Salary: The salary range for the Development Services
Director is competitive and dependent upon
qualifications. Current salary range: $ 9,876 – $13,731
The City offers an attractive benefits package including:
CalPERS retirement: Effective January 1, 2013, new
members to CalPERS or an agency with CalPERS’
reciprocity will be subject to the provisions of the Public
Employees’ Pension Reform Act of 2013 (PEPRA) and will
receive 2% @ 62 benefit formula under which the
employee pays 6.25% as a contribution to the PEPRA
plan. Employees who are current members of CalPERS or
an agency with CalPERS’ reciprocity, or who have less
than a six‐month break in service between employment
in a CalPERS (or reciprocal) agency will be enrolled in the
2.7% @ 55 benefit formula.
Cafeteria Plan: City pays up to $1102/month for a
variety of health insurance plans, Delta Dental and vision
insurance (VSP).
Leave: Vacation leave of 96 hours/year, increasing with
service; sick leave of 96 hours/year; administrative leave
of 150 hours/year; 10 holidays/year with 32 hours of
floating holiday.
Life Insurance: $10,000 basic policy provided plus one
times annual salary. AD&D and LTD also provided.
Additional/Optional benefits: Vehicle, education
bonus, EAP, wellness program, and retiree medical
health provision after 20 years of service; 40 hours
Administrative Leave buyback per calendar year; and
conversion of unused sick leave to service credit.

growing number of businesses, Alhambra (population 85,000) is a premier family‐
oriented and economically prosperous community located just eight miles east of
downtown Los Angeles in the San Gabriel Valley. Education, medical, and
transportation services abound and Alhambra has some of the region’s strongest
retail centers drawing sales from auto dealerships and shopping districts.
Alhambra, a culturally diverse international community, is an area vibrantly alive
providing its residents with a wide range of life enhancing services, including access
to well‐developed and maintained parklands, and a wide range of recreational
facilities. The City of Alhambra can boast of a variety of housing options including
single‐family homes with historical significance in Craftsman, Bungalow, or Spanish
style, to condominiums, apartments and mixed‐use residential/commercial buildings
especially in the Downtown area.
THE ORGANIZATION
The City of Alhambra is dedicated to responsive and creative
leadership, providing quality services, thus ensuring desirable
neighborhoods and a supportive business environment, while being
sensitive to the diversity of the community.
The Alhambra City Council is elected by the citizens of Alhambra to guide the policy
affairs of the community. The Council is comprised of five members elected at‐large
from five geographical districts of the City to serve four‐year terms. Municipal
elections are held in November every two years on even‐numbered years. Under a
rotational system adopted in 1984, each of the Council Members representing the
City’s five districts serve as Mayor for a nine‐month period. The City Council
appoints the City Manager, City Attorney and City Commission Members.
This full‐service City has 400 FTEs and a 2017/18 operating budget of $142 million.
Departments include Management Services, Administrative Services, Human
Resources, Risk Management, Public Works, Utilities, Community Services, Library,
Finance, Development Services, Police and Fire. Two Assistant City Managers
provide day‐to‐day oversight of each of the individual departments.

THE DEVELOPMENT SERVICES DEPARTMENT
Building Division – responsible for assuring compliance with the building,
mechanical, plumbing and electrical codes, as well as National Pollution Discharge
Elimination System (NPDES) construction codes.
Planning Division – reviews all new construction within the community. The Planning
Division reviews Planned Development Permits for residential, commercial and
industrial development, in addition, to Subdivision requests, Conditional Use Permits,
Variances, Modifications, Zone Changes, General Plan Amendments, Specific Plans
and new businesses applications. The Division provides staff analysis and input to the
Planning Commission, Design Review Board and City Council. The Planning Division is
also involved in advance planning activities regarding various local and sub‐regional
topics.
Housing Division – responsible for administering the City’s housing programs under
the Federal Community Development Block Grant (CDBG) and HOME entitlement
programs and Housing Asset Funds. The Housing Division programs include housing
rehabilitation, first time home buyers, fair housing counseling, construction of new
affordable housing and coordinating the various programs affecting housing Citywide.
Economic Development – responsible for activities and programs aimed at ensuring
that the business environment of the community is vibrant and stable. Major
programs include the recruitment of new business entities to Alhambra; the
retention and expansion of existing Alhambra businesses; and the maintenance of an
open dialogue between City and the business community.
Code Enforcement – focus is to investigate violations of laws or ordinances relating
to public health, safety and welfare, the operation of businesses, consumer
protection, building standards, land‐use regulations and other municipal interests.

Possess the skills to facilitate the completion of the City's General Plan update to include historic preservation and an exciting future linear park that spans the railroad, and will oversee current projects underway including a large retail project, and a commercial/ assisted living facility project.
Possess knowledge and experience implementing best practices in community development, and will possess progressive and contemporary thinking and experience in development services.

Possess knowledge of principles and practices of municipal planning, economic development, building, code enforcement, and housing programs; methods of public agency administration; principles of personnel administration, supervision and training; methods and techniques of public administration of a general plan and development review; principles and practices of budget preparation and administration; and principles and practices of real estate law.
Possess a Bachelor’s degree from an accredited college or university in urban planning, economics, public administration or a related field (a Master’s degree is highly desirable); and seven years of increasingly responsible managerial experience including significant administrative personnel management responsibilities within planning, building, housing and economic development and code enforcement functions.
