CITY OF DEVINE MONTHLY NEWSLETTER – MAY 2020 UTILITY DEPARTMENT Reminder: There is a City Ordinance which establishes a civil penalty for anyone tampering with water meters. A civil penalty of $200.00 shall be charged to the account associated with the tampered meter. NOTICE The Devine City Council approved an amendment to the Solid Waste Contract between the City of Devine and BFI Waste Services of Texas, L.P., dba Allied Waste Services of San Antonio, a Republic Services Company. Collection(s) Brush pickup-contractor shall provide at no additional charge to the City, brush curbside pickups four (4) times per year (quarterly) during a designated time as agreed upon with the City. Brush must be no larger than four (4) inches in diameter and stacked with dimensions no larger than six (6) cubic yards. Modification to Rate Schedule Contractor shall increase the rates for service effective on each anniversary of the effective date of this Second Amendment in an amount equal to the percentage increases in the Consumer Price Index for All Urban Consumers (Water, Sewer, Trash Collection Services) the U.S. City Average, as published by the United States Department of Labor, Bureau of Statistics (the “CPI”). Rates will be adjusted using the most recently available trailing 12 months average CPI compared to the 12 months preceding. Such yearly increases shall be limited to a minimum increase of two (2) percent per year and a maximum of four (4) percent per year. We are working on possibly having an election in July. We will keep our citizens updated. COVID-19 (Corona Virus) Some Highlights from Governor Abbott’s Press Conference: 1.) Beginning May 1: All retail stores, restaurants, libraries, museums, and movie theaters can re-open at no more than 25% occupancy. In two weeks, if cases have not spiked, this will be expanded to 50%. Sole proprietor businesses may re- open. Outdoor sports activities can resume with no more than 4 participants. All healthcare professionals can return to work with hospitals reserving 15% of their space for potential COVID-19 patients. 2.) The stay-at-home order expires on April 30. Those 65 years of age and older are strongly encouraged to remain at home. 3.) At this time, public swimming pools, bars, gyms, cosmetology salons, barber shops, nail salons, massage establishments, bowling alleys, video arcades, and tattoo and piecing studios are to remain closed. Governor is hopeful these will be opened mid-May 4.) They are working on ways to safely open summer camps. postponed to November 3, 2020; as ordered by Greg Abbott,

the Governor of Texas. We are working on possibly having an

election in July. We will keep our citizens updated.

COVID-19 (Corona Virus) Some Highlights from Governor Abbott’s Press Conference:

1.) Beginning May 1: All retail stores, restaurants, libraries,

museums, and movie theaters can re-open at no more than

25% occupancy. In two weeks, if cases have not spiked, this

Bulky Pick up/ Brush Pick up

Due to recent events, the City of Devine will be

postponing the bulky trash pick-up and cancelling brush

pick-up until further notice.

Municipal Court Corner

Due to Coronavirus (COVID-19) and the various executive orders limiting the gathering of individuals, Devine Municipal court has postponed court dates from March 26th, April 16th, and May 28th. If you were scheduled to appear in court on any of these dates, you will be receiving a reset notice. However, if you would like to take care of your citation before, you can contact the court at (830)663-2804. Thank you.

Republic Services will furnish solid waste pickup of grass, leaves, tree trimmings and other similar residential yard-grown refuge on regular pickup days, provided the yard-grown refuge is bundled or placed in plastic bags. No more than a combination of five (5) bags or bundles in addition to one (1) 96-gallon Waste Wheeler will be collected. Should you require additional refuge collection, you may request one additional 96-gallon Waste Wheeler by contacting the City Office at 830-663-2804.

Water Leaks

Check all toilets, faucets, shower heads, plumbing

underneath sink, water heater and faucets outside

home for leakage. A small drop can waste over

3,600 gallons a month. See table below.

Customers are strongly recommended to install a

gate valve on their side to turn off if they have a

water leak.

In the case of a water leak, report immediately to

our City Office at 830-663-2804.

Home indoor water saving kits are available at City

Office. Every drop counts.

Code Compliance Sec 18-4. Fences required for swimming pools.

(a) The owners of all swimming pools, whether public or private, located within the corporate limits of the city, shall be required to erect and maintain a substantial fence enclosing the same, such fence to be not less than 42 inches in height, and of such material and type as to discourage children from entering the pool area, and to prevent accidental drowning.

(b) Failure to comply with the requirements outlined in subsection (a) of this section shall be deemed a misdemeanor. Each successive day of such failure to comply shall constitute a separate violation.
