a) Library Director Robin Doughty attended via Zoom and introduced herself, speaking briefly on the opportunity for the Parks & Rec Board and the North Plains Library to work together on events and programs. Also attending virtually were Library staff Carol Aldrich and Emily West. They both introduced themselves and told the board members a little about their backgrounds and what they do at the North Plains Public Library. Brief discussion and questions ensued.

7 UNFINISHED BUSINESS: a) Update on City Projects - Public Works Director Blake Boyles

* Veteran's Park * Ghost Creek Trail * West Union Pedestrian Path Public Works Director Blake Boyles gave an update on the city projects that he is working on. He noted that this week green turtle stencils will be painted on the sidewalks along Highland Court that will lead to the turtle pond. The Ghost Creek Trail project is complete, the barricades are down and garbage cans have been placed on both sides of the tunnel. The Veteran's Park is moving forward with contractors in place. There will be a sign on the property soon that will list the companies that have donated/done work/materials on the project. There is a list of items that are still needed and we will be looking at fundraising to cover those items that include benches, waste receptacles, water fountain, and other items. The West Union Pedestrian Path bridge is being store by British Auto Works on West Union. They are looking at October for its installation. Work on the path itself will start dependent on installing the pilings and allowing them to settle in place. Work on the new outdoor restroom facilities at Jessie Mays Community Center will begin after Labor Day. Councilor Fage noted that his family would like to purchase a park bench for the Veteran's Park. The list of items still needed for the Veteran's Park will be provided to the North Plains Parks Foundation as well as the Chamber of Commerce. Brief discussion on the bricks that will be for sale for the Veteran's Park. Boyles said he should have the prices for the bricks, as well as the cost of having them engraved in the coming weeks.

b) Discussion on tentative schedule for improvements at Jessie Mays City Manager Varner said the city is working with a landscape architect and he, along with Public Works Director Blake Boyles will be meeting with him this week. They will provide him the information on the work that has already been done with regards to the playground/court areas at Jessie Mays. The architect will then do a more specific overlay taking into account the space needs for the annual garlic festival, as well as

the items the Parks Board have stated they would like to see in the upgrades to the area. Varner said he hopes to have something to present to the board members at their September 14, 2020 meeting.

8 NEW BUSINESS:

9 BOARD & STAFF COMMENTS a) Comments with regards to the updated information on the Brynhill Parks plan:

Vice Chair Orgill feels that they did not change the play area size, which she had requested. She is happy with the added toddler structure, but noted that they took out some swings and she is not happy about that. She would also like to see additional benches in that area. Chair Nunnenkamp noted that Pacific Community Design (PCD) did put in the toddler play structure that was requested. Discussion ensued. Eric Hawkinson with PCD was in attendance via Zoom. He stated that they have met the minimum square footage of play area that is required based on the Parks Master Plan. Hawkinson noted that on page 97 of the Parks Master Plan it specifically states that neighborhood parks require a minimum of 4,000 square feet of play area. Orgill asked if there could be more benches put in the park area. Hawkinson said, yes, there is an opportunity for more benches to be added. Consensus of all board members on the park and expanded basketball court area PCD has provided. Chair Nunnenkamp reminded the board that there will be more opportunities with the parks that will be coming with the future phases of Brynhill. With the large lawn space, Orgill asked if there will be a power on the south side of that area. City Manager Varner asked Hawkinson to talk to his clients about the possibility of putting a power pedestal in that area. Hawkinson will talk to them and get back to Varner. Orgill asked about the possibility of putting a cement pad in that area for 'performances'. Hawkinson will relay that request, as well.

b) Vice Chair Orgill asked if there is any more information on when/how the crosswalk on Commercial Street will be fixed. City Manager Varner said that the solar panel in that area just isn't working because of the huge tree on the south side that blocks the sun to the solar panel. The city may have to look at hardwiring it, which will cost a substantial amount of money, so they are still looking at other possible options right now.

c) City Manager Varner said that the City Council has adopted an updated Parks Plan Capital Improvements Plan so that there is more money from STC's to spend on Parks projects. This will include additional funds for Jessie Mays, updating the Purple Park, and items at the future Veteran's Park. Varner is also working on a Cycle North Plains plan on the city website.
