OVERVIEW

This report is for Engineering Services activities for May/June 2015. Please note that references to the May/June 2015 reporting period cover the period 16 May 2015 to 12 June 2015. Significant items in this period include:

Progress over the period was constrained due to the unseasonal inclement weather. Progress on some

projects was significantly impeded with works virtually stopping for 2 weeks on two major projects. Crews are reviewing Programs to determine if these delays can be recovered.

Roads and drainage maintenance activities have continued with good outcomes being achieved during

the period.

A review of the Unsealed Road Maintenance Management System (MMS) has been undertaken in conjunction with Shepherd Services to identify opportunities for improvements in grading practices and system operation. The outcomes of the review are currently being implemented.

Open drains rehabilitation maintenance activities have continued with specialist mowing and vegetation control equipment being hired to supplement the crews. De-silting works are being undertaken.

Routine maintenance works on the “Main Roads” road network for the 2014/2015 financial year, undertaken under contract for the Department of Transport & Main Roads (TMR), are being finalised with all allocated funding to be utilised to optimise the outcomes for TMR and road users.

Planning is well advanced for the 2015/2016 Resurfacing Program with preparation works scheduled to commence late in June 2015. Resurfacing works are scheduled to commence in August 2015.

CIVIL PROJECTS

Comments

Current Program expenditure is approximately 76%. Forecast Capital expenditure has reduced to approximately $38M or 82% of the Program figure. This percentage does not include works that are committed but not yet delivered.

Significant under expenditure is expected on:

Malcomson Greenfields ($1.4M) – Commenced late due to finalisation of designs Heaths Road Sports Complex ($1.5M) – Commenced late due to finalisation of designs Connors to Stockroute Roads Connection ($0.5) – On hold pending grants Juliet /Penn Streets ($0.5M) – Design being finalised MacKenzie Street Drainage ($0.65M) – Project on hold pending review by Transport and Drainage

There are a number of other projects with under and over-expenditure but amounts are smaller. The period saw works affected by weather conditions. Two projects, Heaths Road Sports Complex and the Bridge Road Training Wall, were particularly affected. Heaths Road works are low lying and even the minor weather experienced has made the surrounds a quagmire and works have effectively been halted on the new internal road. To the crew’s credit, they have managed to progress the Glenella Connection works and have achieved an access to the new sporting facility from that road. This allows use of the new facility by Football Mackay. Works are approximately 2 weeks behind and the construction crew is

reviewing its Program to consider if works can be accelerated.

The Training Wall has experienced issues with high tides and rainfall backing up behind environmental bund walls and these have required pumping out and this has delayed works. The Training Wall works are in the drain itself and the combination of the high tides and rainfall have made movement around the site difficult.

The status of other projects in progress is as follows:

Construction of a Pathway along Bridge Road between the Stadium and the Esplanade – This is effectively complete. Minor landscaping works and a culvert crossing are yet to be completed. The Project has been well received with local residents already using parts of the path.

Drainage works along Nelson Street between Gordon and Victoria Streets – The Project has progressed well with the crew achieving all targets even allowing for the weather and ground conditions. The works have been constructed with relatively little disruption to the public and to date no complaints have been received.

Pioneer River Wharf Removal – Contract was awarded to Marine Civil Contractors. Works will commence on the 15 June 2015 and should be completed by the 30th June.

Malcomson Greenfields – Earthworks are progressing well on both Stage 1 and 2. (Stage 1 is the area in front of Mt Pleasant and Stage 2 is between Stage 1 and Charles Hodge.) Excavated material is being used as embankment material for the internal road for the new soccer fields off Heaths Road and this has created a saving for both Projects. Stage 2 works will require blasting of hard rock; the team is working through the permit process to allow for this activity. Disruption to traffic has been minimal at this stage and our Community Engagement personnel are continuing to update both the public and the businesses.

The Sarina Footpath (from Railway Square along Station Lane/Central Street/Range Road/the lane way between Brandon and Nolan Street to Anzac Street) is progressing. A design alteration has delayed issuing of plans for one section and in turn this will delay completion of the works until early July 2015.

Landscaping and tree planting are currently being undertaken on a number of the footpath projects for Civil Projects by Council’s Parks & Environment staff.

Penn/Juliet Intersection – Installation of traffic signal is currently under design. The intention is for early works associated with service relocation to be undertaken during school holidays with a contract to be prepared for the remaining road works. Engagement with stakeholders has commenced and the outcomes of this engagement will form part of the conditions in the tender documents.

CIVIL OPERATIONS

Sealed Council Road Maintenance

Comments

Sealed road maintenance activities have been undertaken to address client requests and in line with the Works Program.

There has been a focus on concrete infrastructure repairs; in particular, footpaths.

Planning is well advanced for the 2015/2016 Resurfacing Program with preparation works scheduled to commence late in the month. Resurfacing works are scheduled to commence in August 2015.

A bitumen resurfacing trial was undertaken in Green Street, North Mackay, together with Road n Road Bitumen, to trial a new product to rejuvenate the bitumen and potentially extend the life of the surface by up to 5 years. The outcomes are being monitored.

Unsealed Council Road Maintenance

Comments

Unsealed road maintenance grading has continued in all areas with inspections and works being undertaken and programmed in line with our Unsealed Roads Maintenance Management System (MMS).

A review of the MMS to identify opportunities for improvements in grading practices and system operation has been undertaken over the last few months together with Shepherd Services. The outcomes of the review are currently being implemented.

Street Cleaning

Comments

Street cleaning has continued in line with the Sweeping Program. Temporary stockpiled street sweeping waste has been transported to Hogan’s Pocket for disposal.

The contract for footpath cleaning in the Mackay City Heart and other business districts is due for renewal. Tenders have been received and are currently being evaluated. The new Azura mini-sweeper is meeting expectations in the delivery of footpath, cycleway and tight areas sweeping.

Open Drainage Maintenance

Comments

Routine maintenance of the open drain network is continuing in line with the maintenance schedule. The maintenance crews have worked in the South Mackay, Paget, West Mackay, Eton, Walkerston, Bakers Creek and Northern Beaches' area drains. Rehabilitation maintenance activities have continued with specialist mowing and vegetation control equipment being hired to supplement the crews. De – silting works have been undertaken to improve drain efficiencies at Eaglemount Road and Beaconsfield Road and drains associated with Theo Hansen Park.

Bridge Maintenance

Comments

Rehabilitation works on O’Sheas Road Bridge have been completed.

The replacement of a “hogback” (timber logs) drainage structure on Borstal Road is in progress. Reclaimed bridge components from other bridge rehabilitation works are being re-cycled with minimal new materials being needed for the project.

Rehabilitation works on Bells Creek Bridge on Munbura Road is scheduled to commence on 22 June 2015.

Boat Ramp Maintenance

Comments

Inspections and ramp surface cleaning have been completed during the period in line with the Inspection Schedule and Works Program.

Comments

Grading and re-sheeting works have been completed on the Mirani – Eton and Blue Mountains Roads.

Selected vegetation clearing to remove Luciana infestations is scheduled for Bruce Highway – North around the Glenella Area and on Mackay Bucasia Road Overpasses.

Eton Range has been cleaned with truck wash and swept with tractor and brooms to remove the oil build up.

General routine maintenance activities on the TMR Network are coming to a conclusion with all allocated funding scheduled to be utilised to optimise the outcomes for TMR and road users.

Design Services

Highlights - Eton/Sarina Range DCDB

The DCDB is essentially a computerised map of all of the property boundaries in Queensland. It needs to be upgraded as changing technologies have shown errors in the way the boundaries were converted from paper based plans into a digital format.

Each year, Mackay Regional Council's surveyors work with the Department of Natural Resources & Mines to upgrade an area of the DCDB

Finding the cadastral survey marks in the field is a time consuming component of this project as some marks have not been surveyed for over 100 years and some marks in rural areas can be difficult to access

To upgrade the DCDB in the Eton/Sarina Range area, 300 GPS observations were made on cadastral survey marks in the field and processed in the office to replot all of the boundaries. Differences in position of up to 50m have been found between the current position of the DCDB in MADI/MiMAPS and the adjusted position from the GPS observations

Capital Works Program (CWP)

109 of the 110 Design Projects in the 2010/2011 Capital Works Program have been completed (99%). The Project remaining is design works only associated with the reconstruction of Archibald from Connors to Milton and is delayed by confirmation of land acquisitions and proposed future Realignment Notice issues associated with the Milton/Archibald intersection.

113 of 114 Design Projects in the 2011/2012 Capital Works Program have been completed to date (99%). Project remaining outstanding is Milton Street Construction (Farrellys to East Boundary).

96 of 98 Design Projects in the 2012/2013 Capital Works Program have been completed to date (98%). Projects remaining are the Archibald Street/Central Park Drive intersection design only and the completion of floodway extensions on Gakowskis Road.

86 of 88 Design Projects in the 2013/2014 Capital Works Program have been completed to date (98%). Projects remaining are the East Boundary Road reconstruction and the Victoria Plains Road intersection upgrade.

60 of 65 Design Projects in the 2014/2015 Capital Works Program have been completed to date (92%). 62 of 74 Design Projects in the 2015/2016 Capital Works Program have been completed to date (84%).

Those outstanding require land acquisitions, valuations and input from service authorities which are delaying completion of the design. Commencement of CBD Drainage Study – Data collection of underground asset data and survey and detailed

design have been completed. Study delivery is scheduled for June 2015. Commencement of Shellgrit Creek Outlet and Alternative Beach Outfall Drainage Designs – Detailed surveys

and design brief development have been completed. Studies have been awarded and commenced Commencement of Marian Flood Study – Study delivery September 2015 Detailed Design of Glenpark Overpass Duplication proceeding including detailed geotechnical investigations

Progressing the establishment of Candidate Sites for Disabled Access (DA) Audit Priority Listing for 2016/2017 Rectification Project (Mackay-wide); bus stop infrastructure and adjacent pathways, ramps and crossings are being prioritized. Designs are pending.

Updates to 8300 Supplementary Specification Suite documents and integration into the Cost Estimate System and upload to MRC website have been completed. Supportive Irrigation Drawings have also been completed.

Traffic and Investigation Issues

Active Towns Program: Planning for the Active Town's Finale Event, "The Bubble Run", is progressing well The third Monthly Community Ride which commenced at the Botanic Gardens on Sunday, 31 May 2015 had only

12 community participants. The next and final ride will start/finish at the Boat Ramp on Sunday, 28 June 2015. Updating and re-printing of Active Towns Brochures commenced Expressions of Interest into Cycling Confidence Courses for adults closed with 7 EOIs received and all of which

were from females. Of those 7, 4 were available at the same time to take part in the Course. PCYC will facilitate this Course in June 2015.

Review of existing Bike Plan for Mackay urban area is 80% complete with gaps and issues being reviewed and flagged for further investigation and assessment. These areas will be included in the Capital Works Program spreadsheet for prioritisation.

Traffic Counts: Completed WRRG Road Measurements Statements of Intent and traffic counts Stockroute Cowleys Road intersection traffic counts Identified a list of potential permanent traffic count sites for future assessment of trigger points for upgrading

Drainage Inspections/Investigations:

Bronte Street, West Mackay –Client has issues with the drainage system in the lower area of this catchment and is concerned that there is a major problem with the design of the stormwater drainage for the new Paget Roundabout. Civil Operations requested to arrange CCTV inspection to review downstream system for blockages.

Prospect Street, Mackay – Known drainage issues exist. Upgrading proposal to be developed for future CWP funding for augmentation

Mogford Street, West Mackay - Client claims that the stormwater system in Mogford Street is not draining effectively and has requested Council's attention to the situation. Initial investigation failed to identify any issues.

15 worksites have been inspected; 1 of which has been issued with defect notice to rectify reinstatement issues.

EMERGENCY MANAGEMENT

Overview

Community Education

The Emergency Management Team has been working with the Department of Education and Training to promote the Pet Emergency Plan and Emergency Preparedness and Awareness within the school curriculum. Discussions to date have been very positive. The artwork for the Pet Emergency Plan signage is being circulated to local state schools to assist in promoting this important message.

The Emergency Management Team deployed the two trailer mounted 20KVA emergency generators to assist with power requirement for the Greenmount Heritage Fair.

Twenty (20) “Pet Emergency" Plans and twenty (20) “Are You Ready for Emergencies” signs have been ordered. These will be installed in Parks and beside walkways in a new initiative to promote community preparedness.

As a new initiative, to commence in July 2015, the Emergency Management Team has commenced drafting weekly Facebook posts regarding Emergency Preparations and hints.

Exercises

Operations

Still monitoring updates from Department of Agriculture and Fisheries (DAF) regarding Red Witchweed on five properties in Mackay and an out-break of Cucumber Green Mottle Mosaic Virus (CGMMV) on one property West of Townsville.

Planning - Mackay Local Disaster Management Plan and Operational Plans

Emergency Management staff provided feedback to the Inspector General Emergency Management (IGEM) on the “Review of Local Government's Emergency Warning Capability”, “Review of Cyclone and Storm Tide Sheltering Arrangements” and “Review of State Agency Integration at a Local and District Level”. IGEM has since advised that only two Councils provided feedback with these being Whitsunday and Mackay. This feedback will be included in the Final Review Reports which are expected to be released shortly.

Reviewing of the Local Disaster Management Plan and associated Sub-Plans has commenced in readiness for the external audit due in August 2015 by the District Disaster Management Group and Queensland Fire and Emergency Services.

The Emergency Management Team is currently reviewing the “Callide Flood Report Recommendations” to establish Lessons Learned that may assist Council to improve our disaster planning and response.

On 12 June 2015, the Emergency Management Team met with Sunwater representatives regarding the impending release of the 2015 Sunwater Emergency Action Plans (EAP) for local dams and to discuss the EAP changes that have been implemented. Under Legislation, the LDMG will have ten (10) business days after receiving the Plans to review and provide feedback regarding how the EAP fits within the Local Disaster Management Plan.

Projects/Mitigation Strategies

The Coastal Hazards Adaption Plan Stage 1 Draft is currently being peer reviewed and will be released in the coming months.

Emergency Management Capital Projects & Facility Upgrades

The second driveway access for Campwin Beach SES has been constructed by the Sarina Civil Operations Team. The driveway will assist in vehicle movements to, from and within the facility. Upgrade works have commenced on the internal fit-out of Campwin Beach Training Facility and should be completed by mid-July 2015

Three (3) additional Public Access Emergency Sandpits were constructed during

the month; these were located at PCYC North Mackay, Mirani and Finch Hatton. Works have commenced on sandpits for Koumala and Campwin Beach and these

are due for completion by 30 June 2015. The Midge Point sandpit has been pegged and will be commenced in the next reporting period. Once completed, the total number of sandpits constructed will be nine (9).

Works on finalising the Sarina SES Facility are on track for completion and the Official Opening has been arranged for 30 July 2015.

General

Technical Officer Emergency Management attended the Queensland Tropical Cyclone Consultative Committee Meeting and Workshops in Cairns on behalf of Council on 19 - 21 May 2015.

Technical Officer Emergency Management participated in a State QFES Teleconference on 26 May 2015 regarding Situational Awareness and Information Sharing.

Four (4) Emergency Management Staff attended a three day “Train the Trainer” Program on Guardian Lite on 9 - 11 June 2015.

The Emergency Management Team has arranged two upcoming Workshops: a NDRRA Workshop on 29 July 2015 and a Recovery Workshop by Anne Leadbeater (OAM) on 29 September 2015.

Overview

Local Controller

The Mackay Regional Unit (MRU) continues to assist its sister units with their operational and training requirements. More recently the MRU has sent volunteers to assist Isaac Regional SES Unit (IRU) in support of community events. 15 MRU volunteers assisted the IRU at the Nebo Rodeo. The recent downturn in the Isaac region has left the IRU with a significantly reduced volunteer base. The MRU will continue its support as required.

With the impending “crush” imminent, SES groups with high employment in this industry will start to reduce their training over the next few months ramping back up towards the end of the year.

The MRU assisted with seven community events during the month. Without the support of the MRU some events would struggle with unrealistic costs placing the event at the risk of being cancelled
