This annual report covers the time period and implementation activities from January 1st 2018
to December 31st 2018.
C. Executive Summary The City of Midwest City has implemented a storm water management plan (SWMP) as approved by The Oklahoma Department of Environmental Quality (ODEQ) according to the submitted implementation schedule and has attained the measurable goals as described in the best management practices (BMP) detail sheets. Included in this report is a summary of data collected during the reporting period, status of implementation and measurable goals. All supporting documentation is filed at the Midwest City Stormwater Quality office, 8726 S.E. 15th St. and City Hall, 100 N. Midwest Blvd, Midwest City, OK. 73110. It is important to note, that there are no proposed changes for measurable goals at this time.

d. Proposed changes to the storm water management program, including changes to any BMP or identified measurable goals that apply to the program. None.
e. Reasoning and Corrective Actions for not completing or in, a BMP.
BMP - Implement a local incentives-based program to encourage developers to use LID. Reasoning - Implementation of an incentive based system to encourage use of LID on new development would require complete overhaul of our current Stormwater Quality fee on commercial properties. Current management does not want to make any changes to the current system. Corrective Action – We will continue to encourage management to consider changing the fee structure for commercial properties allowing for incentives to be included. BMP - Stormwater Education Program for Schools. Reasoning – Midwest City Stormwater Quality was set to participate in Sciencefest with Norman, Moore and Edmond, however this event was cancelled due to weather. Midwest City Stormwater Quality also had 3 of it 4 positions experience turnover during 2018, operating at least one person short for 90% of the year. Corrective Action – Stormwater Quality is back to being fully staffed, as of February 2019, and most personnel have been trained. We are set to participate in Sciencefest again in 2019 and are pursuing other opportunities for school education.

e. Reasoning and Corrective Actions for not completing or implementing, a BMP. BMP - Implement incentive program for developers to use green building techniques. Reasoning - Implementation of an incentive based system to encourage use of LID on new development would require complete overhaul of our current Stormwater Quality fee on commercial properties. Current management does not want to make any changes to the current system. Corrective Action – We will continue to encourage management to consider changing the fee structure for commercial properties allowing for incentives to be included. BMP – Dry Weather Field Screening Reasoning – We lacked the necessary manpower to perform dry weather field screening during 2018. 3 of the 4 positions in Stormwater Quality have been replaced by new people. Stormwater Quality operated at least one person short for around 90% of 2018. Corrective Action – Stormwater Quality is fully staffed as of February 2019. There should be no problems in performing this BMP during 2019.

BMP - Implement a local incentives-based program to encourage developers to use LID. Reasoning - Implementation of an incentive based system to encourage use of LID on new development would require complete overhaul of our current Stormwater Quality fee on commercial properties. Current management does not want to make any changes to the current system. Corrective Action – We will continue to encourage management to consider changing the fee structure for commercial properties allowing for incentives to be included.
