5. PRESENTATIONS

(a) Tribute to Ron Lenyk

Members of Council paid tribute to Ron Lenyk. They spoke about his contribution to the City of Mississauga, Living Arts Centre and his volunteerism. Mayor Crombie directed staff to come up with a suitable tribute to Ron at the Living Arts Centre. Councillor Tovey requested a recorded vote. Resolution 0186-2015

(b) Mississauga North Baseball Association

Pamela Johnstone, President of Mississauga North Baseball Association spoke briefly about the teams that won the Nationals and Provincials Awards. 2015 OBA AAA Minor Bantam Provincial Champions - MNBA Tigers, 2015 OBA AAA Major Midget Provincial Champions - MNBA Tigers MEL, 2015 OBA AAA Major Bantam Provincial Champions – Completing the Big 4, 2015 SOBA Midget Select Provincial Champions – MNBA Tigers Select, National Champions – Major Bantam Tigers. The names of the players are Ashton Feijo, John Poirier, Joshua Blanchard, Matthew Ward, Joshua Gencel, Connor O’Halloran, Christian Cummins, Mathew Paleczny, Jachary Gardiner, Jeffrey Liddell, Brandon Deans, Stephen Philips, Hoab, Naylor, Adam Hill, Payton McWilliam, Blake Buckle, Matthew Deen, Shunta Koyama, Sawan Bhutnagar, Cameron Wilcox, Matt Jenkins, Dylan Jones, Ryan Douglas, Varun Kuo, Ian Jordan, Ethan Hammond, Mathew Panzica, Leo Markotic, Evan Ferguson and Owen Lalonde. The names of the coaches are Lino Feijo, Gary Liddell, Marty Paleczny, Terry Gardiner, Chris Naylor, Cam Hill and Karl Bent. Councillors Tovey, Mahoney and Saito congratulated the players, coaches and parents for their dedication to the sport of baseball and the Mississauga North Baseball Association for producing major league players.

(c) MiWay Cricket Team – Chartered Institute of Management Accountants (CIMA) – Mayor’s Trophy

Geoff Marinoff, Director of Transit and Mayor Crombie presented the MiWay Cricket Team Kulbir Gill (Captain), Mohamed Shaikh (Vice Captain), Sewak Natt, Sajid Kanuga, Indy Singh, Nasir Islam, Gajinder Bector, Ali Khan, Kamaldeep Arora, Amritpal Bains, Marvin Daly, Neeraj Agnihotri andGull Shanawar with the CIMA Mayor’s Trophy which was won on June 13, 2015. Councillor Parrish and Saito offered to pay for the crest of the City of Mississauga to be placed on the teams uniforms. Councillors Saito and Parrish supported the motion on that the City procure City of Mississauga crests to be provided to sports teams representing the City of Mississauga. 6. DEPUTATIONS

(a) Tax Adjustments

There were no persons in attendance who wish to address Council regarding tax adjustments pursuant to sections 357 and 358 and apportionment of taxes section 356 of the Municipal Act.

(c) World Mental Health Day – October 10, 2015

Helena Stahls, spoke about World Mental Health Day that being on October 10, 2015 and request that Council light up Mississauga Celebration Square purple. Councillors Fonseca and Saito thanked Ms. Stahls for bringing this topic forward and supported that the clock tower and Mississauga Celebration Square be lit purple on October 10, 2015 in recognition of World Mental Health Day. Councillors Fonseca and Saito requested staff to light up Mississauga Celebration Square and the clock tower purple on October 10, 2015 for World Mental Health Day and requested that the proclamation for World Mental Health Day be referred to the Diversity and Inclusion Advisory Committee. Councillor Tovey inquired about recommendations that can be brought forward to the provincial and federal government regarding cyber bullying. Ms. Stahls indicated that the governments are bringing bills forward in regards to social media posts. Resolution 0188-2015

(d) Trigeminal Neuralgia Day – October 7, 2015

Kathy Somers, Group Leader for Canada TNA (CaTNA) spoke about Trigeminal Neuralgia and request that Council light up Mississauga Celebration Square teal. Councillor Saito and Fonseca requested staff to light up Mississauga Celebration Square and clock tower teal. Gary Kent, Commissioner of Corporate Services and Chief Financial Officer indicated that the colour teal is not in the available scheme but will speak with Ms. Somers in regards to what colour can be used. Ms. Somers indicated that any type of blue is suitable. Resolution 0189-2015

(e) Canada Post – Save door to door Service

Angela Jones, CUPW Toronto Local spoke in support of saving door to door service and provided statistics in regards to door to door service and super mailboxes across the province. Councillor Fonseca spoke about the cancellation of door to door service and how it will be extremely difficult for seniors and anyone physically challenged to retrieve their mail, who will pay for the services of cleaning up graffiti and vandalism to the super mailboxes and door to door service provides a social aspect that makes a positive impact to the neighbourhood. Members of Council spoke in support of the motion to save door to door service. Councillor Tovey requested a recorded vote. Resolution 0190-2015

(f) Ditches to Community Standards

Dave Cook, Ward 1 resident spoke in regards to correcting the 2014 works done on ditches on Stewart Crescent and requested that the ditches be returned back to community standards. Councillor Tovey requested Transportation and Works staff report back to General Committee regarding an inspection of the area to determine if the ditches can be returned back to community standards. Martin Powell, Commissioner of Transportation and Works indicated that staff will go out and inspect and report back to General Committee. Petition P-1 Resolution 0191-2015

(g) All Way Stop At The Intersection Of Helene Street South And Port Street East

Craig Petty, Ward 1 resident spoke to the implementation of an all way stop at the intersection of Helene Street south and Port Street East and spoke about dim street lighting in the area. Councillor Tovey requested that Transportation and Works staff bring a report back to General Committee in regards to an all way stop located at Helene Street south and Port Street East and in addition review the street lighting on the north side of Port Street from Helene Street to Stavebank Road. (h) Tour de Mississauga – September 20, 2015

Members of Mississauga Cycling Advisory Committee promoted the Tour de Mississauga that will be held on September 20, 2015. Councillor Fonseca thanked the Mississauga Cycling Advisory Committee for providing this free public event. Councillor Ras thanked Mississauga Cyclying Advisory Committee for a successful Ward 2 Community Ride and suggested another type of Ward Ride that included sightseeing opportunities.

(i) The Riverwood Conservancy– Growing For Futures by the National Garden Bureau Award and DogFest on September 27, 2015

Lorraine Crow, Development Officer of the Riverwood Conservancy spoke about their nomination for the international award regarding their enabling garden. Ms. Crow and Linda Dent, Public Education Officer from Animal Services promoted DogFest that will benefit Mississauga Animal Services and the Riverwood Conservancy. Members of Council encouraged the public to vote for the Riverwood Conservancy enabling garden and are excited to attend DogFest at Riverwood Conservancy.

(j) Mississauga Food Bank – Hunger Awareness Week September 21-25, 2015

Chris Hatch, Executive Director of the Mississauga Food Bank spoke about the three major food and fundraising drives in the community as well as Hunger Awareness Week that begins on September 21, 2015 where food can be dropped off at local fire houses or the Mississauga Food Bank. Tim Beckett, Chief of Fire spoke in support of the partnership with the Mississauga Food Bank during the Mayor’s Food Drive Campaign. Mayor Crombie encouraged Members of Council, staff and residents to donate food. Councillor Parrish inquired about the decrease in the number of agencies supported. Mr. Hatch indicated that when agencies receive government funding they cannot participate in the food bank program. Councillor Fonseca inquired in regards to dropping off fresh food. Mr. Hatch indicated fresh food should be dropped off at Mississauga Food Bank and not to the local fire house.

7. PUBLIC QUESTION PERIOD – 15 Minute Limit - Nil (In accordance with Section 43 of the City of Mississauga Procedure By-law 0139-2013)

Council may grant permission to a person who is present at Council and wishes to address Council on a matter on the Agenda. Persons addressing Council will ask their question; the time limit is 5 minutes for each question, as public question period total limit is 15 minutes.

8. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS

R-1 Report dated August 24, 2015, from the Commissioner of Corporate Services and Chief Financial Officer re: Apportionment of Taxes

Recommendation That the recommended apportionment of taxes and payments set out in Appendix 1 of the report dated August 24, 2015 from the Commissioner of Corporate Services and Chief Financial Officer be approved. Resolution 0197-2015

R-2 Report dated August 25, 2015, from the Commissioner of Corporate Services and

Chief Financial Officer re: Tax Adjustments Pursuant to Sections 357 and 358 of the Municipal Act. Recommendation That the tax adjustments outlined in Appendix 1 attached to the report dated August 25, 2015 from the Commissioner of Corporate Services and Chief Financial Officer for applications for cancellation or refund of taxes pursuant to Sections 357 and 358 of the Municipal Act, be adopted. That the report dated August 18, 2015 from the Commissioner of Planning and Building regarding the applications by F.S. 6810 Limited Partnership (FRAM Building Group) to permit a 15 storey, 66 unit apartment building and two 3 storey semi-detached homes fronting onto High Street East under File OZ 14/007 W1, at 6, 8 and 10 Ann Street, be received for information.

PDC-0050-2015 That the report dated August 18, 2015 from the Commissioner of Planning and Building regarding the applications by Ahmed Al Sabbagh and Mohammed Albarrak to permit 4 three storey live/work townhomes under File OZ 14/006 W7, at 2560 and 2564 Confederation Parkway, be received for information, and notwithstanding planning protocol, that the Recommendation Report be brought directly to a future Council meeting. File: OZ 14/006 W7 PDC-0051-2015 1. That the Report dated August 18, 2015, from the Commissioner of Planning

and Building recommending approval of the applications under File OZ 14/002 W9, Blackrock Aquitaine Limited, 6719 Glen Erin Drive, be deferred until the completion of the Meadowvale Development Strategy, and until staff have obtained clarity with respect to water and sewer capacity.

File: OZ 14/002 W9 PDC-0052-2015 That the Report dated August 18, 2015, from the Commissioner of Planning and Building recommending approval of the applications under File OZ 13/005 W8, Daniels HR Corporation, 2550 and 2560 Eglinton Avenue West, southwest quadrant of Eglinton Avenue West and Erin Mills Parkway, be adopted in accordance with the following: 1. That notwithstanding that subsequent to the public meeting, changes to the

applications have been proposed, Council considers that the changes do not require further notice and, therefore, pursuant to the provisions of subsection 34(17) of the Planning Act, any further notice regarding the proposed amendment is hereby waived.

2. That the application to amend Mississauga Official Plan from Residential

High Density to Residential High Density - Special Site to permit a mixed use development with apartments, retail uses, offices and townhouses with an overall FSI of 3.15 for the site be approved.

3. That the application to change the Zoning from RA5-34 (Apartment

Dwellings) to RA5-Exception (Apartment Dwellings) to permit a 19 storey apartment building and 19 townhouse dwellings and retail commercial and office uses in accordance with the proposed revised zoning standards described in Appendix 7 of this report, be approved subject to the following conditions:

(a) That the applicant agree to satisfy all the requirements of the City

and any other external agency concerned with the development. (b) Prior to the passing of an implementing zoning by-law for residential

development, the City of Mississauga shall be advised by the Peel District School Board that satisfactory arrangements regarding the adequate provision and distribution of educational facilities have been made between the developer/applicant and the School Boards for the subject development.

(c) That the school accommodation condition as outlined in City of

Mississauga Council Resolution 152-98 requiring that satisfactory arrangements regarding the adequate provision and distribution of educational facilities have been made between the developer/applicant and the Dufferin-Peel Catholic District School Board not apply to the subject lands.

4. In the event these applications are approved by Council, that staff be directed to hold discussions with the applicant to secure community benefits, in accordance with Section 37 of the Planning Act and the Corporate Policy and Procedure on Bonus Zoning, and to return to Council with a Section 37 report outlining the recommended community benefits upon conclusion of the discussions.

5. That the decision of Council for approval of the rezoning application be

considered null and void, and a new development application be required unless a zoning by-law is passed within 18 months of the Council decision.

and Building titled “Mississauga Road Scenic Route Policies Review” be received for information; and,

3. That the letter distributed by Mr. Peter Jakovcic, Director of Land

Development, Dunpar Homes, be received. File: CD.21-MIS PDC-0054-2015 That a public meeting be held to consider the amendments to Mississauga Official Plan as recommended in the report titled “Mississauga Official Plan Conformity to the Provincial Policy Statement (PPS) 2014” dated August 18, 2015, from the Commissioner of Planning and Building. (b) Mississauga Cycling Advisory Committee Report 8-2015 dated September 8, 2015.

MCAC-0039-2015 That the presentation by Margie Chung, Sustainable Transportation, Region of Peel and Norma Moores, Senior Transportation Engineer, IBI Group with respect to Dixie Road Reconfiguration With Bike Lanes, be received. MCAC-0040-2015 That $2,000 be allocated from the Mississauga Cycling Advisory Committee operating budget to retain legal services regarding the establishment of a not-for-profit group to be responsible for staging the Tour de Mississauga and their Community Rides.

MCAC-0042-2015 That the email dated August 27, 2015 from Carlo Roman, Resident, and the emails dated August 28, 2015 from Councillor Parrish, Ward 5 and from Irwin Nayer, Citizen Member, Mississauga Cycling Advisory Committee with respect to the Malton Community Ride Event complaint and apology from Mr. Nayer, be received. MCAC-0043-2015 That the memorandum dated September 8, 2015 from Michael Gusche, Project Manager, Parks and Forestry Division regarding an invitation to the Public Information Centre for the Barbertown Bridge Rehabilitation Project, be received.

(c) Revised General Committee Report 12-2015 dated September 9, 2015.

Resolution 0196-2015 The recommendations were approved as follows: GC-0471-2015 That the deputation by Haris Yaqeen, Chairman, University of Toronto Branch, Monarchist League of Canada with respect to acknowledgement of Her Majesty Queen Elizabeth II’s reign be received. GC-0472-2015 That the deputation by Amrita Kumar-Ratta, Project Lead – Diversity and Inclusion Charter of Peel and Varsha Naik, Chair, Regional Diversity Roundtable with respect to the City’s endorsement of the Diversity & Inclusion Charter of Peel be received and referred to the Diversity and Inclusion Advisory Committee. GC-0473-2015 1. That the deputation by Elliott Silverstein, Manager, Government Relations,

CAA South Central Ontario with respect to Tow Truck By-law 521-04, as amended be received and referred to the Towing Industry Advisory Committee.

2. That the letter dated August 26, 2015 from the Teresa Di Felice, Director,

Government and Community Relations and Driver Training, CAA with respect to City of Mississauga Towing Licensing By-law 521-04 be received.

GC-0474-2015 That a by-law be enacted to implement an all-way stop control at the intersection of Foxwood Avenue and Lisgar Drive. (Ward 10) GC-0475-2015 That a by-law be enacted to lower the speed limit to 40km/h on Hickory Drive and be implemented as soon as possible.

GC-0476-2015 1. That a by-law be enacted authorizing the permanent closure of part of

Caravelle Drive described as in the City of Mississauga, Municipality of Peel, (Geographic Township of Toronto Gore, County of Peel), Province of Ontario, and being composed of Part of Lot 9, Concession 7, Southern Division of the said Township, designated as Parts 8, 12, 13 and 25 on Reference Plan 43R-36494.

2. That a by-law be enacted authorizing the establishment of a public highway

to be known as Caravelle Drive on those lands described as in the City of Mississauga, Municipality of Peel, (Geographic Township of Toronto Gore, County of Peel), Province of Ontario, and being composed of Part of Lot 9, Concession 7, Southern Division of the said Township, designated as Parts 2, 11, 14, 15, and 16, on Reference Plan 43R-36494.

3. That following Council’s approval to close a portion of Caravelle Drive, that

the Commissioner of Transportation and Works and the City Clerk be authorized to grant, execute and deliver such easements and rights as are necessary to preserve and protect the interest of public utilities with respect to the placement and maintenance of utilities within such closed public highway or parts thereof.

4. That City staff be authorized to register both bylaws on title against the

subject lands in the appropriate Land Registry Office. (Ward 5) Crystal Greer, Director of Legislative Services and City Clerk spoke to GC-0476-2015 by removing Parts 24 and 39 from the recommendation.

M-2 Councillor Fonseca is requesting that Council amend By-law 0555-2000 being the Traffic By-law to allow parking consideration on all residential streets on statutory holidays. Councillor Fonseca spoke to the current Parking Consideration Program and that it is not feasible for short term for unexpected guests and requested that the Parking Consideration on residential streets on statutory holidays be amended. Councillor Parrish spoke in support of the motion. Mayor Crombie indicated that there are ten Federal holidays and five Provincial holidays. Councillors Saito and McFadden requested that a report be brought back to General Committee in regards to amending the Traffic By-law 0555-2000 to allow parking consideration on all residential streets on statutory holidays and other holidays. WHEREAS Canada Post has scheduled the elimination of door to door postal delivery, with little or no community consultation and at great potential servicing costs to Municipalities across Canada, showing little concern for the municipal planning process in locating Community Post Boxes; and WHEREAS the City of Hamilton has challenged Canada Post regarding the lack of community consultation in the locating and servicing of Community Postal Boxes, resulting in an indefinite postponement of the cancelling of door to door delivery in Hamilton; and WHEREAS this policy would make postal service extremely difficult for seniors and anyone physically challenged, and would make Canada the only country in the G8 without daily door to door mail delivery; and WHEREAS the City of Mississauga passed Resolution 0025-2015 to require Canada Post conduct public engagement sessions prior to any action by Canada Post and, in the event Canada Posts proceeds with removal of the door to door mail delivery in the City of Mississauga, the City will have complete approval over where any future community mailboxes will be located and all costs for maintenance in and around the mailboxes be borne by Canada Post; and WHEREAS all Federal Opposition Parties have committed to a full review or revocation of this policy; THEREFORE BE IT RESOLVED that Mississauga add its voice to the almost 600 Municipalities across Canada that have passed motions in opposition to the cancellation of door to door mail delivery; and THAT a copy of this motion be shared with the Prime Minister of Canada, all federal opposition party leaders, AMO, FCM, Mississauga MPs, Mississauga MPPs and all Ontario Municipalities with populations over 40,000.

16. INQUIRIES

(a) Parking Spaces for Places of Worship

Councillor Tovey requested that a report be brought back to General Committee in regards to parking allocation for places of worship. Ed Sajecki, Commissioner of Planning and Building indicated that the report is complete and will be brought to a Planning and Development Committee meeting in the future.

(b) Parking Tickets at Square One Mall Councillor Starr inquired about the issuing of parking tickets at the Square One

Mall. Martin Powell, Commissioner of Transportation and Works indicated that Square One security staff issue parking tickets to individuals who park illegally. He further indicated that GO Transit and the City have a good program and buses are available at Erin Mills Station where a brand new parking lot was built. Janice Baker, City Manager indicated that Square One has the right to enforce parking infractions on their private property. Councillor Starr inquired if students can use City Hall parking. Ms. Baker indicated that it is public parking and the fee is $6 a day.

(c) Parking Authority Councillor Parrish inquired if the City of Mississauga is looking into creating a

Parking Authority. Martin Powell, Commissioner of Transportation and Works indicated that Council approved the study in regards to the City looking into creating a parking authority.

(d) Email Councillor Parrish inquired about an email that was sent by a Kevin Johnson and

does the email qualify as hate mail. Mary Ellen Bench, City Solicitor indicated that the matter is being looked into.

17. OTHER BUSINESS AND ANNOUNCEMENTS

(a) Event

Councillor Carlson spoke about the Streetsville Antique Car show.

(b) Events

Councillor Fonseca spoke about the Tour de Mississauga, thanked EcoSource for providing space for the Climate Change session and thanked Members of Council for having the federal candidates’ debate.

(c) Events

Councillor Tovey thanked the Committee of the Southside Shuffle and Walk of Fame for a well-organized and fun event and thanked Members of Council for attending.

(d) Events

Councillor Starr thanked Ducks Unlimited for partnering with Credit Valley Conservation, Ontario Ministry of Natural Resources and the Region of Peel to protect 140 acres of prime ecological land.

(e) Events

Mayor Crombie spoke about the Art in the Park event that Mississauga Arts Council will be holding, and the Ward 4 community office hours and the September 29, 2015 candidates’ debate to be seen on Rogers Cable.

(f) Syrian Help

Mayor Crombie spoke about the meeting that was held prior to Council with member of community and Councillors Tovey, Fonseca, Kovac, Parrish and Starr helping to support and sponsor 32 families.
