RE: ?5 SUMMARY The City of Los Angeles Department of Cultural Affairs (DCA) applied for and received a National Endowment for the Arts Artworks grant in the amount of $50,000 to support the Getty Foundations Pacific Standard Time Los Angeles/Latin America Initiative through an exhibition titled Condemned to be Modern. The free to the public exhibition will be held at the Los Angeles Municipal Art Gallery, will feature work from more than 20 Latin American contemporary artists, and will run from September 2017 to January 2018. In accordance with Los Angeles Administrative Code 14.6(b) and 14.8(c), DCA requests authority to retroactively submit this grant application in accordance with the recommendations below and authorization to accept grant funds. RECOMMENDATIONS: The General Manager of the Department of Cultural Affairs respectfully requests that the City Council, subject to approval by the Mayor: AUTHORIZE the General Manager of the Department of Cultural Affairs or designee to retroactively submit a grant application to the National Endowment for the Arts; 1. 2. AUTHORIZE the General Manager of the Department of Cultural Affairs or designee to submit all necessary paperwork relative to the grant, subject to City Attorney approval as to form and content; AUTHORIZE the Department of Cultural Affairs to accept a grant award from the National Endowment for the Arts in the amount of $50,000; 3. SUMMARY

The City of Los Angeles Department of Cultural Affairs (DCA) applied for and received a National Endowment for the Arts Artworks grant in the amount of $50,000 to support the Getty Foundation’s Pacific Standard Time Los Angeles/Latin America Initiative through an exhibition titled Condemned to be Modern. The free to the public exhibition will be held at the Los Angeles Municipal Art Gallery, will feature work from more than 20 Latin American contemporary artists, and will run from September 2017 to January 2018.

In accordance with Los Angeles Administrative Code 14.6(b) and 14.8(c), DCA requests authority to retroactively submit this grant application in accordance with the recommendations below and authorization to accept grant funds.

RECOMMENDATIONS:

The General Manager of the Department of Cultural Affairs respectfully requests that the City Council, subject to approval by the Mayor:

AUTHORIZE the General Manager of the Department of Cultural Affairs or designee to retroactively submit a grant application to the National Endowment for the Arts;

6. AUTHORIZE the Controller to:

A. ESTABLISH a new appropriation account within Fund 337/30, Cultural Affairs Grants, to be labeled “NEA PST LA/LA”;

B. APPROPRIATE $50,000 received from the National Endowment for the Arts into the newly established account (“NEA PST LA/LA”) within Fund 337/30;

AUTHORIZE the General Manager of the Department of Cultural Affairs or designee to prepare any Controller’s instructions needed to implement actions approved by the Mayor and Council on matters presented in or deriving from the transmittal, and/or to make necessary technical adjustments, and further, request that the Controller implement these instructions.

BACKGROUND:

National Endowment for the Arts (NEA) Artworks grants support the creation of excellent works of art and public engagement with the arts on a national level. Condemned to be Modern is a part of the Getty Foundation’s Pacific Standard Time Los Angeles / Latin America initiative (PST LA/LA) - an exploration of Latin American/Latino art including more than 40 exhibitions in Southern California. Condemned to be Modern will showcase international artworks that would not otherwise be seen by residents along with opportunities to interact with local artists responding to the subject matter. Furthermore, this exhibition will bolster Los Angeles as a cultural capital and welcoming environment to varied cultures and worldviews.

Condemned to be Modern is a multi-faceted exhibition to be held at The Los Angeles Municipal Art Gallery (LAMAG) in Bamsdall Park. The exhibition will bring together the work of more than 30 contemporary artists from Brazil, Mexico, Cuba, and other Latin American countries who have responded critically to the history of modernism and, more specifically, modernist architecture in Latin America. In work produced during the last two decades, these artists explore the effects, contradictions, and contested legacies of modernism as expressed through ambitious construction of government buildings, public housing, schools, universities, and even new cities during moments of radical political and social change. The exhibition will examine the intersection between art, architecture, and the government’s role in the transformation of cities.

The exhibition will include related public programs and film screenings to provide context and engage audiences; and a related catalogue will be produced as a lasting academic contribution. NEA funding will support site- specific commissions and complex art installations that will explore the legacy of Latin American modernist architecture, and specific connections to Frank Lloyd Wright’s Hollyhock House located in Bamsdall Park.

Key organizational partners are the Getty Foundation and the Bamsdall Art Park Foundation, a non-profit organization that supports DCA programming at LAMAG. This grant requires a minimum 1:1 matching contribution. The Getty Foundation awarded DCA $310,000 to implement this exhibition, and this funding has been accepted by the NEA to meet the matching fund requirement.

FISCAL IMPACT

There is no impact to the General Fund.
