Pursuant to due call and notice thereof, a regular meeting of the Moorhead Community Fund Advisory Committee was held in the Hjemkomst Center Elm Boardroom on October 15, 2019 at 7:30 AM.

5. Updates – Moorhead Community Fund

a) Review Website Restructure The committee reviewed website updates that are on a development site. Suggestions included removing the video to the landing page, minimizing number of “clicks” to be user-friendly. Understand the target audience when clarifying the project descriptions and integrate mobile-friendly accommodations during set-up.

b) Outreach for Donations Holly Heitkamp provided an update on introducing the Community Fund to local service clubs and invited members to join her in attending.

c) Discuss Other Options for Outreach The committee brainstormed ideas for outreach including going to project specific events to promote the Community Fund initiatives, for instance attend pet-friendly events or local pet businesses to promote the proposed facility.

6. Review - Community Initiatives

Chris Volkers provided an update on the City Council priorities which includes reprioritizing projects, adding a Natural Playground to be located at Riverfront Park and removing Matson Field and Southside Regional Park updates.

7. Select a Project – FM Area Foundation Caring Catalog

The committee recommended Agility Equipment for the Dog Park be the designated Caring Catalog project for 2019.

Miracle Field was approved by Moorhead City Council on 10-14-2019. A playground at this location has long been on the master plan for Southside Regional Park. $10,000 has been budgeted for construction design of this project, and a pledge of $10,000 from Moorhead Kiwanis. A local construction management company has volunteered to help coordinate pro bono contractors to provide the base material for the rubberized surface, similar to what they did for the Miracle Field many years ago.

Dog Park Following research and community input, River Oaks Park was approved at the location for a second dog park in Moorhead. Location options that comply with FEMA and DNR standards, as applicable, are under review. City has budgeted $25,000 from the 2019 Capital Improvement (CI) Fund. Total project cost is $200,000.

Natural Playground The FM Rotary Foundation approached the City of Moorhead about constructing a natural playground near the downtown area of Moorhead. Various locations were discussed and the FM Rotary members picked Riverfront Park as the preferred location. The FM Rotary Foundation will be responsible for fundraising, design, and execution of this project with oversight from City staff. The estimate for this project is $600,000.

River Corridor and Trails The City continues to seek grants to build a continuous river corridor trail and recently applied funding for the Midtown and Harvest Trail segments and river crossing improvements at the 60th Ave S Bridge to install a separated bike lane on the bridge. For additional details on other projects, visit the River Corridor section of the City’s website.

Partnering with other agencies continues to move multiple projects forward. The current list of partnering agencies include:

• Audubon Dakota for the grant writing and implementation of Urban Woods and Prairie Initiative sites along the river corridor. The City is currently working with staff from Audubon on exploring installation of Pollinator Gardens within select/pilot City grass medians.

• River Keepers continues to work with the City on a number of projects such as Reforest the Red, river clean up, water education, fishing clinics, canoe and kayak rentals, etc. They are also looking to rent office space in the Hjemkomst Center.

• The many community groups that Adopt-the-Red for river clean up. • FM Rotary for the bike repair stations • FM Trailbuilders volunteer countless hours to clear off-road trails through the woods along the river

corridor.

The Downtown and Homestead Trail segments funded through the Greater Minnesota Regional Parks and Trails (Legacy Grant) and the City of Moorhead were completed in 2019. For more information on the River Corridor Trails and Funding view the River Corridor Trails Segment Map.

Park benches, garbage receptacles, and dog waste receptacles will also be placed along the Homestead and Downtown segments as work is completed. The concrete paths will have the Art Stamps from the downtown project used as an added feature. There are three (3) message centers that were installed in the Fall of 2019. Work continues this winter on the information that will be placed in these message centers that includes mapping, destination information and historical references.

Community & Aquatics Center The Moorhead Community & Aquatics Center will provide year-round indoor aquatics, recreation, and community spaces for Moorhead families, seniors, and youth and college students. Amenities that are being considered may include a 50-meter competition-sized pool with a diving well, outdoor splash pad, gathering spaces, exercise areas, senior spaces and childcare. Locations for the $25 million facility are being explored near the high school and downtown. The City has requested state bonding support, but with the large scope of the project, it will also need community contributions.

Eligibility Criteria Giving Hearts Day has become a social movement and wellspring of generosity throughout North Dakota and northwest Minnesota. Having a sound set of policies and criteria is important in helping to grow Giving Hearts Day not only in terms of funds raised but also in terms of cultivating a sense of confidence and support from donors. Below are two Giving Hearts Day 2020 eligibility checklists for participating nonprofits. Please reach out to [email protected] with any questions regarding your organization’s eligibility.

Eligibility Criteria for 2020 (Required)

• Be a 501(c)(3) IRS tax-exempt organization in good standing or have a fiscal host that is a 501(c)(3) IRS tax-exempt organization in good standing

• Have participated in an Impact Institute High Impact Fundraising Training at least once since 2017

• Have an active Giving Hearts Day subscription (must be fully paid by September 30, 2019)

• Have raised a minimum of $4,000 on Giving Hearts Day 2019 (if applicable) • Review and sign off on the Dakota Medical Foundation Giving Hearts Day policies • Complete one Giving Hearts Day application and one 2019 Impact Institute Fundraising

Assessment by the deadline of Friday, August 16, 2019

Eligibility Criteria (Preferred)

• Your organization should have the following: o Annual board of directors review of your organization’s strategic and/or

operating plan o Annual executive director performance review o Regular review of the organization’s budget and financials by the Board of

Directors o Annual independent financial audit performed and available for public

inspection o Maintenance and operation of bylaws and articles of incorporation o Have a significant local presence (i.e., physical office), active programming

within North Dakota or northwestern Minnesota, local governing control, and attest that 100% of the money raised will be used locally*

• Have at least one paid staff member • Have an annual operating budget of $100,000 or more

Giving Hearts Day 2020 Eligibility Checklist

Giving Hearts Day has become a social movement and wellspring of generosity throughout North Dakota and western Minnesota. Having a sound set of policies and criteria is important in helping to grow Giving Hearts Day not only in terms of funds raised but also in terms of cultivating a sense of confidence and support from donors. Below are two Giving Hearts Day 2020 eligibility checklists for participating nonprofits. Please reach out to [email protected] with any questions regarding your organization’s eligibility. Participation Checklist (Required):

Be a 501(c)(3) IRS tax‐exempt organization in good standing or have a fiscal host that is a 501(c)(3) IRS tax‐exempt organization in good standing

Have participated in an Impact Institute High Impact Fundraising Training at least once since 2017

Have an active Giving Hearts Day subscription (must be fully paid by September 30, 2019)

Have raised a minimum of $4,000 on Giving Hearts Day 2019 (if applicable)

Review and sign off on the Dakota Medical Foundation Giving Hearts Day policies

Complete one Giving Hearts Day application and one 2019 Impact Institute Fundraising Assessment by the deadline of Friday, August 16, 2019

Participation Checklist (Preferred):

Your organization should have the following:

Annual board of directors review of your organization’s strategic and/or operating plan

Annual executive director performance review

Regular review of the organization’s budget and financials by the Board of Directors

Annual independent financial audit performed and available for public inspection

Maintenance and operation of bylaws and articles of incorporation

Have a significant local presence (i.e., physical office), active programming within North Dakota or northwestern Minnesota, local governing control, and attest that 100% of the money raised will be used locally*

Have at least one paid staff position

Have an annual operating budget of $100,000 or more

Important Info for Giving Hearts Day 2020

Each year, Giving Hearts Day grows in size and substance. We strive to offer valuable training and technical assistance while remaining connected to our nonprofit partners. To deliver on these objectives, all applications must be received by Friday, August 16, 2019.

Any new applications or inquiries received after Friday, August 16, 2019, will be added to our contact list for Giving Hearts Day 2021.

A Giving Hearts Day 2020 Subscription is $725. That fee will increase to $825 if received after Monday, September 30, 2019.

All Giving Hearts Day 2020 participants are required to secure and report a minimum of $4,000 in match funding from an external funding source(s) by Monday, January 27, 2020.

As with any donor, Dakota Medical Foundation reserves the right to determine how our award and incentive dollars will be used.
