforming Health Proposals Paper on 3 February 2015. This report presents our submission letter responding to the proposed changes to health care services in the city. Due to the short consultation period provided by the State Government, retrospective approval on the submission is being sought from the Strategic Directions Committee.

2. Recommendation That the Strategic Directions Committee retrospectively approve the submission to the State Government which outlines our response to the Delivering Transforming Health Proposals Paper, as attached to the agenda.

3. Background

Delivering Transforming Health outlines a number of changes proposed by the State Government to the South Australian health care system to deliver on the clinical standards endorsed at the Transforming Health Summit in November 2014. The proposals paper was released on Tuesday 3 February 2015 with the consultation period closing on Friday 27 February 2015.

A scanning report highlighting the proposed changes and possible implications for the City was sent to elected members for their information and comment. Content from the scanning report and issues expressed by our local communities and service providers at a community forum informed the submission letter.

5. Additional information

A full copy of the proposals paper is appended as attachment 1. The following summarises the major proposed changes to the health care system.

• The new Royal Adelaide Hospital (RAH), Flinders Medical Centre (FMC) and the Lyell McEwin (LM) hospital would be super sites for major emergencies, with the Queen Elizabeth, Modbury and Noarlunga hospitals to no longer deal with life-threatening emergency situations.

• The Noarlunga Hospital Walk-in Emergency Clinic would be established to replace the existing emergency care model, and would include a physical upgrade. The impetus behind the Noarlunga Hospital (NH) becoming a ‘Walk-in Emergency Clinic’ is that most people currently treated at emergency departments are not experiencing life-threatening conditions. The state government has argued the emergency department at the NH only admits 7% of people who attend. 87% are treated and returned home. About 6% of people are transferred to another hospital because their conditions are more serious and the NH is not equipped to provide people with the care they need. The overall changes proposed for the NH include:

• $15 million for facility upgrades, including an upgrade to the physical space of the current emergency and elective surgery departments

• a new speciality day service for elective surgery • upgraded palliative care services • access to dermatology, mental health care and dialysis

It is suggested that the Noarlunga Hospital Walk-in Emergency Clinic would also enable faster treatment of urgent needs such as: gastroenteritis, ear infection, bronchitis, cuts or other minor injuries’.

• Services provided by the Rehabilitation General Hospital and the St Margaret’s and Hampstead Gardens Rehabilitation hospitals would be integrated into other major hospitals.

• Reduced waiting times, clearer roles for hospitals and reduced delays to treatments are proposed to reduce mortality rates and improve recovery time.

• Upgrades to the metropolitan hospitals will cost approximately $250 million. • Dedicated stroke units are proposed at the FMC and LM, with the RAH providing

a 24/7 hyper-acute stroke unit. There is currently no out of hours service to deal with stroke patients.

• Three specialist services for elective surgery would be established with a single day surgery at the NH and multi-day surgeries at the RAH and Queen Elizabeth hospital. Dedicated elective streams are expected to improve waiting lists with fewer postponements.

• Where appropriate, acute mental health consumers would be directly admitted to a mental health bed, avoiding the emergency department, improving access and reducing delays for treatment. Additional mental health beds would be provided at the FMC. Mental health clinicians will be aligned with Local Health Network boundaries, with the intention of improving co-ordination of care between mental health and general health.

• Ambulances would be coordinated to take patients to the ‘right hospital, first time’, with an expanded fleet. The paper articulates this would not mean delayed treatment given the capacity of ambulances as ‘intensive units on wheels’.

• A ‘Centre of Excellence’ for Veterans to treat Post-Traumatic Stress Disorder will be developed and improved pathways of care will provide Veterans with high-level expertise. Veterans will be involved in deciding a suitable new site for the Centre.

• There would also be a focus on preventing unnecessary hospital care through the development of community care programs and better ways to work with GPs for improved patient outcomes.

• The Capital Reconfiguration Fund, announced as part of the 2014 State Budget, will provide dollars for these initiatives, including upgrades and construction of new facilities.

Attachment 2 presents our submission in response to the proposed changes. It highlights that a number of these will create accessibility issues for our residents and further demand on health services in the region. The submission also comments on the short consultation period allowed for comment and recommends that a minimum period of six weeks be allowed for consultation on matters of this nature to ensure an appropriate level of community engagement and sufficient time for considered responses.

Our submission has been sent directly to the Hon. Jack Snelling, Minister for Health with a request to meet as soon as possible to discuss responses to the issues raised.

Further scanning and updates on the proposed changes and any outcomes of a meeting with the Minister will be provided via a Weekly News update.

The draft Integrated Movement and Transport Discussion Paper is presented for the Strategic Directions Committee’s (the Committee) approval.

3. Background

The Community Plan 2035 identifies the Transport Strategy as one of the ten strategies that collectively deliver on our Vision of Strong Vibrant Communities and individually delivers on our objective of Connected and Accessible Places.

The approval of the draft Integrated Movement and Transport Discussion Paper (the paper) formalises the commencement of the review of the current Integrated Transport Strategy 2008–13.

We are aiming to develop and finalise the strategy, along with its associated Management Plans, within 12 months.

The introduction of ‘Movement’ to the title assists in broadening our thinking from infrastructure and vehicles to how we move around more generally, including a focus on more active forms of transport such as walking and cycling.

The focus for investigation and engagement are the Key Issues within the paper. A leadership forum on the evening of 21 May 2015 is a prominent feature of the first stage community engagement, to which elected members will be invited. An elected member workshop is also scheduled for 9 June 2015.

Resourcing aspects involved with our service provider and owner custodian roles, including service levels, will be covered.

Timeline and components

The review process incorporates the development of a range of plans, studies and guidelines as shown in the table below.

Each of these components is being developed in an integrated manner under the umbrella of the strategy review, and will be progressively considered by Strategic Directions Committee, as shown in the following table. This has led to streamlining and connectivity gains, consolidated community and stakeholder engagement, and efficiency gains.

Key outcomes from each component will feed into the strategy for wider consideration and will be used in developing the Actions. An overarching consultancy will assist with this task.

Outcomes from many of the components (and the engagement process), will also feed into other strategies, strategic management plans, and reviews, for example Medium Density, District Centres, Economic Growth and Investment, Placemaking etc.

Community and Stakeholder engagement

The Community and Stakeholder Engagement Plan is included as attachment 2 and includes a number of informing, involving and consulting activities. This has been developed in conjunction with planning consultants Planning Futures who will assist in engagement activities, but only names some of the key stakeholders.

A specific stakeholder identification session with staff will occur on 17 April 2015 and outcomes immediately communicated with elected members via email, with opportunity to provide comment.

The first (input) stage of engagement (May-July) will include a prominent leadership forum on 21 May 2015, where all of the Key Issues will be the focus. Invitees are those entities active across the Key Issues and who may be involved in some of the strategy’s investigations and actions.

The forum will be opened by the Mayor, include a stimulating keynote speaker on trends and futures, and be an opportunity to capture initial input. Follow-up with stakeholder groups will be done following the forum.

An elected member workshop is scheduled for 9 June 2015, following the Strategic Directions Committee meeting.

The second (feedback) stage engagement (late Jan-Feb 2016) will be to seek comment on the draft strategy, which will be via a feedback survey based on the draft Strategy and Actions.

Progress on the strategy review will be updated monthly on the Projects and Programs Register, which has open community and elected member access, and via The Quarter.

1. Purpose

This report provides an update on the work program for the Strategic Directions Committee, a progress report on Development Plan Amendments and other issues being considered by the Strategic Directions Committee, and miscellaneous development matters for the Strategic Directions Committee’s noting, recommendation or approval.

3. Background

Given the broad range of issues considered by the Strategic Directions Committee (the Committee), the focus of this report is on exception reporting.

It is recommended that the Committee note the attached Updated Work Program comprising of the online Report Schedule and Strategic Directions Committee Resolution Status Action, and note the progress on strategic direction-related projects. This is a matter for determination by the Committee under delegation from Council.

Activity Centre and Shopping Review Development Plan Amendment(s)

The Minister for Planning has released a set of draft principles to shape the future growth of activity centres, retail and commercial development and guide policy development for two future Ministerial Development Plan Amendments (DPAs).

The state government has recommended that the DPAs be led by five principles that seek to provide a planning framework that supports innovation, creates opportunities for competition and choice, while recognising the importance of conveniently located services and facilities and the benefits that can arise from the aggregation of business activities.

Councils have been asked to comment on the five draft principles and provide feedback before Friday, 27 March 2015. Given the timeframes, the Administration have drafted a response to the Minister. A copy of the correspondence from the Minister for Planning (attachment 3) and our response (attachment 4) on the draft principles are provided for information.
