City Manager’s Update Over the last few weeks, Public Works/Waste Management crews have worked very long hours, even with adverse weather conditions, to keep Virginia Beach clean and beautiful. Their hard work has not gone unnoticed. When Waste Management staff arrived at work on Tuesday, April 28, they were pleasantly surprised to be greeted by employees from the Kroger Marketplace on Holland Road with cakes and a signed poster and cards. Each of the signs expressed their gratitude and thankfulness to the employees for their hard work and dedication during these difficult times. The following day, employees were treated to another heartwarming surprise. Bright yellow letters and smiley faces dotted the front lawn of Waste Management’s office on Holland Road, greeting staff as they drove into work with a message of appreciation. The person or persons responsible for this act of kindness is/are so far unknown, but to whomever it was, Waste Management thanks you and truly appreciates the kindness you showed. City Manager’s Update

Over the last few weeks, Public Works/Waste Management

crews have worked very long hours, even with adverse weather

conditions, to keep Virginia Beach clean and beautiful. Their

hard work has not gone unnoticed. When Waste Management

National Public Safety Telecommunicators Week, April 12-18, is

held annually to recognize and honor telecommunications personnel

(911 dispatchers) in the public safety community. Public safety

telecommunicators with Emergency Communications and Citizen

Services are the first contacts citizens have with emergency services.

They are the unseen first responders as they provide guidance and reassuring direction to callers

when there is an emergency. We are grateful to them for their expertise, compassion,

professionalism and dedication as they perform their jobs 365 days a year.

In celebration of the week, ECCS presented staff with awards to honor their exceptional work,

including Telecommunicator of the Year, Supervisor of the Year, Trainer of the Year, Call Taker

of the Year and 911 Team of the Year.

A new program is available to prevent the eviction of eligible low- and moderate-income renters

in Virginia Beach who have experienced financial hardship due to COVID-19. The Virginia

Beach Eviction Prevention Assistance program provides eligible households with short-term

assistance towards rental arrears since April 1, 2020 and one month’s rent. Assistance is

provided one time and payments are made directly to the landlord/property manager. Please note,

the program does not provide mortgage assistance.

To start the application process, residents must complete a quick, online questionnaire to see if

they meet initial screening criteria, which include:

• Household’s total gross annual income cannot exceed 80% of the Area Median

Income (AMI), adjusted for family size, as established by the U.S. Department of Housing

and Urban Development, at the time of application. From April 29 – May 15, priority will

be given to households who have a gross annual income of 0-50% AMI.

• Applicant must have a lease agreement in their name.

• The applicant’s inability to pay their rent must be due to the impact of COVID-19 that

resulted in loss of job or significant reduction in work hours, or unemployment that

occurred after March 1, 2020.

• Rental property must be located in Virginia Beach and the applicant’s primary residence.

screening questionnaire should call (757) 385-5168 (or TTY: 757-711 Virginia Relay for

The meals tax holiday City Council voted to implement for

the months of May and June starts today. Meals tax in Virginia

Beach is 5.5% of the total bill, making now a great time to let

someone else do the cooking, avoid doing the dishes

afterward, revisit favorite restaurants or try new places.

Citizens can now get instant text notifications on their cell

phones when the City closes (and then reopens) Sandbridge

Road due to flooding or road hazards. It is available via

VBAlert, the City’s FREE subscription-based emergency

notification service. Simply text Sandbridge to 67283 to

subscribe to text alerts.

• Due to utility work, the middle and outside lanes of northbound

South Military Highway near the intersection of Indian River Road will close starting at 8

p.m. today. The right-turn lane from westbound Indian River Road onto northbound South

Military Highway and one left-turn lane from eastbound Indian River Road onto northbound

South Military Highway will also be closed; however, motorists will be provided an

alternative access to make a turn. Area residents will have access to their properties at all

time. Weather permitting, work is expected to be complete by 5 p.m. Sunday, May 3.

The Virginia Beach Sports Center has finalized the contract with Tidewater Volleyball

Association (TVA) and Coastal Virginia Volleyball Club to house hard court volleyball

starting in the fall of 2020. TVA and Coastal have worked together for the past 15 years to

promote youth volleyball at the recreational and competitive levels. Currently both entities serve

the community by providing 20 recreational teams, 11 elite girls’ travel teams, and six elite boys’

travel teams. TVA’s recreational teams provide youth an opportunity to play and develop skills

in preparation for competitive middle

school and high school seasons.

Coastal has been operating for over 27

years and has developed and promoted

hundreds of college-bound athletes.

Many of these young women and men

have earned scholarships and gone on to

play volleyball at colleges such as the

University of Virginia, Virginia Tech, Stanford, Wisconsin, Penn State and Hawaii. Tidewater

Volleyball Association is a 55-year-old staple for volleyball in the Virginia Beach area and

pioneered bringing beach volleyball to the East Coast. They will continue to operate indoor

beach volleyball at the Dean Drive location and Oceanfront courts during the summer.

In honor of May as Historic Preservation Month, Mayor Bobby Dyer invites all citizens to

recognize the importance of historic preservation in maintaining the historical identity of

Virginia Beach. Mayor Dyer will issue a proclamation

for Historic Preservation Month to the City’s Historic

Preservation Commission on Tuesday, May 5.

The proclamation states that the Cape Henry

Lighthouse, the centerpiece of Virginia Beach’s City

Seal, has been preserved for 90 years by Preservation

Virginia. The lighthouse was the first federally funded

public works project by the new United States

government under George Washington. The

proclamation also notes that the city has 22 individual historic properties and five historic

districts listed in the National Register of Historic Places. The full text of the Mayor’s
