I am Captain Matthew Marcarelli and I am the Director of Training for the New Haven Regional Fire Academy. Let me begin by thanking you for the opportunity to testify before you and for your past support of our agency and for the support you have provided to Connecticut's fire service as a whole. You along with Governor Malloy have long recognized the difficult job our fire and emergency service organizations contend with on a daily basis. As you are aware the New Haven Regional Fire Training Academy has undergone a nearly 5 million dollar renovation and addition project, as the first of a series of projects that we were here celebrating on February 14, 2012. For this the New Haven Fire Department, its members and the regional we serve are extremely grateful. This was the first significant improvement to the facility since 1989 when an addition to the maintenance facility was completed. Prior to that the facility had remained the same since 1981 when it was first constructed. It is essential that the current facilities be maintained to preserve and support the taxpayer investment in these upgraded facilities. DESPP through the Fire Prevention and Control Division submitted a mid-term budget adjustment to OPM on the New Haven Regional Fire School's behalf totaling $36,360. This was to complement the functionality of the expansion of the facility without disrupting any shift of resources. This was to account for an increase of 10,537 square feet of new/renovated space (new storage/maintenance garage) and renovation other space (ie., Burn Building, Tower, Classroom/Admin Building, Flashover, etc.) Additional operating expenses to the city are estimated to be $36,360 for utility, care of quarters, maintenance. maintenance and inspection required under the National Fire Protection Association and manufacturer guidelines. The New Haven Regional Fire Training Academy provides expanded training opportunities to the 27 towns in the greater New Haven area, additionally; we have seen an increase in use as we are one of the only Class “A” Structural Firefighting facilities in the State of Connecticut. Whereas some departments would be serviced by another regional fire school haven been left with no other option but to use our facility because the facility that services them is no longer useable. We are also the only facility that also serves as an emergency shelter, and was activated as such during hurricane Irene and served as a staging point for Urban Search and Rescue Teams. Furthermore, The New Haven Regional Fire Training Academy houses and manages the Region II Mobile Burn Trailer, Mass Decontamination Trailer and Regional Light Tower. The New Haven Regional Fire School is only one of two that are staffed by full-time career personnel. However, the facility serves a greater number of volunteers who make up the majority of firefighters in the state. Without this facility, these volunteers would have to travel great distances to seek their training elsewhere. Furthermore, while they are away at training they are not available to respond to their communities. Being centrally located we are the focal point for many regional and statewide meetings, training programs, seminars for fire, EMS, hazardous materials, and law enforcement training. With the increase in infrastructure the current operating will no longer support the maintenance of the facility. The increase was sought as a procedural matter and was put forth by DESPP but was not included in the 2013 Budget by OPM. This came as a particular hardship as we have had consistent rescissions as a result of the economic downturn despite the fact that we have seen a marked increase in firefighter demand. Furthermore, New Haven in particular receives the smallest disbursement of operating funds second only to the Valley Fire School who does not even have a facility. In closing, I ask you to please restore the proposed 2013 Budget Adjustment to bring the New Haven Regional Fire Training Academy to amount of $84724.00. This will allow us to maintain our activity serving the region. This is in the best interest of firefighter and public safety. Thank you for your time.
