Land Development Technologist

OVERVIEW
Reporting to the Director of Planning and Subdivision, the Land Development Technologist is part of the
team which oversees subdivision and land development within the Municipality. This position is required
to perform a combination of office and field work pertaining to land development and subdivision related
construction. The main focus of this position is to facilitate land development and process subdivision
applications. This is a semi-professional position that requires technical knowledge of Planning, Civil
Engineering and legislation that applies to land development and subdivision.
TYPICAL DUTIES AND RESPONSIBLITIES
• Carries out the detailed review and processing of subdivision and development applications;
evaluates and processes subdivision applications by considering and ensuring compliance with
the Provincial legislation and Municipal bylaws and policies; and assesses the suitability of land
for the intended use.
• Ensures and certifies to the Approving Officer that all technical, legal and financial conditions are
met prior to subdivision approval.
• Identifies the measures required to protect the environment, and evaluates servicing or road
requirements identified in relevant bylaws and respective schedules.
• Consults and negotiates with developers, land owners, engineers, architects, staff and community
agencies to ensure the new development proposal complies with the relevant legislation, bylaws
and various policies and procedures.
• Assists the Director of Planning and Subdivision and the Approving Officer with resolving conflicts
among neighbours, developers, agencies, City departments and other stakeholders, related to
subdivision and land development.

• Reviews technical reports, test results and engineering drawings dealing with various engineering
related matters and coordinates the approval of development proposals based on this review.
• Prepares material for presentation to Council, committees and others; prepares, designs,
implements and facilitates public involvement programs.
• Evaluates and coordinates the approval of cost estimates to complete works and services for
private sector development for the purpose of establishing security deposits.
• Performs other duties as required.
REQUIRED KNOWLEDGE AND SKILLS
• Thorough knowledge of BC Provincial statutes and regulations concerning the subdivision of land,
and an understanding of Municipal bylaws and policies related to subdivision design and
development.
• Thorough knowledge of municipal planning especially with community planning issues as it relates
to land development and subdivision design.
• Thorough knowledge of land use designs and community planning principles, practices,
techniques and methods as they relate to the work performed, current trends and developments.
• Sound working knowledge of survey and civil engineering practices, municipal utility design, and
construction practices.
• Ability to meet and deal effectively with people and ability to present views and ideas effectively.
• Ability to prioritize and delegate work to subordinates performing clerical and technical planning
work, and to perform all duties with minimal supervision.
• Ability to exercise independent action and judgment.
• Ability to write clear concise reports and correspondence.
• Ability to work varied hours as necessary to meet the requirements for attending Committee and
Council meetings.
• Strong problem solving skills, including the capacity to take the initiative in seeking innovative
solutions, negotiating and conflict resolution skills for working with applicants, the development
community and the general public.
• Strong planning and organizational skills.
• Excellent verbal and written communication skills and the ability to use persuasive diplomacy
when recommending, clarifying or negotiating issues.

• Proficient computer skills with word processing programs (such as Word); with spreadsheet
programs (such as Excel); and with database management programs (such as Access).
• Basic computer skills with GIS systems.
TRAINING AND EXPERIENCE
• Diploma in Civil Engineering Technology, (minimum 2 year program) from a recognized institute
in North America or equivalent.
• Minimum five years in the Civil Engineering field and preferably two years minimum experience
in municipal sector.
• Possession of a valid Class 5 British Columbia Driver's License.
• Eligibility for membership with ASTTBC as an Applied Science Technologist (AScT) preferred.
